Applying frame analysis and reframing for integrated conservation and development: example from Mumbai

The way we frame a given problem structures the content that is brought into focus and thus the kinds of practical steps seen as necessary to alleviate it. This article interrogates two competing partial framings implicated in ongoing controversy over mangrove destruction in Vikhroli East, Mumbai, which have precluded integrated conservation and development. The article analyses the content of each particular framing, identifies their respective “blind spots”, and evaluates the validity of various frame components. It concludes with an exemplary alternative reframing arguably more conducive to social justice and sustainability in Vikhroli East and beyond.     

Measuring Military Effectiveness: Calculating Casualty Loss-Exchange Ratios for Multilateral Wars, 1816–1990

In this article, we introduce and utilize a new dataset that provides battle- and war- level Loss Exchange Ratios (LERs) for combatant states involved in multilateral wars between 1816 and 1990.The battle-level data provide an alternative to the widely used, but problematic, HERO/CDB-90 data set on battle outcomes. To demonstrate the utility of the new data, we weigh in on the debate over democratic military effectiveness arguments by replicating models by Reiter and Stam (2002, 2009) and Downes (2009), finding that, when effectiveness is measured using LERs, democracies do not have an edge over their non-democratic counterparts.     

Becoming a Game Warden: Motivations for Choosing a Career in Wildlife Law Enforcement

Conservation law enforcement is a type of specialized policing that occurs mostly in rural areas. Game wardens have the primary responsibility of enforcing hunting and fishing laws. Little research exists on the motivations for entering this branch of specialized law enforcement. This study took a qualitative approach to data collection and examined the motivations of Montana state game wardens for choosing a career in wildlife law enforcement. Three main categories for becoming a warden were identified that included a desire to work in the outdoors, a desire to protect natural resources, and other.

Public Service Motivation Research: Achievements,Challenges, and Future Directions

This article takes stock of public service motivation research to identify achievements, challenges, and an agenda for research to build on progress made since 1990. After enumerating achievements and challenges, the authors take stock of progress on extant proposals to strengthen research. In addition, several new proposals are offered, among them conducting more research on the disaggregated construct, developing grounded theory of public service motivation to understand contextual variations across cultures and political institutions, and improving current measures to better capture loyalty to governance regime as an institutional dimension of the public service motivation construct.     

Exploring the possible link between childhood and adolescent bestiality and interpersonal violence

Bestiality is a serious although less frequently occurring form of animal cruelty that may be linked to subsequent aggression against humans. This investigation examines whether a perpetrator's race, childhood residence, education, commission of a personal crime, and the number of personal crimes committed affects acts of bestiality committed during childhood or adolescence among a sample of incarcerated males. The results show that respondents with less education and those who had been convicted of committing crimes against people on one or more occasions were more likely to have had sex with animals during their childhood or adolescence than other respondents in the sample. These findings lend some support to the sexually polymorphous theory that among these perpetrators sex and aggression have become mutually inclusive and that bestiality as a form of animal cruelty may be linked with interpersonal human violence.     

Can epidemiological studies assist in the evaluation of community treatment orders? - The experience of Western Australia and Nova Scotia

Epidemiological studies using administrative databases have several advantages over other methodologies in studying the effectiveness of compulsory community treatment such as community treatment orders (CTOs). We compared patients placed on CTOs in Western Australia with controls drawn from both within the jurisdiction and from another without this measure (Nova Scotia). Although in different countries, the mental health services in both jurisdictions share common characteristics. Notably, we were able to control for forensic history in our comparison within Western Australia. We analysed predictors of admission and number of bed-days using multiple, logistic or Cox regression as appropriate. Of the 274 subjects placed on a CTO, we were able to find controls for up to 96% (n=265). CTO placement was not associated with reduced admissions or mean bed-days, although there was a threshold effect with a reduced risk of inpatient stays exceeding 100 days. Outpatient contacts were significantly greater for the CTO group. However, we do not know whether the intensity of treatment, or its compulsory nature, effected outcome.
