Since the second half of the 1990s, German labour market policy has experienced paradigmatic changes, undermining the conservative ideal of preserving social status and maintaining achieved living standards. Reforms carried out by the conservative–liberal government of the 1990s focused largely on workfare measures. This development had its roots in the progressive disintegration of the cross-class alliance of organised business and trade unions that had previously supported Bismarckian unemployment protection. The withdrawal of employers from the conservative welfare state can be related to far-reaching socio-economic changes which were thought to undermine the functional feasibility of the social dimension of the ‘German Model’. Instead of pursuing ‘social democratic’ activation, the Red–Green government (1998–2005) not only continued on the reform trajectory of its predecessor, but accelerated the departure from the established policy path. Understanding the revision of social democratic labour market policy requires scrutiny of both shifts in power and policy learning.  相似文献

In this essay we propose an alternative approach to assessing the state of democracy in Indonesia. We focus not on institutional indicators (as is usually the case) but on manifestations of political discourses in the public sphere. In applying post-Marxist political theory through the work of Slavoj ?i?ek and Chantal Mouffe, we argue that democracy’s main defining feature is that it allows antagonistic discourses about alternative policies to coexist, yet still manages to coalesce around a minimal consensus on how these discursive conflicts are to be dealt with in a fair way. Applying this approach to democracy analysis to Indonesia, we suggest that the major obstacles to democratic practice do not emerge from institutional problems, but from an overbearing political discourse that imposes broad consensus and harmony on most political issues. Political discourse in Indonesia is generally structured around “Islam” and “the people.” These themes provide a basis for a political consensus that conceals economic and social contradictions and reveals considerable depoliticization in Indonesian democratic practice.  相似文献

Corporate value statements communicate what a firm aspires for and what drives their value creation. In addition, corporate values often also define which behaviors are acceptable and which are not. Ideally, corporate values are representations of a firm's informal corporate values and organizational culture. However, in practice, there is an inherent tension between the aspirations and actual values and ensuing behaviors of and within a firm—let alone the potentially different interpretations of abstract corporate value statements. In this paper, we set out to provide more clarity on what corporate values are, how they are inherently ambiguous, and how in practice they compare to firm involvement in scandals. For this purpose, we study the corporate values of the 25 largest European banks after the financial crisis. “Integrity” appeared to be the most common value among the 25 banks, followed by “customer focus.” Nonetheless, over the past 6 years, 15 out of the 25 studied banks were involved in one or more scandals. Scandals can be systematic or caused by rogue employees, and benefitting the firm or their customers—in the latter case, providing an interesting interpretation of the customer focus value. Additionally, we found that courage or its synonyms were barely mentioned among banks' corporate values, potentially providing an additional explanation for the fast size of the financial crisis. Finally, we found that banks that had inclusive social principles such as respect, solidarity, and equality did not face large-scale scandals.  相似文献

ABSTRACT

In re-emphasizing public organizations’ societal and related normative functions, public value (PV) discourse is one way of approaching public sector performance. Although PV research is flourishing, empirical studies are still lacking. We provide evidence of the basic dimensions of PV creation in Germany's Federal Labor Agency. The results suggest a three-part factor structure and a second-order factor, indicating a broad notion of performance across different constituencies. The factors provide a framework to measure any public organization's perceived PV contribution. Our study complements the existing process perspective of PV, as developed by Moore (1995).  相似文献

ABSTRACT

Over the last three decades, organizations worldwide have used corporate entrepreneurship (CE) as a means of building new competencies, revitalizing operations, achieving renewal, and/or creating value for stakeholders. However, little is understood about factors triggering corporate entrepreneurship strategy (CES) within organizations not driven by profit motives. The purpose of this article is to conceptualize CES in the public sector in order to synthesize, integrate, and link the key concepts within the CE domain, thereby creating new public value and generating new economic activity for the benefit of multiple stakeholders. The public sector CES model includes (1) the antecedents of public sector CES (external environmental conditions that generate entrepreneurial activity); (2) the key components of CES (entrepreneurial strategic vision, organizational conditions that support entrepreneurial processes and behavior, entrepreneurial orientation (EO) that reflects the overall level of such processes and behavior, and individual levels of entrepreneurial behavior); and (3) outcomes of CES within the public sector (organizational outcomes resulting from entrepreneurial actions, including the development of venturing and renewal that, in turn, leads to enhanced public value). We discuss how our model contributes to the CE literature, followed by implications for scholars and practice and future research directions.  相似文献

Abstract

This article uses the example of West Kalimantan to show some new ways of studying opportunities for violence, contributing especially to the so-called ‘sons of the soil’ conflict debate. By showing that the opportunity structure in West Kalimantan was not primarily material, but social, related to ways to circumvent fear of and norms against violence, this article attempts to update the theoretical premises of the traditional security studies approach to obstacles to conflict and opportunities for violence. The intention is to show how socially constructed realities are relevant in offering and denying opportunities for violence, and how the study of the meanings of actions reveals ways in which opportunities for violent demonstrative argumentation are born in local conflict discourses. The case study shows how powerful narratives enable the justification of violent action and how identities and violent policies mutually constitute each other. This way the empirical evidence calls for understanding the generative and constitutive sources of violence, which are not simply mechanistic causes of conflict.  相似文献

This article examines the alternative proposals for an Arctic treaty that have been put forward by scholars and international organizations. The numerous proposals on record draw their inspiration from various sources: chief among these is the Antarctic Treaty System (ATS), but maritime regimes and even principles such as the common heritage of humankind are represented as well. The goal of the article is to examine the proposals in depth to ascertain what is viable and what is problematic in each. This analysis will help in outlining a new treaty that can accommodate both the political realities in the Arctic and the societal goals pursued in the region.  相似文献

The criminal justice system combines at least three distinct institutions, police, prosecutors, and courts, in order to enforce key regulations. Focusing on criminal environmental law contained in the German Penal Code, this paper empirically studies the determinants of enforcement decisions at the levels of the police, prosecutors, and judges using a production function approach. We focus particularly on the role of economic and political factors and their comparison across institutions. The results of the panel data analysis show evidence for the presence of economic factors determining behavior at all levels. Political factors impact especially on police and court behavior.  相似文献
