In the 1990s, several public corruption scandals were uncovered in Sweden. This article focuses specifically on local corruption, and our purpose is to examine whether a case can be made that problems of public corruption in Swedish municipalities have increased. By applying instruments from the institutional rational choice framework, we reach the conclusion that there are indeed reasons to suspect that retrenchment initiatives and organisational reforms over the last two decades, often labelled ‘new public management’, have increased the risk of corruption. Although hard empirical data do not yet exist, the suspicion that public corruption in Swedish municipalities may have become an increasing problem cannot be disregarded. Hence, we conclude by calling for further empirical research in this field.     

Women's Participation and Representation in Politics: Perspectives from Ghana

This article discusses empirical findings on issues affecting women's effective participation in politics and the public sector of Ghana. It argues that women's involvement in public life and politics has steadily declined contrary to hopeful reportage that global empowerment campaigns have increased women's political participation across Africa. The article suggests that given the deep-rooted socio-cultural hindrances women face, affirmative action policies need to be revisited to complement women's agency in contesting for, winning, and participating in politics and public service more effectively.     

The Universal Welfare State: Theory and the Case of Sweden

In the existing literature on welfare state typologies, the concept of the universal welfare state is not defined precisely enough to allow for comparisons of universality over time and between countries. In this paper, I discuss some problems with the way the term 'the universal welfare state' has been used and I suggest possible solutions. Among other things, I propose that the term 'universality' be used to describe the provision of a specific welfare benefit independently of individual income and/or other individual characteristics. It should also be used to describe the coverage of welfare benefits rather than their size. Based on the theoretical discussion, a number of possible indicators of universality are applied to the case of Sweden in the 1990s. The conclusion is that, despite its economic crisis, universality in Sweden did not decrease.     

POSTAL 2 plays in US court - Schwarzenegger v. Entertainment Merchants Association

In an unprecedented legal development, the case of violence in video games has now reached the highest American court. The US Supreme Court is set to decide whether states can restrict minors from buying violent video games in the case of Schwarzenegger v. Entertainment Merchants Association. The decision could have serious implications on the future of First Amendment rights and children’s ’welfare. To resolve Schwarzenegger, the Justices will need to decide how much First Amendment protection should be extended to violent video games and whether minors have a greater constitutional right to violence than they do to obscenity.     

New challenges for copyright protection - Co-Reach in IPR in New Media Workshop II

The Co-Reach IPR in New Media organised a workshop on ISP Liability in London on December 7, 2010 and an EU-China Copyright Policy meeting in Vienna from December 9-12, 2010. The Workshops come at the crucial time when new regulations are being crafted to tighten copyright protection in cyberspace.     

Analysis of the Optimum Currency Area for ASEAN and ASEAN＋3

This paper performs an analysis of the optimum currency area （OCA） for ASEAN （Association of Southeast Asian Nations） and ASEAN＋3 for the period of 2003-2012. The applied method is based on the model developed by Bayoumi and Eichengreen for the European countries. Regarding the two groups of study, the document contents the integration roots as well as some theories and empirical data about the currency areas. The obtained results based on the OCA indexes showed that nearly half of the country members have moved symmetrically, although the effect of the four independent variables was found different in each case. In conclusion, the monetary convergence is significantly influenced by the output disturbances and the trade linkages in both regions; while the size of the economy only becomes significant in ASEAN＋3 and the synchronic advantage is not contributing and even insignificant for ASEAN＋3.     

Comments to the CoE Convention 108 draft proposal on data protection

One year after the public consultation on the modernisation of the Convention 108, the Council of Europe issued the latest modernization proposal in March 2012 reviewed on the basis of the 27th Plenary meeting of the Consultative Committee of the Convention (from 29 November to 2 December 2012) and the 26th meeting of its Bureau (from 6 to 8 February 2012). Professor Graham Greenleaf and Mr. Nigel Waters on behalf of the Australian Privacy Foundation International Committee and a consortium headed by CLSR Editorial Board member Professor Sylvia Kierkegaard together with Dr. Elisabeth Thole, Professor Dr. Willem Grosheide and CLSR Professional Board Member Joseph V. DeMarco submitted separately their comments to the proposed text. Plenary meeting of the Consultative Committee of the Convention 108 will take place in Strasbourg from 19 to 22 June 2012, during when the draft text will be approved.
