The state of Arizona recently established a temporary, blue-ribbon committee to evaluate the state's fiscal system and to recommend changes that would improve the system. The impetus for the committee was a series of budgetary difficulties in the 1980s that lawmakers hoped might be avoided in the future by implementing major structural changes suggested by a long-run analysis of the state's economy and taxes and expenditures. The findings and recommendations of the committee are relevant for states across the country. It is likely that many states will be faced with tough budgetary challenges in the decade of the 1990s because the states' revenue systems have not adapted to the changes in the level and nature of state spending responsibilities.  相似文献

This article reviews three recent books on labour politics in Vietnam and China: Angie Tran’s Ties That Bind: Cultural Identity, Class and Law in Vietnam’s Labor Resistance; Jeffrey Becker’s Social Ties, Resources and Migrant Labor Contention in Contemporary China: From Peasants to Protesters, and Eli Friedman’s Insurgency Trap: Labor Politics in Post-Socialist China. These three books capture the changing patterns of labour unrest and labour institutions in Vietnam and China, which are accounted for by the social foundation of resistance as well as the political economy of capitalist development. Their main contribution to the existing literature is that they draw out the new dynamics and new venues within the state that can both enable and constrain labour resistance and struggle in these countries. However, this article also argues that these works have not adequately theorised the nature of change within the state and the role of the law in labour resistance. It therefore suggests that bringing in the law to socio-political institutions is essential to a research agenda that explores continuity and change in labour politics in Vietnam and China as transitional economies.  相似文献

The ACHIEVEability model of affordable housing aims to promote self-sufficiency by requiring enrollment in postsecondary education in exchange for subsidized housing. In this study, we exploit the quasi random assignment of ACHIEVEability participants (N = 84) to subsidized housing units to evaluate whether microneighborhood environments moderated participants’ progress in postsecondary education. Participants progressed in their educational pursuits in line with program requirements, earning about 12 college credits per year. Neighborhood block group characteristics moderated this progress. Participants who were assigned to housing located in poorer, more violent, and less educated block groups earned credits at a significantly slower rate than participants assigned housing in more advantaged block groups. Our results suggest that the micro environments immediately surrounding residents of subsidized housing matter, even if they are situated within broader contexts of spatial and personal disadvantage.  相似文献

Awareness-raising tactics are arguably the first priority in the prevention strategies in Vietnam at present. Awareness-raising campaigns are implemented through two kinds of communication methods: community-based activities and mass media. Although anti-trafficking activities in Vietnam have achieved some successful results, recent evidence suggests that a lack of clear progress in the areas of trafficking awareness-raising still remains. The quality and extent of collaboration between authorised agencies are key factors in anti-trafficking activities, including raising awareness on human trafficking. However, to date, there has been no systematic research on inter-agency cooperation in awareness-raising activities in Vietnam. This paper first reviews the nature of human trafficking and legal framework on raising trafficking awareness in Vietnam. The paper then presents successes and challenges of current inter-agency collaborative activities undertaken to implement the awareness-raising strategies.  相似文献

This study explores the link between natural disasters and corruption at the local government level. We examine whether a natural disaster affects official households more favourably than non-official households. We find that natural disasters decrease nonofficial household expenditures significantly, however, they have negligible effect on official household expenditures. Meanwhile, both kinds of households experience similar reduction in incomes, and have much the same disaster coping strategies. Together, the results imply that local officials may receive unobserved monetary compensation – we define as corruption – in the aftermath of natural disasters.  相似文献

We used the Moving to Opportunity (MTO) housing experiment to inform how Housing Choice Vouchers and housing mobility policies can assist families living in high-poverty areas to make opportunity moves to higher quality neighborhoods, across a wide range of neighborhood attributes. We compared the neighborhood attainment of the three randomly assigned MTO treatment groups (low-poverty voucher, Section 8 voucher, control group) at 1997 and 2002 locations (4–7 years after baseline), using survey reports, and by linking residential histories to numerous different administrative and population-based data sets. Compared with controls, families in low-poverty and Section 8 groups experienced substantial improvements in neighborhood conditions across diverse measures, including economic conditions, social systems (e.g., collective efficacy), physical features of the environment (e.g., tree cover) and health outcomes. The low-poverty voucher group, moreover, achieved better neighborhood attainment compared with Section 8. Treatment effects were largest for New York, New York, and Los Angeles, California. We discuss the implications of our findings for expanding affordable housing policy.  相似文献

This paper reports the findings of a study that investigates the factors affecting the re‐entry and readjustment process of returnee government scholars in Vietnam. These returnee scholars were originally sent overseas to study as part of changes introduced by the Vietnamese government to develop its domestic talent pool. Using the perspective of home country embeddedness, we find that career and community embeddedness factors, together with readjustment factors, have an effect on returnee scholars’ career and life satisfaction in their home country. These factors subsequently affected their intention to stay or re‐expatriate. The study contributes to public sector change management theory by examining factors affecting the re‐entry process of returnees within an emerging transition economy. It also adds to the limited studies on understanding and managing the re‐entry processes and state‐led diaspora strategies among returnee government scholars from emerging transition economies and their effectiveness.  相似文献

This article examines the role of social insurance law in the survival strategies of factory workers in Vietnam, especially when they are faced with pressing family needs and an uncertain future. Despite the official discourse of the law which encourages employees to accumulate social insurance for their pension benefits, workers in this study have considered their social insurance fund as a form of saving and opted to gain early access to it when they are in desperate need of money. Workers understand and use the law in a way that answers to their needs; however, such action simultaneously puts them outside the protection of the law. In workers' daily struggles, law generates a moral tension between rights and needs, and ultimately perpetuates their precarious, vulnerable condition. The article demonstrates how workers' legal consciousness varies according to their perception of their precariousness, a precariousness generated by the fragile nature of their work and underpinned by their traditional familial moral obligations. This research advances our understanding of the way state law in postsocialist regimes informs social action and consciousness in ways that oftentimes contradict the spirit of the law.  相似文献
