In states with heavy oversight of local government finances, alternate levels of control orientation exist based on county government budget formulation and financing practices. However, previous research indicates a possible trend toward policy orientation. Using survey data from North Carolina counties, initial findings indicate high levels of finance officer budget formulation discretion as well as county manager agreement with budget decisions. Additional logit models suggest that while stakeholder influence is still present along with remnants of policy orientation, the state financial oversight mechanism along with the background, knowledge of departmental financial needs, and frequent departmental appropriation dissemination by the finance officer, continue to sustain control orientation. 相似文献

The Macmillan government's dilemma over whether to grant diplomatic recognition to the Yemen Arab Republic (YAR) following a coup in 1962 was finely balanced. Hitherto, though, the literature on this specific issue has neither reflected the complexity of issues with which the British government was confronted nor offered a satisfactory explanation of its ultimate non-recognition of the YAR. Some scholars suggest that London was immediately and consistently opposed to granting recognition; others attribute the decision to fear of Nasserism and a determination to maintain Britain's colonial interests in the Persian Gulf. This article contends differently. Drawing upon newly declassified information it first reveals in fuller detail the array of issues and interests that the Macmillan government was confronted by and sought to balance. It then proceeds to demonstrate that the Macmillan government was not unwaveringly against according recognition to the YAR and that whilst important, the influence of the Aden Group and its sympathisers in government was not decisive. Instead, irresolution within the government resulted in an event-driven policy that arrived ultimately at non-recognition of the YAR by default rather than by design. 相似文献

In contemporary Russia and Ukraine, Pentecostalism carries with it commitments to civic engagement and democracy, strong bonds
of social capital, and the embracing of an entrepreneurial spirit. In this article, the authors analyze the origins of Pentecostalism
in Russia, Soviet methods of repression, and Pentecostal survival strategies. Continuing, the authors examine the political
efficacy of Pentecostals, their civic commitments, their embracing of the free market, and the strength and nature of social
capital among them. While the authors conclude that it is too soon to conclude that Pentecostalism will bring about democracy,
civil society, and free markets in Russia and Ukraine, they argue that Pentecostalism is proving itself a popular choice in

Principal-agent theory alerts principals to their problematic relationship with agents. The former are encouraged to take deliberate action to counter asymmetries in knowledge, moral hazard etc. To avoid this, principals should determine outcomes and contracts and incentives should be designed to achieve them. This approach has influenced the form of purchaser-provider arrangements, including the Job Network. This article reviews impacts, which include incentives for gaming and increased transaction costs. Another survey highlighted the extent to which innovation in the disability employment sector had depended on collaboration, which competition would end. The article then sketches an alternative pragmatic or experimental approach, which assumes that the centre can never establish outcomes that are other than provisional and corrigible. Program design needs to be built around this fundamental fact. Learning not 'carrots and sticks' is the appropriate form of relationship. This study investigated the relationship between social information processing (SIP) and both relational and overt, physical
aggression in a longitudinally-followed sample of 228 adolescent girls (ages 11–18; 140 with ADHD and 88 comparison girls).
During childhood, girls participated in naturalistic summer camps where peer rejection, overt physical aggression, and relational
aggression were assessed via multiple informants and methods. Approximately 4.5 years later, these girls participated in follow-up
assessments during which they completed a commonly-used vignette procedure to assess SIP; overt and relational aggression
were again assessed through multiple informants. Correlations between (a) overt and relational aggression and (b) maladaptive
SIP were modest in this female adolescent sample. However, relationships between aggression and SIP were stronger for the
comparison girls than for the girls with ADHD. The relevance of SIP models for adolescent girls and clinical implications
of findings are discussed.

This article uses Benson's 'political economy' model of inter-organizational relations to interpret inter-authority relationships during the course of the local government review process in England (1992-95) and in particular to explain the preparedness of large numbers of district councils to support proposals which implied their own destruction. Six more specific influences are identified which led to this outcome:
(i) The changing pattern of expectations and perceived possibilities as the Review progressed.
(ii) The conflictual context of relations within the network linking individual counties and districts, and their respective associations.
(iii) The influence of the districts' national representative body - the ADC - which was arguing strongly for a 'super-district' solution.
(iv) The plausibility of the view of some mergers as de facto takeovers of one authority by another.
(v) The special nature of local authorities as (party) political institutions as well as public sector bureaucracies.
(vi) The rationing of information through central-local networks, in the context of 'unclear rules'.

Reorganizations have provided fertile ground for researchers and practitioners seeking to draw lessons about the nature of public administration. The review leading to the reorganization of British local government in 1991-96 sustains the tradition. In an extraordinary unfolding of events key features of the policy and political system are laid bare. This article provides a background analysis of the review, examines the main turning points in the process, assesses the performance of key players and concludes with a judgement about the sustainability of the settlement that ultimately emerged.
