Though less than expected, resources are available for simple, cheap interventions that can accelerate progress towards the Millennium Development Goals. Results-based management has been the key to increasing access to education and health care, but it does little to change the political, social, and economic conditions that make people poor. Unless there is a better balance between the drive to achieve measurable impact, investments in long-term poverty-eradication measures, and the creation of space where poor people can discuss and develop strategies for achieving equality and social justice, it will not be as easy to make poverty history as many people think.  相似文献

When General Creighton Abrams took command of U.S. forces in Vietnam a better war resulted from his superior understanding of the war and more effective conduct of it, including improvement of South Vietnam's armed forces and emphasis on pacification. As American forces were progressively withdrawn, the South Vietnamese took on more and more of the load, winning the counterinsurgency war and fighting valiantly and effectively against the enemy's conventional invasion until the United States Congress drastically reduced materiel and financial assistance at the same time communist forces received massively increased support from their patrons. The third part investigates the inter‐industry structure of Brazil's protection as it relates to the country's comparative advantage in manufactured goods. This article shows that honor concerns can influence war initiation and termination decisions. When bargaining implicates status or commitments to in-group members, moral nationalists may experience dishonor—and with it emotions like shame and humiliation—when they have to make concessions. These honor costs are different from other costs because they can sometimes be vindicated through costly action. Including these costs in a basic, complete information bargaining model demonstrates that honor concerns can give rise to a “fight, then agree” equilibrium. These influences of honor on war initiation and termination are illustrated with case studies of British decisions in the 1982 Falklands War and French decisions during the 1940 invasion of France.  相似文献

This work examines why police officers decline to participate in the first-line supervisor promotional process to the rank of sergeant. A mail survey, followed by focus group discussions, provides evidence that not seeking advancement is driven by considerations of family, lifestyle choices, and satisfaction with current assignment. Eligible officers who do not seek promotion may be more internally motivated and not driven by the extrinsic rewards attendant to upward mobility.  相似文献

Recent and ongoing wartime experience has discredited much of the thinking that underpinned the “Defense Transformation” effort in the 1990s. If we are to be prepared for future conflict, it is vital that we learn from experience and adjust our thinking about war. It is time to develop idealized visions of future war that are consistent with what post-9/11 conflicts have revealed as the enduring uncertainty and complexity of war. These concepts should be “fighting-centric” rather than “knowledge-centric.” They should also be based on real and emerging threats, informed by recent combat experience, and connected to scenarios that direct military force toward the achievement of policy goals and objectives. We must then design and build balanced forces that are capable of conducting operations consistent with the concepts we develop.  相似文献
