In the early 1990s, Victoria reformed its state sector along New Public Management (NPM) lines. Drawing on interviews with key policy‐makers of the time, including chief executives, ministers and key officials from both jurisdictions, and using archival material and secondary sources, this article shows that New Zealand developments were a key source for Victoria's reforms — even down to seemingly copying passages of legislation. Policy transfer took place within a supporting framework of an Anglo‐American diffusion of NPM rhetoric and neoliberal ideas. But New Zealand's experiences gave content, form and legitimation to Victoria's reforms, while providing a platform and experience for learning and divergence, and a group of transferable experts. We underline the importance of the Australia‐New Zealand relationship and trans‐Tasman elite networks in understanding the governance of both countries. 相似文献
Using survey data from The Civic Culture study, this research note revisits the idea that institutional development across the regions of Italy differs because of varying levels of social capital. The findings indicate that – according to the earliest survey data available from Italy – it is unlikely that differences in the development of regional institutions between the North and the South were a result of differences in social capital between the two regions. The article ultimately contends that social capital is likely to be important for institutional (and economic) development, but that (a) it does not appear to be a prerequisite for either and that (b) it can develop far more quickly than expected; this implies that impersonal trust and a participatory culture are not resources that societies must wait for several centuries to acquire, but that perhaps they can be fostered by the development of powerful democratic institutions. 相似文献

ABSTRACTIn the last two decades, mobile phones and new technologies have transformed migration. Some scholars argue that they help empower migrants, who are otherwise often marginalized in their host country. We discuss the extent to which this is true for Kyrgyz labour migrants in Russia, a relatively large diaspora that suffers from multiple levels of disempowerment, ranging from precarious living and working conditions to a lack of legal support and representation from their home government. Relying on fieldwork conducted in Kyrgyzstan in 2017 and 2018, we explore the extent to which smartphones are enabling Kyrgyz labour migrants in Russia to be informed about migration rules, help each other abroad, connect as a diaspora, and discuss important diaspora topics. Our findings are relevant beyond academia, as many international and governmental agencies are trying to assist migrants through technology; they also point to several missed opportunities for these organizations. 相似文献
In May 2014, many of South Africa’s young citizens had the opportunity to vote in national elections for the first time. Youths who were born post-1994 (often referred to as the ‘Born Frees’) are the first generation of South Africans who live in a democratic country and hold no individual memory of life under apartheid. These young South Africans were born during a period of democracy, a time of transition and of great hope for the future. As a result of having been born outside the confines of apartheid racial segregation, they are expected to be racially integrated with their peers. The expectation which comes with the freedoms fought for by previous generations is that the youth will take up formal democratic practices, such as voting and engaging with parliament. However, during the recent national elections, the youth turnout revealed surprising differences amongst the 18–29-year age group. Young people aged 18–19 opted not to take up the right to vote – in fact, only 31 per cent of them had registered. This article interrogates the attitudes and actions of young South Africans within the political sphere, specifically by examining a group of young South Africans who are eligible to vote, as well as the role of the media in aiding or deterring voting engagement and perceptions. The central argument is that the local media fail to engage young people with content which advances their political identities. Despite high levels of media consumption, youths are engaging with formal politics as a result of pressure from family or due to socio-economic limitations, rather than a desire to add value to their citizenship. 相似文献
The recent shift from the Millennium Development Goals to the much broader Sustainable Development Goals has given further impetus to the debate on the nexus between the multiple sectors of policy-making that the Goals are to cover. The key message in this debate is that different domains—for instance, water, energy and food—are interconnected and can thus not be effectively resolved unless they are addressed as being fully interrelated and interdependent. Yet while this overall narrative is forcefully supported in the new UN 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals that are the main part of this agenda, many Goals still remain sectoral in their basic outlook. This now requires, we argue, a new focus in both policy and research on the nexus between different Sustainable Development Goals, especially with a view to reforms in the overall institutional setting that is required to sufficiently support such a nexus approach. This article thus examines the nexus approach in the context of the Sustainable Development Goals and identifies multiple avenues for its institutionalisation in global governance. 相似文献
