This article examines the relationship between leadership and public value, which is particularly challenging in a context of explicit contest and conflict. The theoretical framework is illustrated through a case study of policing rural crime. The study reveals that the police worked with multiple and competing publics rather than a single homogeneous public, and that part of their leadership role was to create and convene a public space in which different voices and divergent views could be expressed. The study notes that research needs to pay attention to the loss and displacement of public value, not solely its creation and recognition. The need to convene multiple publics required the police to lead, as part of a leadership constellation, and with political astuteness. The findings have wider relevance for other public services, and for studies of leadership and public value at the intersection between the state and civil society. 相似文献

Although the use of truth and reconciliation commissions (TRCs) has grown considerably over the last 3 decades, there is still
much that we do not know concerning the choice and the structuring of TRCs. While the literature has focused primarily on
the effects of TRCs, we examine the domestic and the international factors influencing the choice of a commission in sub-Saharan
Africa from 1974 to 2003 using pooled cross-sectional time series. We find that states which adopted a TRC prior to South
Africa were generally repressive centralized regimes which used the truth commission as political cover. However, since South
Africa’s TRC, democratizing states have been more likely to adopt a truth commission as a form of transitional justice.

Since the early 1970s, western countries have increasingly recycled their second‐hand clothes by exporting to the Third World. In response, some LDC governments have banned used clothing imports to protect their domestic textile industries. This article, after reviewing the structure and evolution of world used clothing trade, examines the consequences for Africa's largest importer, Rwanda. In this low‐income country, with its small domestic textile industry, displacement is minimal and imported used clothing offers a modest but rare policy lever for directly increasing national income as well as incomes of the rural poor. 相似文献

A key form of student‐level accountability is the requirement for students to pass high school exit exams (HSEEs) in order to receive a diploma. In this paper, we examine the impact of HSEEs on dropout during a period when these exams became more common and rigorous. Further, we study whether offering alternate pathways to graduation for students who cannot pass HSEEs moderates any dropout effects. Using a district‐grade‐level panel assembled from the Common Core of Data, we exploit the fact that new exit exam policies first affect a particular graduating class, so we can isolate the impact of exposure to HSEEs for students in one grade in a district separate from other unaffected grades in the same district. We estimate dropout effects by grade for all students, and by race, sex, and urbanicity. We find that HSEEs increase dropout rates for students in the 12th grade, with especially large effects for African‐American students. Dropout effects are uniformly larger in states that do not provide alternate pathways to receive a diploma or alternative credentials for students that cannot pass exit exams. We estimate that 1.25 percent of 12th graders in these states do not graduate with their high school class, likely due to having a diploma withheld because of inability to pass the requisite HSEE. © 2013 by the Association for Public Policy Analysis and Management. 相似文献

A new voting procedure for electing committees, called the minimax procedure, is described. Based on approval balloting, it chooses the committee that minimizes the maximum Hamming distance to voters’ ballots, where these ballots are weighted by their proximity to other voters’ ballots. This minimax outcome may be diametrically opposed to the outcome obtained by aggregating approval votes in the usual manner, which minimizes the sum of the Hamming distances and is called the minisum outcome. The manipulability of these procedures, and their applicability when election outcomes are restricted in various ways, are also investigated. The minimax procedure is applied to the 2003 Game Theory Society election of a council of 12 new members from a list of 24 candidates. By rendering outlying voters less influential and not antagonizing any voters too much, it arguably would have produced a committee more representative of the interests of all voters than the minisum committee that was elected. 相似文献

Eighth graders, 11th graders, and college sophomores wrote open-ended essays that characterized their own approaches to moral reasoning. Their essays were scored for the presence of various themes. Students also responded to three dilemmas from the Defining Issues Test (Rest, 1979). Students then rated their own use of justice and care orientations in moral reasoning, using a previously developed instrument (Ford and Lowery, 1986; Lyons, 1983). Characterizations of moral reasoning became more multifaceted and thorough with grade, and correlated with many traditional measures of moral reasoning. Males and females showed some, but relatively few, differences in characterizing their own moral reasoning, although females tended to respond more thoroughly to the open-ended task. Gender differences, when they occurred, were mostly found on measures that assessed so-called feminine issues or concerns, but not on traditional measures of moral reasoning. Characterizations of moral reasoning clustered into five dimensions, raising questions about the utility of the constructs of justice and care orientations.The first and third authors received financial support from a Ford-Mellon grant made to Carleton College. Research concerning immigrant and ethnic business formation has focused almost exclusively upon the enterprises of economically motivated immigrants and long established refugees. Ignored are the businesses opened by recent refugees who, since 1975, account for 20% of the legal entrants to the United States. Because refugees have different social and demographic characteristics than economic immigrants and come to the U.S. for different reasons, they reveal distinct entrepreneurial behaviors. Relying on a sample of 67 Soviet Jewish and Vietnamese enterprises in California, this study explores the prospects for refugee self-employment. It considers the characteristics of self-employed refugees, their resources and motives for openingbusinesses, and their use of community-based sources of capital, labor, customers and information. 相似文献
