Video data received for analysis often come in a variety of file formats and compression schemes. These data are often transcoded to a consistent file format for forensic examination and/or ingesting into a video analytic system. The file format often requested is an MP4 file format. The MP4 file format is a very common and a universally accepted file format. The practical application of this transcoding process, across the analytical community, has generated differences in video quality. This study sought to explore possible origins of the differences and assist the practitioner by defining minimum recommendations to ensure that quality of the video data is maintained through the transcoding process. This study sought to generate real world data by asking participants to transcode provided video files to an MP4 file format using programs they would typically utilize to perform this task. The transcoded results were evaluated based on measurable metrics of quality. As the results were analyzed, determining why these differences might have occurred became less about a particular software application and more about the settings employed by the practitioner or of the capabilities of the program. This study supports the need for any video examiner who is transcoding video data to be cognizant of the settings utilized by the programs employed for transcoding video data, as loss of video quality can affect analytics as well as further analysis. 相似文献

Why do multiple rebel groups form in some civil wars but not others? Since 1946, only half of all civil wars were fought by a single rebel group; the rest were fought by multiple groups. This article argues that this variation is determined by the incentives political entrepreneurs have to enter a war. The higher the demand for political change and the lower the costs of fighting, the more incentives entrepreneurs have to form their own group. Analyzing UCDP data for all civil wars between 1946 and 2015 I find that the two measures of demand – the number of identifiable ethnic or religious groups in a country and the size of the disgruntled population – have the most consistent effects, but that key measures of costs such as the size of the government military also matter. A detailed analysis of the Ethiopian case further reveals the influence of external intervention on the formation of rebel groups. These results suggest that rebel groups emerge in civil wars in rational, predictable ways related to the ease by which rebel elites can mobilize separate groups for fighting. 相似文献

One Strike to Second Chances: Using Criminal Backgrounds in Admission Decisions for Assisted Housing
The U.S. Department of Housing and Urban Development (HUD) has changed its position toward housing individuals with criminal records from strict one-strike policies in the 1980s to providing second chances to returning citizens. Many public housing authorities have not updated their admission policies for using criminal backgrounds and still adhere to the one-strike philosophy. In response to new guidance from HUD, housing agencies are trying to find a balance between screening practices to identify demonstrable risk but avoid discrimination and violation of the Fair Housing Act. This research examines several questions critical to assisting housing providers to address the new guidance from HUD. Findings provide direction for housing providers on understanding recidivism risk rates, using useful lookback periods, considering risk and harm across crime types, and verifying rehabilitation and other evidence to design informed policies and procedures for using criminal records in admission decisions for assisted housing. 相似文献

Very little is known about processes contributing to depressive experiences in American Indian youth. We explored the relationship between value priorities and depressive symptoms among 183 (65 % female) American Indian youth in grades 9–12. In addition, two potential moderators of this relationship were examined: value outcome expectations (i.e., whether one expects that values will be realized or not) and perceived community values. We found that American Indian youth who endorsed higher levels of tradition/benevolence values reported fewer depressive symptoms. However, the relationship between endorsing power/materialism values and depressive symptoms depended on the extent to which youth perceived their communities as valuing power/materialism. Finally, value outcome expectancies appeared to relate more strongly to depressive symptoms than did value priorities. Overall, these findings support tribal community efforts to impart tradition/benevolence values to American Indian youth but also emphasize the importance of attending to value outcome expectations and the perceived values of the community in understanding American Indian youth’s depressive experiences. 相似文献

of property rights, jettison them when it comes to reparations. It is only libertarians, such as the present authors, who
both favor private property rights in general, and, also, apply them to the issue of reparations, who are logically consistent.

Halting the process of psychosocial and material resource loss has been theorized as being associated with the reduction of posttraumatic stress disorder (PTSD). This study examines how the limiting of resource loss is related to alleviation of PTSD symptoms among 102 inner-city women, who originally met diagnostic criteria for PTSD after experiencing interpersonal traumatic events such as child abuse, rape, and sexual assault. Participants whose PTSD symptoms improve and become nondiagnostic for PTSD are compared with those who remain diagnostic. The two groups are not significantly different at pretest. However, at the 6-month time point, those who become nondiagnostic for PTSD report less resources loss in three of four domains. This pattern suggests that as PTSD symptoms decrease, women's material and psychosocial resource loss diminishes, which in turn, may aid their recovery process. 相似文献

As Communist rule weakened across East Central Europe and new governments emerged, the Baltic region differed from the Balkans in two ways that need to be explained. The first difference was the near absence of ethnic violence in Estonia, Latvia, and Lithuania – compared to civil and cross-border war in most of the former Yugoslavia. Underpinned by the United Nations Convention on the Rights of Persons with Disabilities (CRDP), Agenda 2030 and the Sustainable Development Goals (SDGs) is the international goal to ‘leave no one behind’. However, the World Federation of the Deafblind have argued that deafblind people have been excluded from international welfare and disability development programmes. Despite making up the majority of the deafblind population, it appears that older deafblind people are particularly invisible. The paper builds on the earlier work of others, which translated the UN Principles for Older Persons into the language of older visually impaired adults, by using them here as the lens for a narrative review of the literature on older deafblind people. It argues that existing research demonstrates that older deafblind people are not only being ‘left behind’ in benefitting from implementation of the UN Principles, but also that the focus of the UN Principles themselves risks maintaining or enhancing their exclusion. Further research and policy development with older deafblind people is required to ensure that international and national social welfare policies and provision are not nugatory to the older deafblind population. 相似文献

In recent years, the number of litigants representing themselves without legal counsel has increased across the United States. Courts have responded by creating programs and services to help litigants represent themselves. Self‐help centers nationwide use different models to deliver legal advice and information to unrepresented litigants. Some offer court‐based, walk‐in self‐help centers. Others provide services remotely via phone, web, email, video conferencing, and live chat. In Maryland, self‐help center services are offered at walk‐in centers and remotely by phone and live chat. This article examines litigants' perceptions of in‐person and remote delivery of legal advice and information on family law matters. Results revealed that all three service delivery methods have high satisfaction rates, but chat users were less likely to feel as though they knew what to do next.
