Achieving sustained improvements in health outcomes remains a challenge for sub-Saharan Africa, where diarrhoea remains a leading cause of death in children under the age of five. This paper examines the impact of foreign aid to the health sector on diarrhoea mortality in children under five in 47 sub-Saharan African countries, using panel data on the sectoral allocation of official development assistance in conjunction with country-level data on health outcomes. After controlling for fixed effects and the potential endogeneity of health aid, we find that increased health aid and increased public health expenditure are associated with lower diarrhoea mortality in children under five. In addition, health aid increases government spending on health, suggesting that the overall impact of health aid on diarrheal death rates could exceed the direct effect. Furthermore, increased access to improved sources of water and sanitation are important in reducing child mortality from diarrhoea.  相似文献

This article seeks to foster a better understanding of the diffusion of conflict in the North Caucasus. We argue that diffusion of conflict is a dynamic and adaptive process in which outcomes are shaped by the intersection of three social mechanisms—attribution of similarity, brokerage, and outbidding—and the political, social, and religious contexts. We suggest that a distinction should be made between horizontal and vertical processes of diffusion. We also approach the empirical diffusion of conflict from a different perspective, showing that non-Chechen actors have played a key role in both the diffusion process and its outcomes.  相似文献

This article is about how political regimes should generally be classified, and how Latin American regimes should be classified for the 1945–99 period. We make five general claims about regime classification. First, regime classification should rest on sound concepts and definitions. Second, it should be based on explicit and sensible coding and aggregation rules. Third, it necessarily involves some subjective judgments. Fourth, the debate about dichotomous versus continuous measures of democracy creates a false dilemma. Neither democratic theory, nor coding requirements, nor the reality underlying democratic practice compel either a dichotomous or a continuous approach in all cases. Fifth, dichotomous measures of democracy fail to capture intermediate regime types, obscuring variation that is essential for studying political regimes. This general discussion provides the grounding for our trichotomous ordinal scale, which codes regimes as democratic, semi-democratic or authoritarian in nineteen Latin American countries from 1945 to 1999. Our trichotomous classification achieves greater differentiation than dichotomous classifications and yet avoids the need for massive information that a very fine-grained measure would require.  相似文献

This article investigates the involvement of the penal state in the lives of criminalized people as a controlling force that takes multiple forms. We offer the concept of modalities of penal control and identify three such modalities in addition to expressive punishment: interventionist penal control is accomplished in extralegal ways; covert penal control is hidden from public view; and negligent penal control is characterized by the absence of action by state actors. This article illustrates empirical cases of each modality, using data from three distinct projects based in Chicago, southern Wisconsin, and nationwide. The data include observations of post‐prison groups and homes, interviews with criminalized people and nongovernmental organizational (NGO) staff, statutes, and regulations. This expanded understanding of penal state involvement extends beyond the understanding that characterizes discussions of mass incarceration and highlights the need for comprehensive reform.  相似文献

Contrary to the conventional wisdom in the literature on United States foreign policy, there was no consensus within the George W. Bush Administration on the parallel between the reconstruction of Iraq and that of post-Second World War Germany and Japan. Systematic analysis of available sources shows that the decision-makers drew a large number of different historical analogies—73 in all. This analysis takes a fresh look at the use of analogies regarding Iraqi reconstruction. We divide the period of April 2003 to June 2008 into four phases, in each of which a different analogy predominates—Afghanistan, Germany and Japan, the Cold War, and Vietnam. Analysis of the analogies embraced by five distinct groups within the Administration’s decision-making team—nationalist hawks, neoconservatives, administrators of Iraq, realist internationalists and the president—clarifies the affinities and tensions amongst them.  相似文献

This paper analyses whether geographic proximity favours specific channels of university–industry interaction when firms collaborate with universities and with government research centres. Our study also provides insights regarding the relationship between the associated channel and the role of firms’ absorptive capacities. Our results show that firms with higher levels of absorptive capacities tend to interact more independently of their location. Additionally, interaction with non-local universities generally includes the transfer of codified forms of knowledge, while links with local universities includes more tacit forms of knowledge. Policy implications derived from this analysis focus on fostering interaction at local and non-local levels.  相似文献
