The barriers to terminating federal research and development vary with the type of program (manpower resource creation, basic or applied research, hardware development) and the functional sector in which it is lodged (defense or civilian). Each has a public/private constituency of sponsors and performers. Some constituencies are much more potent than others. Hence, to kill an R&D program, one must weaken the constituency behind it. Political deliberation involves both internal reflection and public discussion. The former might be far more important than implied by deliberative democrats' heavy emphasis on the discursive component. Analysis of the deliberations of a citizen's jury on an Australian environmental issue shows jurors' attitudes changing more in response to the 'information' phase of the jury proceedings, involving a large degree of 'deliberation within', than during the formal 'discussion' phase. For nearly a hundred years, to many foreigners “Peking” meant the foreign legation quarter and its colourful western inhabitants. The article gives details of the extraordinary life they led a stone's throw from the Emperor's palace in a city that remained virtually untouched by the modern world. After the Boxer Rising of 1900, the legation quarter became a Treaty Port with its own laws and administration. That status continued through the First World War and beyond. But just as the foreigners were at last beginning to value Peking's uniqueness, the end was in sight. Life changed a lot after the 1937 Japanese invasion of China and, for many, internment followed the attack on Pearl Harbour. This article describes a number of possible existential motivations for engaging in terrorism. Three in particular are identified: (1) the desire for excitement, (2) the desire for ultimate meaning, and (3) the desire for glory. Terrorism, according to the argument set out here, is as much a site of individual self-drama and self-reinvention as a tactical instrument for pursuing the political goals of small groups. The conclusion explores the concept of “existential frustration,” and suggests that terrorist activity may provide an outlet for basic existential desires that cannot find expression through legitimate channels. 相似文献

Research on protest and social movements has undergone a process of consolidation. However, it has lost visibility in Germany where it was in full bloom in the late 1980s and early 1990s. A review of recent scholarship shows that the analysis of protest and the concept of “social movement” is vital to understand both politics emerging “from below” and the dynamics of political processes. This paper examines vulnerability in two Melanesian small island developing states: Solomon Islands and Vanuatu. With large proportions of the population living semi-subsistence lifestyles in rural areas, consumption poverty is notoriously difficult to measure. The paper therefore departs from the standard approach and assesses household vulnerability to multidimensional poverty. The paper employs cross-sectional data from a household survey. Results indicate that vulnerability is more widespread than poverty and that vulnerability stems more from excess volatility in expected wellbeing than a particularly low expected level of wellbeing, per se.
