Some international organizations (IOs) are subject to constant criticism for producing poor results while others are praised
for accomplishing difficult tasks despite political and resource constraints. Indeed, IO performance varies substantially
over time and across tasks, and yet the international relations literature has devoted little attention to why this occurs.
This article provides a framework for studying IO performance. After addressing some of the distinct challenges of conceptualizing
and analyzing performance in the context of IOs, we discuss the tradeoffs of using different performance metrics—from process
indicators to outcome indicators—and present a typology of factors that influence performance. Finally, we discuss research
strategies for those interested in studying performance rigorously. The policy relevance of studying IO performance is clear:
only if we understand why some IOs perform better than others can we begin to improve their performance in a systematic way.
As many organizations come under pressure to reform, while at the same time taking on new and more complicated tasks, scholars
should be actively engaged in debates surrounding IO performance and its role in effective governance at the international

Western Governments concerned about the lack of gender equity in their workforces are increasingly seeking to address the negative effects of unconscious biases on employment decisions to counter the effects of hidden prejudices. Although unconscious bias has received limited attention in the human resource literature, social psychology literature has identified inadequacies with this practice, including that such training may entrench and normalise unconscious biases. We argue that the popularity of unconscious bias training invites agencies to view this practice as a ‘silver bullet’ to achieve gender equity, but that its effectiveness is likely to be limited unless accompanied by sustained interventions to address discrimination. Further, the impacts of unconscious bias training need to be rigorously evaluated to assess whether government resources are being effectively utilised. Consistent with international research, such an evaluation may reveal that unconscious bias training has unintended negative consequences, but that the training can be improved to reduce these consequences. 相似文献

This paper looks at the economics of ‘monetarism’. After a discussion of the conceptualization of money and the way it functions, the mechanisms by which ‘monetarism’ analyses the relationship between the money supply and price formation are highlighted. It is argued that these are inadequate, largely because they are couched at an aggregative macro-level. A reformulation is suggested based upon the necessity to define the economic agents in the economy whose practices and processes provide the basis for the price formation and money-supply generation. The concept of a ‘money-supply’ is raised and the difficulties of defining and controlling this in a developed financial system are discussed. This article addresses the issue of whether the nation state has a future as a major locus of governance in an increasingly ‘globalized’ economic and social system. It begins by considering the development of the sovereign state and argues that international agreements between states were important in establishing the power of the state over society. It goes on to consider the changing capacities of the state in the modern world. Extreme versions of the 'globalization' thesis are then challenged, and it is argued that national-level economic processes remain central and that the international economy is far from ungovernable. Major nation states have a pivotal role to play in creating and sustaining such governance. However, their role is less than as autonomous national macro-economic managers, than as agencies that are representative of their populations and sources of legitimacy for new forms of governance. The central function of the nation state is that of distributing and rendering accountable powers of governance, upwards towards international agencies and trade blocs like the European Union, and downwards towards regional and other sub-national agencies of economic co-ordination and regulation. 相似文献

This paper investigates the clash of (language) ideologies in Estonia in the post-Communist period. In an analysis of changing Western recommendations and Estonian responses during the transition of Estonia from Soviet Socialist Republic to independent state, we trace the development of the discourses on language and citizenship rights. Different conceptions of the nation-state and of how citizenship is acquired, together with different approaches to human rights, led to disagreement between Estonian political elites and the political actors attached to international institutions. In particular, the Soviet demographic legacy posed problems. We use a context-sensitive approach that takes account of human agency, political intervention, power, and authority in the formation of (national) language ideologies and policies. We find that the complexities of cultural and contextual differences were often ignored and misunderstood by both parties and that in their exchanges the two sides appeared to subscribe to ideal philosophical positions. In the following two decades both sides repositioned themselves and appeared to accommodate to the opposing view. In deconstructing the role of political intervention pressing for social and political inclusion and in documenting the profound feeling of victimhood that remained as a legacy from the Soviet period and the bargain that was struck, we hope to contribute to a deeper understanding of the language ideological debates surrounding the post-Communist nation-(re)building process. 相似文献

ABSTRACTIn recent years, the Tamil and Somali diasporas have come under intense scrutiny by the media and national security agencies in Canada. This is due to concerns that members of both communities may hold political grievances associated with their respective homelands that could be acted upon by joining or supporting transnational terrorist groups. Drawing on 168 in-depth interviews with youth and young adults in Toronto’s Tamil and Somali diasporas, we provide a comparative analysis of the varying ways that existing sentiment pools can operate to mobilize broad-levels of support for, or vilification of, the framing strategies of the LTTE and al Shabaab, respectively. Our findings show that frames that portray the LTTE in a positive light resonate deeply with the young Tamil-Canadians we interviewed, characterizing a “narrative fidelity” between these frames and the existing sentiment pool. By contrast, there exists considerable disconnect between the framing strategies of al Shabaab, their supporters, and existing sentiment within the Somali diaspora – a divide that illustrates the notion of “framing failure”. We conclude with a discussion of the dynamic nature and inherent malleability of group-level sentiment pools, and highlight why this may be important from a national security standpoint. 相似文献

It is widely acknowledged that offender rehabilitation outcomes can be improved by attending to responsivity issues, including the readiness and motivation of offenders to undertake and engage in treatment. The measurement of responsivity, readiness and motivation in offenders, however, has received relatively little research attention. In this paper we focus on anger management programmes and evaluate the utility and psychometric properties of a measure of stages of change in relation to changing anger – the Anger Readiness to Change Questionnaire (ARCQ). Using data from a large sample of offenders undergoing anger management interventions, we investigated the construct validity, convergent validity and predictive validity of the ARCQ. We conclude the ARCQ may have utility as a measure for selecting offenders who are suitable for anger management interventions. 相似文献

AbstractMost studies that have explored the impact of youth sexual offender treatment on recidivism have not assessed whether effectiveness varies for important subgroups. The present study evaluated the impact of treatment provided by the Griffith Youth Forensic Service (GYFS) on 104 adjudicated youth sexual offenders referred between 2006 and 2012. Sexual, violent and “other” offending outcomes were examined, based on Australian Indigenous cultural heritage and whether the youth resided in a remote community, over an average 2.5-year follow-up timeframe. The findings indicated that GYFS treatment was equally effective for Indigenous and non-Indigenous youth for preventing sexual recidivism and, for youth residing in remote and non-remote locations, for preventing sexual, violent and “other” recidivism. Treatment was less effective in preventing violent and “other” recidivism for Indigenous youth. The core components of the GYFS treatment programme therefore appear particularly well suited for reducing sexual recidivism by Indigenous offenders and those residing in remote communities. 相似文献
