President-Elect Trump: Is the Past Prologue?

There is worldwide interest and concern over the pending US Presidency of Donald Trump. This article recounts the experience of the author and entrepreneur Merv Griffin with Trump in his business career and suggests clues for examining his exercise of the power of the Presidency. His choices for his cabinet and his advisers may well determine his success or failure. The evidence thus far is troubling.     

Labour in post‐colonial India: A response to Jan Breman

Resuming the debate with Breman about debt bondage in post‐Independence India, this reply to his two‐part survey explores the fact of and the reasons for continuing disagreements about the capital/unfreedom link in general, and in particular the connection between accumulation, the decommodification of labour‐power, the enforcement of debt‐servicing labour obligations, the presence/absence of coercion, and worker agency. Also considered is the analytical efficacy of using a depoliticized concept of worker ‘assertiveness'; the mere existence of the latter, it is argued here, is neither a defining criterion of proletarianization, nor an indicator of rising levels of class consciousness, and thus not as empowering as claimed.     

Old conservatism in ‘new’ clothes

This review article considers two books about development theory and practice informed by what is variously referred to as an ‘impasse'/'post‐impasse'/'post‐Marxist’ framework. The latter, its adherents maintain, is a new approach to development that transcends economic reductionism and instead recognises/celebrates cultural ‘difference’, ‘diversity’ and ‘choice’. By contrast, it is argued here that many of the allegedly ‘new’ claims/arguments advanced by the postmodern ‘impasse’ are those traditionally made not just by populism but also by conservatism.

Constitutional Tax and Expenditure Limitation in Colorado: The Impact on Municipal Governments

Tax and expenditure limitations (TELs) have become a pervasive influence on local government fiscal affairs. Explanations for the spread of TELs suggest that voters thought local government was growing more than needed. Thus, TELs were intended to constrain growth and reduce the size of local governments. This article's purpose was to determine the impact of two separate kinds of TELs, one a property tax measure, and the other a comprehensive revenue and expenditure limit, upon the growth of municipal governments in Colorado. Using a panel data set on municipal budgets (1975–1996), the article demonstrates three major points: 1) the effectiveness of a TEL in achieving reductions in local government revenue and spending growth depends upon the nature of the TEL; 2) the comprehensive TEL did effectively constrain growth and reduce local government reliance on the property tax, despite the local options for exemption; and 3) TELs do not have uniform impacts among governments of different population.     

Bonanza and dependency in Botswana

This article compares the recent history of economic growth in Botswana with Becker’s model of “bonanza development.” While the Becker model generally applies to Botswana, the case also manifests some areas of disagreement. “Bonanza development” in Botswana is characterized by the continuation of dependency and related social inequalities. Perhaps the Botswana experience is described best as “dependent bonanza development.” Thomas Meisenhelder is a professor of sociology at California State University in San bernardino, California 92407. He spent 1986–1987 as a Fulbright Lecturer in the department of sociology at the University of Botswana (Gaborone) and lived in Harare Zimbabwe during 1992.
