Police and court liaison and diversion services provide important specialist mental health input along critical stages of the criminal justice pathway. Effective sharing of information between the services and relevant justice agencies is essential. However, various problems exist with the flow of information between agencies and services across the criminal justice pathway. This service evaluation explored how clinically relevant information is transferred, by drawing on the perspectives of prison health care staff in a large urban UK male prison. A qualitative service evaluation was conducted using semi-structured interviews with a purposive sample of 11 prison staff. The main themes included: gaps in the transfer of essential information, (particularly concerning risk and offending information); information gathering to fill these gaps; the importance of professional relationships, information sharing between agencies; and information solutions. Improving information transfer across the criminal justice pathway could prevent treatment delays and ensure more timely mental health care in prison.  相似文献

Over the past 15 years there has been an increase in the use of local direct democracy in the Czech Republic. The analysis shows that the primary cause has been the regulation of development projects. Using transaction costs economics (TCE) approach it is shown how the regulation related to the siting of development projects leads to a not-in-my-backyard (NIMBY) response resulting in political activism that uses institutions of local direct democracy. Drawing from the TCE perspective, in this article it is argued that the key sources of this political mobilisation have been the existence of contractual hazards related to development projects and an inability to form credible commitments between developers and communities. The article highlights a previously neglected explanation for the increased use of direct democracy because sources outside the political system often go unnoticed and contributes to the research on NIMBY disputes and on the expansion of direct democracy.  相似文献

The article focuses on the attitudes of two militant Islamist groups, Al Qaeda and the Islamic State, toward the issue of terrorist attacks in the energy sector. The main aim of the article is both to analyze the importance of attacks on energy infrastructure for the strategies of these two organizations, and to describe specific examples and manifestations of terrorist activities from the side of Al Qaeda and the Islamic State with regard to the energy sector in the Middle East and North Africa. ABSTRACT

Paige (2002) affirmed that a ‘nonkilling society implies a disciplinary shift to nonkilling creativity’. Creativity is indispensable in the search for peaceful alternatives for the positive transformation of conflicts, inherent in human relationships. Creativity can help individuals to think and act peacefully, to find different alternatives to obstacles and problems, to face daily life challenges, and to be happier people. This article presents the Reconstructive–Empowering (REM) approach of peace education as a concrete proposal for implementing a nonkilling paradigm shift in education that facilitates the formation of a critical, active, creative, and peaceful nonkilling citizenship, capable of promoting social transformations toward a killing-free world.  相似文献

Despite recent changes in international relations and lapse of time since the fall of the USSR, the issue of Russian membership in NATO has been an ongoing fact. Hence, the principle scope of the paper is SWOT analysis of potential Russian membership in NATO from the perspective of the Russian Federation. Through the introduction and evaluation of advantages and disadvantages of such membership in the light of latest geopolitical events in Eurasia suggested by academic and professional circles in NATO countries and Russia, we proceed with identification of fundamental strengths, weaknesses, opportunities and threats that Russia might face. Taking into account such determining factors as the size of its territory, shifting geopolitical conditions in the world, modern understanding of security and a potentially frozen dispute in Ukraine, we come to the conclusion that benefits potentially brought by Russian membership in NATO could be sustained while drawbacks could be eliminated by incorporation of NATO to OSCE and a change in voting procedures of the Alliance.  相似文献

Since the 1990s, emerging economies such as Brazil, India, and China have adopted transparency-enhancing public procurement regulations in line with international norms. Yet they have hesitated to join the World Trade Organization's legally binding Government Procurement Agreement (GPA). Based on the Special Issue framework, this article scrutinizes the underlying domestic and international determinants, and how they influence emerging countries’ positions in two overlapping international procurement regimes. In particular, reform-oriented state actors, societal pressure, and lesson-drawing from international templates have induced a strengthening of domestic procurement institutions and turned emerging countries into “promoters” of the international transparency regime. Conversely, the rising powers have remained, to varying degrees, reluctant “spoilers” of the GPA-based market access regime in order to keep policy space and use procurement for domestic development objectives. The article suggests that this regulatory-developmental layering of rule-based governance and interventionist ambitions characterizes the variegated regulatory state in emerging countries.  相似文献

Despite the important role that courts play to supervise the legality of regulatory agencies' actions, only few comparative studies analyze the contents of judicial appeals against regulatory decisions within European countries. This paper builds on the comparative administrative law scholarship and administrative capacities literature to analyze the content of 2,040 rulings against decisions issued by competition and telecommunications regulators in Spain and the United Kingdom. To understand the substance of the appeals, the study classifies cases according to the alleged administrative principles under breach and the regulatory capacities under challenge. Findings show a clear country-sector variation regarding the information contained in judicial disputes for both dimensions of analysis, which can be explained as a result of existing differences between the institutional settings of courts. These results offer a more in depth understanding of the political role of judicial oversight over regulatory agencies embedded in different institutional arrangements and policy sectors.  相似文献

The effects of Arab Spring led to widespread dissent among Saudi citizens, culminating in governmental fear of civil revolt. Thus, the Ministry of Labour introduced many developmental policies such as localisation, women employment that aimed to develop the country and satisfy the needs of citizens to offset rising inflation. These policies were said to be in the best interests of Saudi citizens. This study has therefore intended to investigate the extent to which the Ministry of Labour engaged and consulted with its citizens prior to the introduction of those policies. This study found that Saudi citizens participated via social dialogues, together, social media and digital communication in democratic governance. However, there is a gap in the perceptions of the Saudi elite and citizens regarding the significance of citizen participation in Saudi governance. It was discussed that complete democratic governance cannot be adopted due to autocratic nature of Saudi Arabia.  相似文献

The paper explores the impact of EU democracy promotion in the area of gender in Tunisia. It corroborates and adds nuance to the claim found in previous literature that the EU finances those CSOs whose leadership already embraces gender equality. It shows that members of these CSOs are socialized to different degrees and the internalization of gender equality differs depending on age, gender and location. Already socialized members increased their levels of attachment and investment. New CSO members differed in their socialization outcomes. Some undergo a full internalization process, others develop attachment to some features, while they reject those ideas that do not resonate in their value system. Findings also show that the EU successfully fosters local ownership in project management.  相似文献

Starting in the 1990s, reforms aimed at addressing the underrepresentation of women have been implemented in Colombia. However, research on the consequences of these reforms has been inconclusive. This article analyzes the influence of institutional variables on the proportion of nominated and elected women in Colombia between 1962 and 2014, at both the national and local levels of government, in three different institutional environments. Results confirm the influence of institutional change, indicating that decentralizing reforms and the introduction of the gender quota have had a positive impact on the proportion of women's candidacies and elections, but that the adoption of the open list negatively affected the percentage of elected women.  相似文献
