In 1956, the Chinese Communist state launched its official language policy, which included the promulgation of a standard spoken language, called Putonghua. Their justification for this policy and their methods for implementation were guided by intellectual and ideological frameworks that formed during decades preceding the policy's rollout. In particular, Communist language reform was predicated on the conceptualization of Putonghua as a holistic language meant to serve the national body—and of local dialects, called fangyan in Chinese, as dependent on Putonghua for their very definition. This article interrogates the history of this framework. Focusing on dialect surveys from the 1930s, Chinese interpretations of Marxist linguistic theory in the early years of the Communist state, and methods of Putonghua promulgation in the late 1950s, this article reconstructs the epistemological regimes that gave meaning to the concept of independence and autonomy as they related to language in modern China.  相似文献

This contribution is a critique of the public and private governance models in response to the food safety crisis in Vietnam. Using shrimp farming in Nam Dinh province as a case study, the paper argues that public food governance has addressed some of the safety issues in the input sector but remains largely ineffective at the production level due to limited financial and human resources. In turn, private governance has had more successes but its impact is limited to the value-chain while food safety can be influenced by both sectoral and cross-sectoral production practices. In addition, it reinforces the subordination of direct producers by keeping them within industrial production, passing down the cost of safety compliance, and forcing them to assume production risks while reducing their profit margins. More importantly, safety governance under industrial farming is likely to open new opportunities for land expropriation and concentration, affecting the livelihood of small farmers and potentially leading to political unrest. The essay thus asserts that food safety needs to be addressed under the integrated framework of Food Sovereignty, which seeks to obtain food quality, including safety together with agroecological production, farmers' control of productive resources and the enabling of local trading systems.  相似文献

This article explores the unexpected ways in which recently introduced accountability mechanisms shape hospital administrators’ and physicians’ actions in Germany and in the United States. Though the reforms were designed to provide governments with more control over hospitals by increasing doctors’ and managers’ direct answerability to clients, this research finds that they fail to achieve these objectives by overlooking and clashing with existing behavioral settings within the medical sector. This analysis employs a newly synthesized theoretical framework at the nexus of ethics and accountability, as well as a comparative empirical exploration of the organ transplant systems in Germany and the U.S.  相似文献

Abstract: In this article, the authors argue that workers' compensation policies in Canada should be made more accountable to elected governments. The changing nature of occupational risks has created a range of workplace injuries against which current workers' compensation programs do not adequately insure. The existence of workers' compensation alongside the other components of the social‐safety net may have created significant numbers of individuals who are either not receiving compensation when they should be or are receiving compensation when they should not be. The implication is that other programs bear some of the costs that should be borne by workers' compensation and, conversely, that some of the costs borne by workers' compensation should be borne by other social programs. These “gaps and overlaps” indicate that workers' compensation should be better integrated with the rest of the programs that make up the Canadian social‐safety net. The article concludes with a menu of reforms, including the establishment, through legislation, of a formal reporting relationship; changes to the composition and size of governance structures; the introduction of strategic planning; and the establishment of performance measurement processes. Par conséquent, d'autres programmes défraient certains des coûts qui incombent au régime des accidents du travail, tandis que ce dernier défraie des coûts imputables a d'autres programmes sociaux. Ces lacunes et chevauchements indiquent que le régime d'assurance contre les accidents du travail devrait être mieux intégré au reste des programmes qui constituent le filet de sécurité sociale au Canada. Although the number of girls served by the juvenile justice system has grown dramatically, little is known about the adult offending patterns of delinquent girls and the factors associated with their persistence and desistance from adult crime. To address this gap, we prospectively track 499 girls (62% Black, 16% Hispanic) discharged from juvenile justice facilities in the early 1990s and document their adult arrests, convictions, and incarcerations between the ages of 16–28. Trajectory analysis reveals four distinct early adult offending paths: Rare/Non-Offending (RN), Low Chronic (LC), Low-Rising (LR), and High Chronic (HC). Girls assigned to the LR and LC path are responsible for a disproportionate amount of adult arrests and are more likely than girls on the RN and LC path to come from homes characterized by high levels of family dysfunction and child maltreatment. Adoption of a therapeutic, trauma-sensitive and family-centered approach to female delinquency programming is recommended.

As the regionalism in East Asia has largely been characterized by networks of bilateral relations, the linkages between regional factors and bilateral relations in East Asia were clearly witnessed in the Cold War and the post-Cold War period. As a new period of regional cooperation has been ushered in under the so-called “East Asian Community” framework, it is essential to note that such interplay continues to be one of the most prominent characteristics in East Asia. The case study analysis of bilateral relations between Vietnam, a developing member in the Association for Southeast Asian Nations (ASEAN), and Japan, the region's leading economic power in Northeast Asia, provides an insightful look at the positive relationship between the regional conditions and bilateral relations in the new East Asia context. More importantly, bilateral relations can make significant contribution to shaping the regional setting, instead of being passively affected as in the past.  相似文献

This review essay focuses on the problem of citizenship in three different areas, namely human rights, identity politics and surveillance. Heli Askola’s work focuses on the magnitude of demographic challenges that contemporary migrant-receiving states in the Global North face, and specifically focuses on the broader demographic picture of low birth rates, and increasing diversity and populations ageing; thus, focusing the problem of identity politics in the context of citizenship acquisition in Global North states. Richard Sobel’s book explores the empowerment of American citizenship, specifically through a unique reading of constitutional and political apparatus in the United States. Finally, Pramod Nayar’s work addresses state-based surveillance mechanisms like biometrics, biobanks and the internet within the context of citizenship and how new forms of subjectivity are forged within a culture of surveillance. These three works approach citizenship through a legal category of political membership, but also a process of political subjectivization.  相似文献

This article examines the political and diplomatic struggles in urban South Vietnam from the perspective of women in the Vietnamese Women’s Movement for the Right to Live (WRL) during the Vietnam War. This movement was a timely response to the American war of aggression, which had destroyed the fabric of South Vietnamese society and drastically diminished women’s position within it by 1970. Under the leadership of Mrs. Ngô Bá Thành, the WRL fought for peace and women’s liberation through political action and shrewd diplomacy. Unlike female guerrilla fighters, the WRL maintained political autonomy and neutrality throughout the conflict. As a result, it was violently repressed by the Saigon government and quickly disbanded after the communist victory in 1975. Nevertheless, studying these politically sophisticated women’s anti-war efforts is crucial to understanding the symbiotic yet destructive relationship between Third World women and American imperialism during the twentieth century. It also helps dismantle essentialist assumptions about Asian women as inherently submissive and politically naïve. The WRL is a sterling example of Vietnamese women’s ingenuity in their dual struggle for national liberation and gender equality.  相似文献
