AbstractThe UK Independence Party (UKIP) has moved from being a single-issue party par excellence to a broader party of protest, taking advantage of wider feelings of discontent and disconnection. However, the 2016 referendum on UK membership of the EU fundamentally challenged its development and operation, by removing a core part of the party’s rationale and identity, and radically shifting the overall political landscape. This paper considers the re-positioning through the referendum period, both rhetorically and organisationally. Drawing on party press releases and media coverage, the paper argues that UKIP has become caught in a set of multiple transformations, pushing it in the longer term towards a more conventionally populist position in a way that carries important resonances for other Eurosceptic parties across the continent. 相似文献

Law frequently demands the production, sometimes effortful, of adequate knowledge for decision making. This article explores the challenging epistemic demands made by nature conservation law during planning law approval processes for major offshore wind farms. It explores this area through the prism of co‐production: not only are ‘science’ and ‘facts’ socially and legally constructed, but in addition, scientific and factual findings shape society, and law and governance. Models are used in planning law to assess whether bird deaths associated with a proposed wind farm will have an adverse effect on the integrity of a protected site. As much as providing an accurate factual representation of the impact of a wind farm on biodiversity, the models contribute to the very possibility of governing the impact of these novel infrastructure developments on biodiversity. 相似文献

This article examines how monitoring mechanisms embedded in interlocal agreements (ILAs) are associated with vertical and horizontal intergovernmental relations. The authors hypothesize that ILAs established by local governments with higher‐level governments are likely to rely on a clearly specified set of rules to establish an administrative structure, whereas ILAs established by local governments with other local governments rely on associational benefits to ensure that policy preferences are aligned across multiple political boundaries. The article examines ILAs established by small town, county, and municipal governments in Denton County, Texas, for the provision of emergency medical, police, and fire services. Findings show that more than half of the ILAs specified a financial reporting system, but an almost equal percentage did not contain features requiring financial records to be available for audit by a third party. Quadratic assignment procedure correlation analysis confirmed the presence of cross‐monitoring mechanisms and showed that the patterns of ILAs tend to cluster around a geographic space.

The experience, common among minority ethnic populations, that they are racially targeted has typically been laid at the door of the police whose coercive practices and whose ‘institutionally racist’ culture have been blamed for this state of affairs. While police practice remains an issue, it is my contention that by focusing on police practice alone critical commentators can loose sight of the extent to which racial targeting is an outcome of the regimes of control integral to the wider governance of crime in the neo liberal state. By examining the implications of anti-terror legislation, by attending to the way centres of consumption in the entrepreneurial city are regulated and by looking at how problems of serial exclusion experienced by migrant populations in Britain’s poorest areas are managed, this paper examines how perceptions of racial targeting will continue to be reproduced independently of getting the police to change their practices. 相似文献

Much governance literature deals with the limited capacity of the state and the market to govern core state welfare services such as education, scientific research and healthcare. Rather less attention has been focused on how the outcome of these services can be improved politically. An analysis of Niklas Luhmann's systems theory (Luhmann 1997a, 2000) leads to the hypothesis that self-governance, that is, a combination of professional autonomy and public peer-evaluation, is a superior strategy. Though this may seem counterintuitive at first glance, this paper shows that it corresponds to well-rooted principles of public administration and, in the sphere of education, to empirical findings on school choice and school effectiveness.
