Some scholars and policy makers argue in favour of increasing democratic contestation for leadership and policy at the European level, for instance by having European‐wide parties campaign for competing candidates for President of the European Commission ahead of European Parliament elections. But do such changes put the survival of the European Union at risk? According to the consociational interpretation of the EU, the near absence of competitive and majoritarian elements has been a necessary condition for the stability of the EU political system given its highly diverse population. This article contributes to the debate in two ways. First, it develops a more precise understanding of ‘problematic’ diversity by examining how three variables – the heterogeneity, polarisation and crosscuttingness of citizen preferences over public polices – affect the risk of democratic contestation generating persistent and systematically dissatisfied minorities. Second, it uses opinion surveys to determine whether the degree of diversity of the European population is problematically high compared to that of established democratic states. It is found that the population of the EU is slightly more heterogeneous and polarised than the population of the average Member State, although policy preferences in several Member States are more heterogeneous and polarised than the EU as a whole. Strikingly, however, policy preference cleavages are more crosscutting in the EU than in nearly all Member States, reducing the risk of persistent minorities. Moreover, policy preferences tend to be less heterogeneous and polarised, and nearly as crosscutting, in the EU as a whole as in the United States. For observers worried about how high polarisation and low crosscuttingness in policy preferences may combine to threaten democratic stability, these findings should be reassuring.  相似文献

Research has demonstrated that the presence of others shifts decision‐making about risky/deviant behavior. One reason for this shift could be changes in the anticipated experience of formal sanctions, informal costs, and rewards. To investigate this possibility, this study conducted two randomized controlled trials with hypothetical vignettes, in which a range of how many other people were also involved in the criminal act defined the treatment conditions. Across two samples of university students (Ns = 396 and 263), the results revealed that as the size of the involved group increased, the anticipated experience of sanction risk and several informal social costs associated with engaging in the act decreased, and the anticipated experience of two rewards increased. Additional analyses suggest that, with one exception in each data set, these changes are not only tied to the solo/group distinction.  相似文献

Traditional accounts of the disastrous World Disarmament Conference of 1932–34 have placed the blame for its failure on France. Recent historians have revised this picture by describing the internal and external constraints on French policymakers and by delineating the equally obstructive policies adopted by the Anglo-Saxon countries. This article outlines each of these approaches, but takes the defence of France one step further. By assessing the evolution of French policy at the World Disarmament Conference, the article demonstrates that France was prepared to make greater concessions for the sake of agreement than any other country.  相似文献

Previous research on the determinants of police expenditures has not risen to the level of empirical understanding in large part because it has failed to explain substantively important variation among local jurisdictions. This suggests a need to reevaluate research strategies and to examine closely those cases which cannot be predicted using traditional, social, economic, and environmental approaches. The historic transformations of the criminal justice system must be justified and interpreted through the effects on criminals (Maruna and Immarigeon, 2011). The push for harsher sentencing policies for juvenile offenders specifically through the use of juvenile waiver to criminal court is one such policy that is not well understood in terms of its effects on offenders, especially in terms of broader outcomes beyond recidivism. We use data from the Pathways to Desistance Study, which consists of a sample of adolescent offenders followed for 7 years postadjudication, to investigate the effect juvenile waiver has on human capital acquisition and yield among 557 adolescents from Maricopa County, Arizona. By using various matching specifications, our findings demonstrate that juveniles transferred to adult court experience no deleterious effects on human capital in terms of educational acquisition compared with similar youth retained in the juvenile system, yet they still earn considerably less income 7 years postadjudication. These results suggest that an important and unintended collateral consequence of juvenile waiver is an increase in social stratification potentially through labeling and labor market discrimination.  相似文献

Various strands of literature in comparative politics regard governments as the only noteworthy initiators and mainsprings of legislative policy making in parliamentary democracies. Opposition activity in policy making is more often associated with the intention to prevent, rather than to shape, policy. Does this perception reflect real‐life politics? To answer this question, this article discusses different arguments that link institutional and policy‐related characteristics to the incentives and constraints of different government and parliamentary actors to initiate or co‐sponsor legislative bills. More specifically, it relates policy‐, office‐ and vote‐related incentives, as well as institutional and resource constraints of legislative actors, to the likelihood that these actors will take the lead in legislative agenda‐setting. These arguments are confronted with original data on the universe of all legislative bills in four parliamentary systems over one and a half decades. The article concludes that opposition and, in particular, bipartisan agenda‐setting is indeed rare. Yet, in contrast to widely held maxims, it is neither absent nor spurious, but related to the allocation of power and the intensity of ideological conflict both within and between the (coalition) government and parliament.  相似文献

The growth of Special Economic Zones (SEZs) in the Global South has been widespread and well documented. This article provides a comparative analysis of two SEZs in Panama that defy conventional export‐processing strategies by focussing on re‐exports and regional headquartering operations, which are relatively capital‐intensive rather than labour‐intensive. I argue that while this may be a sound economic growth strategy at the national scale, it must be complemented with directed, local strategies to address the country's chronic social development issues, which are underscored by centuries of institutional exclusion.  相似文献
