Faster? Cheaper? Better? Using ADR to Resolve Federal Sector EEO Complaints

This article examines the Equal Employment Opportunity Commission's Management Directive 110, which requires all federal agencies to offer alternative dispute resolution (ADR) to employees with equal employment opportunity (EEO) complaints. Specifically, the article examines federal sector EEO complaint processing before and after the passage of Management Directive 110 and compares the traditional EEO procedure with the use of ADR on several indicators of case processing and case outcomes. Findings are reported in three sections: an overall analysis, an analysis of the informal stage of the process, and an analysis of the formal stage of the process. The article concludes with a discussion and directions for future research.     

Religious-Related Abuse in the Family

Religion provides directives for positive moral action and the promotion of human welfare; but religious beliefs can also foster and justify abusive behavior in the context of family life and child rearing. Parents, who are emotionally distraught and cannot control their responses to their child’s needs or misbehavior, might wield religious ideas to intimidate and control their children. In our paper we set forth two fundamental types of religion-related emotional abuse and discuss the complex role that religion can play in perpetuating abusive family relationships. We address the emotional aspects of religion-related abuse and also its transgenerational transfer. We present a case illustration focusing on how such abuse leads to dysfunctional patterns of behavior in family relationships and disruptions in emotion regulation processes. Applying a Relational Family Therapy model, we consider select therapeutic implications for addressing and overcoming religious abuse and restoring functional emotion regulation processes in families.     

Ten methods for calculating the uncertainty of measurement

While forensic laboratories are coming under increasing pressure to provide meaningful estimates of measurement uncertainty, there has been little discussion of this topic in the literature. This article summarizes ten bases for estimating this parameter: (1) proficiency tests; (2) readability limits; (3) independent reference materials; (4) operational limits applied during calibration; (5) expert judgment; (6) precision control samples without (6) and with (7) contributions from extramural sources of error; (8) error budgets; (9) historical performance; and (10) ruggedness tests. Based on the assumptions underlying each approach, the forensic community will need to apply a variety of discipline-specific approaches to arrive at satisfactory estimates of measurement uncertainty.     

Investigating Probation Strategies with Juvenile Offenders: The Influence of Officers’ Attitudes and Youth Characteristics

Probation officers are the focal point for most interventions with delinquent youths in the juvenile justice system. The present study examines probation strategies and interventions in a sample of 308 probation officers who completed the Probation Practices Assessment Survey (PPAS) in a web-based survey. The PPAS measures six probation approaches: deterrence, restorative justice, treatment, confrontation, counseling, and behavioral tactics. Structural equation models and latent class analyses showed that probation officers use multiple approaches with delinquent youths consistent with the balanced and restorative justice movement. Younger youths, high-risk youths, and youths with prior social service involvements are likely to receive more intensive interventions. The implications of these findings for improving probation practices with delinquent youth are discussed.     

Incidence of cocaine metabolites in urine specimens from medical examiners' cases

Isobutane CIMS is useful for determining the molecular weight of morphine and its derivatives, as well as for identifying labile acyl substituents on morphine's O-6 position. Furthermore, this technique will provide information relating to the presence or absence of pi-bonding on the C-7 carbon. The spectra of morphine derivatives can be further simplified by employing ethylenediamine as a reagent gas. This approach proves useful for eliciting or confirming molecular weight information from the CI spectrum. In our laboratory extended use of ethylenediamine has been accomplished without any deleterious effect on the mass spectrometer's source or its vacuum system. The utility of isobutane and ethylenediamine CI rests with its ability to supply the analyst with structure elucidation data that may be used to complement more detailed information extractable from either EI or CE spectra. This aspect of mass spectrometry is especially useful when one is dealing with an unknown member of a particular class of organic compounds.     

Whose Europe is it anyway? The 1998 Stein Rokkan lecture

Abstract. This article addresses the issue of whether a model of deep European integration might be envisaged in a continent–wide process that might accompany eastern enlargement of the European Union. The paper argues that deep integration in Western Europe has been built on three dimensions: the functional; the territorial; and affiliational. The articulation of these three dimensions has evolved through not only the EU, but also a dense pattern of other transnational linkages, including those between immediate neighbours. Moreover, different west European countries have been linked into this process through varied patterns for 'domesticating' Europe. Efforts to develop an EU polity require the interplay of all three dimensions of integration, a tough goal for post–cold–war Europe in the western part of the continent, let alone in 'pan–Europe'.     

Expanding coupled shock fronts of urban decay and criminal behavior: How U.S. cities are becoming “hollowed out”

This work attempts to formalize an emerging paradigm in criminology, examining the structural consequences of feedback between community physical decay and behavioral pathologies caused by the social disintegration resulting from that decay. Adaptation of a standard reaction/diffusion approach produces a model of radially expanding coupled traveling-wave shock fronts of interrelated contagious physical decay and criminal activity. The standard threshold theorem associated with the model equations suggests that currently advocated triage policies, which recommend the virtual abandonment of bad communities behind the expanding front, will fail spectacularly. The model suggests that, just as the hollowing-out process has a complex, synergistic and dynamic structure, so, too, must interventions be interactive and mutually reinforcing, adaptively, targeted at communities in all stages of the phenomenon.
