Tribal child welfare. Interim final rule

The Administration for Children and Families (ACF) is issuing this interim final rule to implement statutory provisions related to the Tribal title IV-E program. Effective October 1, 2009, section 479B(b) of the Social Security Act (the Act) authorizes direct Federal funding of Indian Tribes, Tribal organizations, and Tribal consortia that choose to operate a foster care, adoption assistance and, at Tribal option, a kinship guardianship assistance program under title IV-E of the Act. The Fostering Connections to Success and Increasing Adoptions Act of 2008 requires that ACF issue interim final regulations which address procedures to ensure that a transfer of responsibility for the placement and care of a child under a State title IV-E plan to a Tribal title IV-E plan occurs in a manner that does not affect the child's eligibility for title IV-E benefits or medical assistance under title XIX of the Act (Medicaid) and such services or payments; in-kind expenditures from third-party sources for the Tribal share of administration and training expenditures under title IV-E; and other provisions to carry out the Tribal-related amendments to title IV-E. This interim final rule includes these provisions and technical amendments necessary to implement a Tribal title IV-E program.     

从J市艾滋违法者调查看社会公共安全对策

近年来,艾滋违法犯罪逐渐引起社会的广泛关注,其对社会公共安全带来极大危害和威胁。＂艾滋小偷＂、＂艾滋卖淫女＂、＂艾滋吸毒者＂正成为困扰各地公安机关的难题。我们基于J市的实证调查,提出进一步完善防控＂艾滋＂违法犯罪的如下社会公共安全对策建议：建议全国人大常委会在修订《传染病防治法》、《治安管理处罚法》、《监狱法》、《劳动教养管理法》、《禁毒法》时能充分考虑到有利于防治艾滋病工作的开展,使艾滋病防治工作更好地走上法制化的轨道;各地应加大财政支持力度,加强对艾滋违法犯罪人员羁押监管场所的建设;坚持预防为主,努力消除艾滋病传播的危险因素,特别要加强公安民警职业暴露的防护工作。     

Tobacco status,impulsivity, and the five-factor of the PANSS in paranoid schizophrenia

There is consistent evidence that impulsivity is linked to tobacco consumption and to symptomatology in schizophrenia. In the current study, we propose a new integrative model of the relationship between impulsivity, psychopathological symptoms, and tobacco status in patients with paranoid schizophrenia. We investigated 33 paranoid schizophrenia patients and 37 healthy controls using a battery of psychopathological scales included the Structured Clinical Interview for DSM-IV (SCID), the five-factor model of the Positive and Negative Symptom Scale (PANSS), the Barratt Impulsiveness Scale (BIS-10), and the UPPS Impulsive Behavior scale (UPPS). Step-wise regression analysis revealed that positive factor of the PANSS and tobacco status contributed positively and significantly to the explained variance of impulsivity. In addition, non-planning impulsivity and sensation-seeking emerged as significant predictors of tobacco status, while smoking predicted non-planning impulsivity and sensation-seeking. Our results suggest that the relationship between sensation-seeking and tobacco use is reciprocal and proposes a new integrative model of the relationship between impulsivity, positive symptoms and tobacco status in patients with paranoid schizophrenia. However, the exact mechanisms for these relationships deserve further investigation.

Does corruption grease or sand the wheels of growth?

This paper assesses the relationship between the impact of corruption on growth and investment and the quality of governance in a sample of 63 to 71 countries between 1970 and 1998. Like previous studies, we find a negative effect of corruption on both growth and investment. Unlike previous studies, we find that corruption has a negative impact on growth independently from its impact on investment. These impacts are, however, different depending on the quality of governance. They tend to worsen when indicators of the quality of governance deteriorate. This supports the “sand the wheels” view on corruption and contradicts the “grease the wheels” view, which postulates that corruption may help compensate bad governance.

随着经济体制改革的不断深化,严峻的失业形势已成为困扰经济体制改革和社会稳定的主要社会问题之一。本文通过调查对辽宁经济发展现状及未来发展趋势进行了研究,阐明了失业人口对经济发展和社会稳定的影响,并对失业人口犯罪问题提出了科学的预测,进而为有效地控制社会稳定,打击失业人口犯罪提供了依据。
