This article probes the variation in the breadth of policy engagement among organized interests. The literature, heavily shaped by large‐n US studies of Washington and its lobbying system, suggests many reasons for organized interests to focus policy engagement relatively narrowly. This claim of policy specialization has been long repeated in the British public policy literature. The aim of this article is to empirically test the extent to which expectations of narrowed engagement hold in a UK context. This article uses a new Scottish dataset that tracks actual engagement by any organized interest on executive policy consultations over a 25‐year period. It tracks over 90,000 ‘mobilization events' by over 18,000 organizations in 1,690 distinct consultation issues across the entire Scottish policy system. In analysing these data, we concern ourselves with establishing: (1) the extent of generalized engagement; (2) the type of organized interests that are more or less general in their engagement; and (3) the extent to which a specialized style of policy engagement is on the increase over time. The study of the monetary returns to criminal activity is a central component in many emerging areas of criminology, including rational choice and offender decision‐making, desistance, and criminal achievement. Scholars have been increasingly captivated with specification of the earnings function and with examining how variations in illegal earnings predict important outcomes such as persistence in offending. The potential utility of findings in related empirical studies hinges on the quality of the key measure, self‐reported illegal earnings. Yet to date scant attention has been paid by researchers to the measurement properties of this metric. We analyze self‐reported illegal earnings generated from a variety of instrumental crimes by using data from the Pathways to Desistance Study (n = 585) and the National Supported Work Project (n = 1,509), which are two longitudinal data sets of active offenders separated by more than 30 years. Findings based on analyses both within and between data sets reveal support for the internal consistency reliability and criterion validity of self‐reported illegal earnings. Moreover, the results reveal premiums in terms of higher earnings associated with different crime types, which are persistent both over time and across data sets. Past studies of the impact of prison population on homicide rates have produced widely divergent results. Those using state-level data find small impacts, but those using national data find very large ones. We use displacement/free-rider theory to explore the difference between these results. Displacement, in the current context, refers to a criminal's movement away from states with higher imprisonment rates. Free riding occurs when a state benefits from criminals being incarcerated in other states. If the displacement effect holds, a state's prison population has a stronger impact on crime within the state than would be accomplished by deterrence and incapacitation alone. If the free-rider effect holds, higher prison populations outside the state reduce homicide in the state because criminals are incapacitated elsewhere. Using vital statistics data for 1929 to 1992, we conduct separate homicide regressions for each state using both in-state and out-of-state prison population as independent variables. We find that the out-of-state variable has a much larger (negative) association with homicide, indicating substantial free riding. We also find evidence of a small displacement impact. 相似文献
