Alcohol use is cited as a risk factor for exposure to HIV infection through risky sexual behavior, especially among adolescents. From Social Cognitive Theory, positive outcome expectancies about the use of alcohol have often been presented as a critical aspect of alcohol use. Yet little is known about how they might be related to different aspects of HIV risk. Using latent growth curve modeling with data from 292 American Indian youth across seven years, both alcohol use and positive expectancies increased significantly; a lower-risk group showed significantly slower increases in both. Changes in alcohol use and outcome expectancies were significantly interrelated, providing support for reciprocal influence between the two constructs. Positive alcohol outcome expectancies may provide a preventive intervention point worthy of further consideration as influencing alcohol use and lowering HIV sexual risk among adolescents.Associate Professor at the University of Colorado at Denver and Health Sciences Center. Public value theory has become a hot topic in public administration research, but its proponents have long recognised difficulties in empirically testing the theory's central propositions. There has been a lack of clarity about how to measure the extent to which organisations are generating public value, which has rendered researchers unable to quantitatively study the causes, consequences and correlates of public value. The current study systematically reviews the growing literature on public value measurement to identify, evaluate, and synthesise available measures. Through a qualitative synthesis of the themes present in published measures, we identify four key components for measuring public value that appear to be important across a range of policy and national contexts. Our review identifies a promising framework that could be used to structure a comprehensive measure of public value and, in doing so, provides a means to progress theoretical development and testing of the public value approach.  相似文献

Substance use often begins earlier among American Indians compared to the rest of the United States, a troubling reality that puts Native youth at risk for escalating and problematic use. We need to understand more fully patterns of emergent substance use among young American Indian adolescents, risk factors associated with escalating use trajectories, and protective factors that can be parlayed into robust prevention strategies. We used growth mixture modeling with longitudinal data from middle-school students on a Northern Plains reservation (Wave 1 N = 381, M age at baseline = 12.77, 45.6 % female) to identify subgroups exhibiting different trajectories of cigarette, alcohol, and marijuana use. We explored how both risk (e.g., exposure to stressful events, deviant peers) and protective (e.g., positive parent–child relationships, cultural identity) factors were related to these trajectories. For all substances, most youth showed trajectories characterized by low rates of substance use (nonuser classes), but many also showed patterns characterized by high and/or escalating use. Across substances, exposure to stress, early puberty, and deviant peer relationships were associated with the more problematic patterns, while strong relationships with parents and prosocial peers were associated with nonuser classes. Our measures of emergent cultural identity were generally unrelated to substance use trajectory classes among these young adolescents. The findings point to the importance of early substance use prevention programs for American Indian youth that attenuate the impact of exposure to stressful events, redirect peer relationships, and foster positive parent influences. They also point to the need to explore more fully how cultural influences can be captured.  相似文献

Tasked with the responsibility of finding new and innovative ways of improving administrative management, Arthur W. Macmahon, James W. Fesler, and Herbert Emmerich creatively enriched the final report of the President's Committee on Administrative Management with their analyses. But that is not the only reason for celebrating this work today. These documents still merit attention because they are historical landmarks that draw attention to the continuing tensions between Congress and the president over which branch of government should have control over executive branch agencies. This study makes the case for a strong executive in a manner that has rarely been as clearly and forcefully stated as it was in 1937. It reminds the field that policy decisions remain nothing but aspirations until they are turned into action. Family courts are seeing an increasing number of separating or divorced families who have a special needs child. These cases present complex challenges for family law professionals charged with crafting parenting plans based on best interests standards. For many of these children, the typical developmentally based custodial arrangements may not be suitable, given the child's specific symptoms and treatment needs. We present a model for understanding how the general and specific needs of these children, as well as the demands on parents, can be assessed and understood in the context of divorce. This includes an analysis of risk and protective factors that inform timeshare and custodial recommendations and determinations. The risk assessment model is then applied to three of the most commonly occurring childhood neurodevelopmental and psychiatric disorders likely to be encountered in family court, namely, attention deficit/hyperactivity disorder, depressive disorders, and autistic spectrum disorders.

The phenomenon of grandparents raising grandchildren has increased significantly over the past two decades. The literature documents that health, financial, and legal worries top the list of concerns for grandparents who raise grandchildren. The authors describe the results of a multidisciplinary study that provides home visitation with social, nursing, legal, and educational support to grandparents raising grandchildren in parent absent households. This article examines the custodial relationships of one hundred and sixty-three children being raised in sixty-eight families headed by grandparents in an urban population in the South. The data showed that of the 163 children, 70 were in the guardianship of their grandparents, 40 of the children had no legal relationship with their grandparents, 28 were in the custody of the State Department of Family and Children's Services, 21 were in the temporary custody of their grandparents, and four were adopted by their grandparents. Recommendations from this study include educating service providers and grandparents raising grandchildren regarding the potential financial benefits under Title IVE adoption assistance and supporting legislative reform to increase the stability of intergenerational kinship care. This project demonstrates an innovative approach of combining university-based research with multidisciplinary education while providing cost-effective support services through a partnership with the community.  相似文献
