Globalization is What We Make of It: Contemporary Globalization Theory and the Future Construction of Global Interconnection

There are four perennial questions that preoccupy globalization theory. For those who write about globalization, there is a constant attempt to discover what globalization is, when it may have started, what benefits and burdens it offers for global cohabitation and whether globalization is ultimately a good thing or a bad thing. The purpose of this article is to review several new works in contemporary globalization theory and to assess what new answers they offer to these questions. Through this examination it will be argued that although these recent works provide significant improvements to former discussions on globalization, they still tend to lack an obvious insight. Namely, they fail to highlight fully the fact that whatever globalization is, it is as important to think normatively about directing its future as it is to understand its past. In other words, globalization is entirely what we make of it, both in how we cognitively come to understand it, but also in how we decide to shape its future.     

Common Sense, Competence, and Talent in the Public Service in the USA: Finding The Right Mix In A Complex World

In the career civil service the US federal government has long been guided by a merit system. This article traces how the principle of merit in appointment and promotion has developed since the nineteenth century and examines contemporary applications of competency frameworks in the US – their development, character, strengths and weaknesses. If core competency discussions and frameworks are to have a broader impact at both the government wide and the agency level, the frameworks will have to be disentangled. Existing notions of competencies for the political appointees, the leadership echelons of the career service, the rest of the career service, the entire government, central agencies, individual agencies, and badly needed future leaders not only suggest superhuman abilities, but also contain seriously conflicting expectations.     

Japan’s strategic contrast: continuing influence despite relative power decline in Southeast Asia

Abstract

Since 2008 the Japanese government has become more responsive to the exercise of Chinese economic, diplomatic and military power in Southeast Asia, suggesting an intensifying rivalry. The Japanese government has thrown off any reticence about self-promotion by more forcefully positioning Japan as a sensitive and sustainable strategic partner for Southeast Asian nations in a strategic contrast with the People’s Republic of China (PRC). Rather than trying to contain China, Tokyo is seeking to mediate how China turns its material resources into influence. Despite an increasing asymmetry in material resources between China and Japan, this article argues that Japan maintains a surprising ability to influence the preferences of Southeast Asian nations and responses to exercises of PRC power, which in turn has allowed Japan to influence China’s regional strategy.     

The Potential of High-throughput Metagenomic Sequencing of Aquatic Bacterial Communities to Estimate the Postmortem Submersion Interval

Human remains can be discovered in freshwater or marine ecosystems, circumstances where insects and other invertebrates have infrequently been used for understanding the time of postmortem submersion. In this study, the identification and succession of epinecrotic bacterial communities on vertebrate remains were described during decomposition in a temperate headwater stream during two seasons (summer and winter). Bacterial communities were characterized with 454 pyrosequencing and analyzed at phyletic and generic taxonomic resolutions. There was a significant increase in genera richness over decomposition during both seasons. Additionally, multivariate statistical modeling revealed significant differences in bacterial communities between seasons at both taxonomic resolutions and siginificant genera differences among sampling days within each season, suggesting a succession of these communities. These data are the first to describe aquatic bacterial succession using high-throughput metagenomic sequencing on vertebrate remains submerged in a freshwater habitat, and provide initial evidence for their potential use in forensic investigations.

These holes facilitate insertion of a plastic ring to bind the pages into a notebook.Research was conducted to determine if punched holes in paper could be identified as the work of a particular binding machine. Alignment, spacing and imperfections along the edges of the punch marks were considered.It was concluded that in some instances it is possible to identify the product of a binding operation with the punching machine.
