Should competition policy in banking be amended during crises? Lessons from the EU

This article investigates the nexus of competition and stability in European banking. It analyzes the European legal framework for competition policy in banking and several cases that pertain to anti-cartel policy, merger policy, and state-aid control. It discusses whether and how competition policy should be amended in order to preserve the stability of the banking system during crises. The article argues for increased cooperation between prudential regulators and competition authorities, as well as an enhanced framework for bank regulation, supervision, and resolution that could mitigate the need to change competition policy in crisis times.     

Analytical Characterization of Erythritol Tetranitrate,an Improvised Explosive

Erythritol tetranitrate (ETN), an ester of nitric acid and erythritol, is a solid crystalline explosive with high explosive performance. Although it has never been used in any industrial or military application, it has become one of the most prepared and misused improvise explosives. In this study, several analytical techniques were explored to facilitate analysis in forensic laboratories. FTIR and Raman spectrometry measurements expand existing data and bring more detailed assignment of bands through the parallel study of erythritol [¹⁵N₄] tetranitrate. In the case of powder diffraction, recently published data were verified, and ¹H, ¹³C, and ¹⁵N NMR spectra are discussed in detail. The technique of electrospray ionization tandem mass spectrometry was successfully used for the analysis of ETN. Described methods allow fast, versatile, and reliable detection or analysis of samples containing erythritol tetranitrate in forensic laboratories.     

Comparing colonial differences: Baltic literary cultures as agencies of Europe’s internal others

ABSTRACT

The article discusses the Baltic colonial experience in historical and comparative perspective. It sketches the ways in which Baltic societies are best linked to theoretical discussions on postcolonial issues, and whether they might be looked upon in a more global context. The main question posed by the article is in what ways Baltic identity has been determined by processes of foreign settlement, occupation and colonization of the territory of each respective country and whether we can see Baltic societies as potential agencies of Europe’s internal others.     

Proxy agents,auxiliary forces,and sovereign defection: assessing the outcomes of using non-state actors in civil conflicts

Abstract

This article interrogates the role of non-state armed actors in the Ukrainian civil conflict. The aim of this article is twofold. First, it seeks to identify the differences between the patterns of military intervention in Crimea (direct, covert intervention), and those in the South-East (mixed direct and indirect – proxy – intervention). It does so by assessing the extent of Russian troop involvement and that of external sponsorship to non-state actors. Second, it puts forward a tentative theoretical framework that allows distinguishing between the different outcomes the two patterns of intervention generate. Here, the focus is on the role of non-state actors in the two interventionist scenarios. The core argument is that the use of non-state actors is aimed at sovereign defection. The article introduces the concept of sovereign defection and defines it as a break-away from an existing state. To capture the differences between the outcomes of the interventions in Crimea and South-East, sovereign defection is classified into two categories: inward and outward. Outward sovereign defection is equated to the territorial seizure of the Crimean Peninsula by Russian Special Forces, aided by existing criminal gangs acting in an auxiliary capacity. Inward sovereign defection refers to the external sponsorship of the secessionist rebels in South-East Ukraine and their use as proxy forces with the purpose of creating a political buffer-zone in the shape of a frozen conflict. To demonstrate these claims, the article analyses the configuration of the dynamics of violence in both regions. It effectively argues that, in pursuing sovereign defection, the auxiliary and proxy forces operate under two competing dynamics of violence, delegative and non-delegative, with distinct implications to the course and future of the conflict.     

Multicultural Pedagogy Development in Modern Education

Although there is a growing interest in the influence of multicultural issues in education, there is still a lack of theoretically well-grounded comparative analyses of educational systems. Topics such as problems and prospects involved in the development of multicultural pedagogy are broadly discussed, but often suffer from an insufficient number of empirical and comparative studies. The lack of systemic or unified research in the field of multicultural education has reduced multicultural pedagogy within education to the simple implementation of individual training courses. As a result, multicultural pedagogy is generally oriented only toward the needs of a single country, rather than toward a system of multicultural interests that takes into account the interests of multiple countries. As a result, we must develop methods that will enable the realization of true multicultural pedagogy. The leading objective should be, firstly, the consideration of the individual as a subject of culture in a multicultural environment with a goal to determine the significance of the formation of an individual＇s multicultural qualities; secondly, the development of an integrative approach. Comparative studies are taking the lead in addressing this goal and recommending specific steps to incorporate multicultural pedagogy more systematically into an existing education system in every country. This paper addresses these problems by discussing theoretical questions behind the development of the ideological basis of multicultural pedagogy.     

Russia and the USA: The virtual games of superpowers

An analysis of the rapid and dramatic changes in the politics and economics of the world during the twentieth century reveals that the role of science and high technology becomes extremely important for international development, security and cooperation. The consequences of fundamental research become critical for mankind, and they determine and define preventive security. International scientific and technological cooperation, coupled with the financial power of the dollar, will make it possible to avoid an ‘end of history’ or a ‘clash of civilizations’, as well as to resolve many world conflicts. The importance that science and technology hold for the future of humanity must be added to the current definition of ‘democracy’.     

Social Media Engagement of Berlin and Prague Museums

ABSTRACT

Attracting visitors and engaging them effectively in the highly competitive and saturated environment shaped by Web 2.0 and online social networking forces museums to creatively and purposefully examine channels for extended interaction with audiences. This exploratory and comparative research aims to compare the state of social media strategies across museums of two regions and to identify the influence of applied strategies on users’ reactions. The surveyed sample considers 296 museums from two European capitals—Berlin and Prague—whose activity has been observed during a three-month period. The findings identify the differences in the approaches of museums and suggest that the frequency and characteristics of published messages correlate to the level of fan reactions, facilitating targeted relationship-building possibilities with online audiences. They further imply that the museums can influence the engagement of visitors by focusing on the particular properties of their posts, both in the sense of post structure, media application, and underlying semantic features.
