Objectives
Our multisite randomized controlled trial reported that police body-worn cameras (BWCs) had, on average, no effect on recorded incidents of police use of force. In some sites, rates of use of force decreased and in others increased. We wanted to understand these counter-intuitive findings and report pre-specified subgroup analyses related to officers’ discretion on activating the BWCs.Methods
Using pre-established criteria for experimental protocol breakdown in terms of treatment integrity, ten experimental sites were subgrouped into “high-compliance” (no officer discretion applied to when and where BWCs should be used; n?=?3), “no-compliance” (treatment integrity failure in both treatment and control conditions; n?=?4), and tests where officers applied discretion during treatment group but followed protocol in control conditions only (n?=?4).Results
When officers complied with the experimental protocol and did not use discretion, use of force rates were 37 % lower [SMD?=?(?.346); SE?= .137; 95?% CI (?.614) – (?.077)]; when officers did not comply with treatment protocol (i.e., officers chose when to turn cameras on/off), use of force rates were 71 % higher [SMD?= .392; SE?= .130; 95?% CI (.136) – (.647)], compared to control conditions. When full discretion (i.e., overall breakdown of protocol) was applied to both treatment and control conditions, null effects were registered [SMD?= .009; SE=.070; 95?% CI (?.127) – (.146)], compared to control conditions.Conclusions
BWCs can reduce police use of force when then officers’ discretion to turn cameras on or off is minimized—in terms of both case types as well as individual incidents. BWCs ought to be switched on and the recording announced to suspects at early stages of police–public interactions. Future BWCs tests should pay close attention to adherence to experimental protocols.652.
This paper analyzes the short-term dynamics of issue ownership and its effect on electoral choice. We hypothesize that voters who change their mind with regard to the party they deem most competent to handle the top issue are more probable to change their vote choice, than those who do not change their evaluation of competence. Second, we claim that the impact of a change in perception of party issue competence increases with the electoral strength of the party benefiting from this change. The analysis is based on data from a Rolling-Cross-Section with a panel component carried out in the 2011 Swiss Election Study. Contamination of canine training aids is a pervasive issue that may lead to incorrect canine discrimination of target odors. It is therefore important to properly store training materials to maintain their integrity and efficiency. First, this study demonstrated the potential for contamination using GloGerm™ as a proxy for odor/particulate transfer. Then, eight types of containers were evaluated to determine (1) the ability to prevent odor permeation and (2) the likelihood of maintaining the ab/adsorbed odor. Lastly, a longitudinal study evaluated how the permeation of the target odor changed over time. Analysis occurred using a direct analysis in real-time mass spectrometer (DART-MS) to detect triacetone triperoxide (TATP) from the non-hazardous canine training aid known as the polymer odor capture-and-release (POCR) system. Results showed that Mylar and Opsak bags were most effective for short-term storage, maintaining low levels of ab/adsorption. Over time, the amount of TATP permeating through the primary containers and collecting in a secondary container (i.e., outer packaging) increased at 1 week and decreased thereafter (up to 4 months). Use of DNA in forensic science will be significantly influenced by new technology in coming years. Massively parallel sequencing and forensic genomics will hasten the broadening of forensic DNA analysis beyond short tandem repeats for identity towards a wider array of genetic markers, in applications as diverse as predictive phenotyping, ancestry assignment, and full mitochondrial genome analysis. With these new applications come a range of legal and policy implications, as forensic science touches on areas as diverse as ‘big data’, privacy and protected health information. Although these applications have the potential to make a more immediate and decisive forensic intelligence contribution to criminal investigations, they raise policy issues that will require detailed consideration if this potential is to be realised. The relationship between peer victimization,cognitive appraisals,and adjustment: A systematic review
Underpinned by the transactional model of stress (TMS), this systematic review synthesizes research testing the role of primary and secondary appraisals in the relationship between peer victimization and adjustment. A comprehensive literature search was undertaken and 23 articles were included in the review. Primary appraisals of threat and control, but not blame, mediated the relationship between peer victimization and adjustment. Secondary appraisals of self-efficacy and perceived social support were found to mediate and moderate the relationship. The findings of the review highlight the utility of the TMS in developing our understanding of individual differences in the relationship between peer victimization and adjustment. The development of the TMS in a peer victimization context, and future areas of research are discussed. 相似文献

It is now well recognised that reforms to tax administration are as important as tax policy changes for overall fiscal reform. One institutional model of tax administration, which has been quite widely adopted in Africa in recent years, is that of the semi‐independent Revenue Authority. This approach is based on the executive agency model, widely adopted in the UK and elsewhere, as a way of improving performance of certain governmental functions. This article looks at the arguments for and against the Revenue Authority model, and examines a number of practical issues in the design of such an agency. It draws on the recent experience of Revenue Authorities in a number of countries. It concludes that the Revenue Authority model can offer an appropriate institutional framework for reforming tax administration, particular where low pay rates and rigid civil service systems inhibit effective management. In this study, 252 trace DNA samples (from handled surfaces) from 201 burglary, robbery and drugs cases were compiled to assess success rates and to interpret the value of trace DNA evidence in volume crime investigations. The average amount of DNA recovered from the trace DNA samples collected was 1.7 ng. Full or major (12 or more alleles) profiles were recovered from 14% of samples. Samples from firearms and burglary points of entry were the least successful. Mixtures were recovered from 21% of samples, presenting a case for the collection of more elimination profiles to enable more samples to be used for database purposes. The research highlighted the difficulties in collecting data relating to the success rates of samples. Computerised automation of this process would be extremely beneficial in the assistance of policy development, method application, training, and investigative usefulness. 相似文献

Morale among U.S. federal employees has increased but remains low compared to the private sector and in certain agencies, including the Department of Veterans Affairs (VA), which has experienced scandal and management challenges, including a crisis of leadership. Using data from the 2015 Federal Employee Viewpoint Survey, this article examines the influence of transformational leadership (TFL) on job satisfaction/commitment among VA employees. Regression analysis reveals a positive association between satisfaction/commitment and each of the four TFL dimensions, controlling for the other dimensions and sociodemographic characteristics. Employees who perceive leaders as fostering creativity, empowerment, trust/respect, and clear goals/expectations are more satisfied/committed. 相似文献

This article makes a case for paying greater attention to how informal relationships between government officials and civil society practitioners impact processes of public value creation. Drawing on data from a five‐year qualitative longitudinal study, we illuminate how civil society practitioners deviate from the formal objectives of social enterprise policies in order to create what they see as having public value. Through a process of theory elaboration, we demonstrate how government officials’ wilful ignorance of, or informal collaboration in, such deviance, precipitates forms of public value that are consistent with wider political objectives. Our analysis adds nuance and granularity to the debate on public value by drawing attention to the arcane ways it may be informally negotiated and created outside of the public sphere. This opens up new empirical and theoretical opportunities for understanding how deviance and ignorance might be symbiotically related in processes of public value creation.” 相似文献
