This study compares national female and male homicide victimization rates (HVRs) during 1930–1995. The trends are almost the same, even when separated by race, in spite of large gender differences in HVR levels. When regressing female and male HVRs on demographic, economic, social control, and other variables, the coefficients differ between the sexes only to the extent expected by chance. The important predictors relate to offenders and are independent of the type of victim; the incapacitation impact of prison populations is especially strong for all HVRs. This is consistent with others' findings that men who murder women, and even those who commit sexual and partner assaults, have criminal records nearly as bad as offenders generally. These findings have implications for several broader topics: the usefulness of data dis-aggregation, the usefulness of crime situation theories, the reasons for declining homicide rates, and strategies for reducing violence against women.  相似文献

Crisis management research has largely ignored one of the most pressing challenges political leaders are confronted with in the wake of a large‐scale extreme event: how to cope with what is commonly called the blame game. In this article, we provide a heuristic to help understand political leader responses to blame in the aftermath of crises, emphasizing the crucial role of their leadership style on the political management of Inquiries. After integrating theoretical and empirical findings on crisis management and political leadership styles, we illustrate our heuristic by applying it to the Bush administration's response to Hurrican Katrina in 2005. We conclude by offering suggestions for further research on the underdeveloped subject of the blame management challenges faced by political leaders in the wake of acute crisis episodes.  相似文献

Administrative decentralization to government agencies (so‐called ‘agencification’) has attracted much attention in recent years, increasingly for its longevity or evolution after the ‘high’ managerialism of the 1980s, and largely through a neo‐positivist epistemology. Drawing on techniques of narrative and discourse analysis, and a model of incremental ideational change, this article identifies the necessity of supplementing those existing large‐N analyses of agencification's expansion and decline with qualitative attention to the endurance of policy meaning. It demonstrates how the original foundations of managerialism, civil service empowerment and decentralization from the UK's seminal ‘Next Steps’ agency programme are eschewed in contemporary reform discourse, where agencification is instead advocated as centralized, politically proximate and departmentalized governance. This substantial reinterpretation of the arm's‐length concept not only challenges existing claims of continuity in UK administrative policy, but also demonstrates the utility of interpretive methods for exploring longevity in public management more widely.  相似文献

What explains the power of parliamentary committees? A large literature on the United States Congress sees strong legislative committees as a consequence of legislators’ incentives to cultivate a personal vote. These incentives are typically understood to be determined by formal electoral rules. How legislatures are elected thus shapes how they are organised. This article argues that explanations of legislative organisation should also consider a non-institutional source of personal vote-seeking incentives: voters’ partisanship. Where partisan dealignment is more extensive, legislators have stronger incentives to develop a personal vote. Where committee systems are more powerful, legislators have better opportunities to do so. Partisan dealignment should thus lead to stronger committee systems. This argument is supported by analysis of original data on the postwar evolution of committee systems in five ‘Westminster’ parliaments. Partisan dealignment is associated with larger committee systems, and with larger expansions of committee systems.  相似文献

Although research typically has failed to establish a relationship between religious affiliation and correctional attitudes, recent assessments have revealed that fundamentalist Christians tend to be more punitive than are nonfundamentalists. These studies have advanced our understanding considerably, but their conceptualization of religion and correctional attitudes has been limited. Using a statewide survey, the present study demonstrates that compassionate as well as fundamentalist aspects of religious beliefs are related to public correctional preferences. Further, our results reveal that religion influences support for rehabilitation as well as punitiveness. These findings suggest the need for scholars to think more broadly about the role of religion in criminology.  相似文献

The variable roles of family, gender, and race are underdeveloped in Gottfredson and Hirschi's general theory of crime, also called self control and propensity‐event theory. Using cross‐sectional data generated as part of the National Evaluation of the Gang Resistance Education and Training program, we assessed the links between the self‐reported gang involvement of 5,935 eighth‐grade public school students residing in eleven widely dispersed cities and their levels of self‐control, gender, minority group status, and family context. We found that youths with low self‐control levels reported that they were more deeply involved in gangs than youths with high self‐control, as were youths who were not closely monitored by their parents. We also found differences by gender, minority group status, and family structure. This article explores the limitations and implications of these findings for gang research, theory, and juvenile justice practice.  相似文献

The recent surge in studies analysing spatial dependence in political science has gone hand‐in‐hand with increased attention paid to the choice of estimation technique. In comparison, specification choice has been relatively neglected, even though it leads to equally, if not more, serious inference problems. In this article four specification issues are analysed. It is argued that to avoid biased estimates of the spatial effects, researchers need to consider carefully how to model temporal dynamics, common trends and common shocks, as well as how to account for spatial clustering and unobserved spatial heterogeneity. The remaining two specification issues relate to the weighting matrix employed for the creation of spatial effects: whether it should be row‐standardised and what functional form to choose for this matrix. The importance of these specification issues is demonstrated by replicating Hays' model of spatial dependence in international capital tax rate competition. Seemingly small changes to model specification have major impacts on the spatial effect estimates. It is recommended that spatial analysts develop their theories of spatial dependencies further to provide more guidance on the specification of the estimation model. In the absence of sufficiently developed theories, the robustness of results to specification changes needs to be demonstrated.  相似文献

The pro-competitive antitrust doctrine has originated in the free-market economies of Western capitalist countries but with economic transformations in Eastern Europe the doctrine ceased to be an exclusive Western concept. Using the example of the Polish law on combating Trust in the National Economy of 1987, the author demonstrates the spread of the antitrust doctrine from capitalism to socialism. Apart from these changes, the doctrine has been spreading on the international level because increasingly it has found application not only within particular countries but also with regard to trade and commerce between and among countries. The multidimensional nature of the antitrust doctrine has important implications for combating both domestic and international antitrust crime. The efficiency of efforts to combat abuse of a dominant market position, limiting access to the market or other forms of restraining competition will depend increasingly on the degree to which organs responsible for fighting antitrust crimes are willing to benefit from the multi-dimensional nature of the antitrust doctrine.  相似文献
