BUNDLES OF JOY: THE UBIQUITY AND EFFICIENCY OF BUNDLES IN NEW TECHNOLOGY MARKETS

This paper examines the economic logic underlying bundles andtie-in sales and uses the lessons learned from that examinationto analyze seven specific instances of bundling that have beenthe subject of antitrust scrutiny or other policy initiatives.Of particular interest are products that are nonrivalrous inconsumption, making all-you-can-eat pricing a viable candidatefor efficiency. The main economic points are the following:À-la-carte pricing may populate economic models, butmost products are bundles. They are bundles because bundlesare generally more efficient. Tie-in sales are much less commonand often not properly understood in textbook discussions. Marketforeclosure, the principal efficiency concern with tying andbundling, is likely to be exceedingly rare. The seven instancesof bundling (ties) examined in the paper are: cable television;patent pools; blanket licenses; iPods and iTunes; telephones;music albums and songs; operating systems and component programs.     

Vigilante justice in post-communist Europe

Five cases in which the names of former secret informers who supplied information to the communist secret political police were unofficially disclosed are discussed in terms of the motivations of their authors, their timing relative to 1989 and their countries’ lustration and file access legislation, and the information they make available to the general public. After contrasting them with civil society efforts to promote transitional justice and unofficial truth projects, it becomes evident that these unofficial disclosures were animated by revenge as much as the quest for unveiling the truth about communist repression.     

Does Matson matter? Assessing the impact of a UK neighbourhood project

The question of how development agencies should assess their impact has no simple answers and so is often either unasked, or is framed in terms that privilege time-bound and quantitative findings. Describing a council estate neighbourhood project in the UK, the author probes the understandings and perceptions of different stakeholders concerning what they believe has changed over the life of the project, and to what they would attribute those changes. The findings suggest that the impact of development interventions is always contingent upon many factors and can only be properly viewed over time; and that many of the most critical factors in shaping change are intangible and have to do with a wide range of social relations and with human motivation and drive, both individual and collective. The author does not present a 'blueprint' for how to conduct impact assessment, but offers some insights into how to frame the questions and interpret the answers.

Reckoning with the Communist Past in Romania: A Scorecard

During the first two decades following the collapse of the communist regime, Romania has reckoned with the human rights infringements perpetrated from 1945 to 1989 with the help of a range of official and unofficial, judiciary and non-judiciary, backward- and forward-looking methods pursued by a variety of state and non-state actors. This article summarises the progress registered to date in court trials, lustration, access to secret files, property restitution, the truth commission, rehabilitation of former political prisoners, compensation to victims and their descendants, the opinion tribunal, forensic investigations, rewriting history books, unofficial truth projects and memorialisation.
