The emerging middle power concept: Time to say goodbye?

To deal with the wide range of states that are considered middle powers, scholars distinguish between traditional middle powers on the one hand, and emerging, non-traditional or Southern middle powers on the other. This article examines the middle power concept in light of such diversity. It rejects middle power conceptions based on a ranking of size, power or position, on performing morally commendable international actions, on playing niche roles in international diplomacy, or on national self-identification. The article then considers a conception of middle powers as international stabilisers. The difficulty with this latter conception is that new middle powers exhibit a counter-hegemonic streak and a preference for multipolarity. Both of these are destabilising. The proposed solution is to jettison adjectives such as ‘emerging’ or ‘Southern’ with regard to middle powers, to stop classifying mid-range states with counter-hegemonic tendencies as middle powers, and to restrict the middle power term to mid-range states that actively support the liberal hegemonic project.     

Hybrid Warfare,International Negotiation,and an Experiment in “Remote Convening”

The authors are leading a multinational effort to understand the effects of “hybrid” warfare on international commercial negotiation. The start-up process is itself essentially a negotiation, among about forty individual practitioners and scholars with very diverse backgrounds, over whether and how they will work together. In a pandemic, a key risk is that the necessary cooperation and trust will be harder to build, particularly among professionals who are dealing with security-sensitive issues and who have never met each other. This article discusses the current necessity of replacing the in-person model for eliciting such cooperation which the authors had developed previously for large collaborative projects, and describes a “remote convening” replacement process.     

Questioning Thomas Pogge's Proposals to Eradicate Global Poverty

Moral cosmopolitanism has often been criticised for being too demanding and not offering a viable solution to the problem of extreme global poverty. Thomas Pogge has responded to both these concerns by arguing that it is possible to eradicate most global poverty through relatively light international-level actions. Pogge's proposals can be divided into two broad categories: financial transfers to the poor and international institutional reforms (which include changing the rules of global trade and restricting the ability of undemocratic governments to borrow internationally or sell off their country's natural resources). However, Pogge's proposed international-level actions are unlikely to eradicate global poverty as he has underestimated the tenacity of poverty-causing local practices. More specifically, this article will question the workability of Pogge's plans against the backdrop of sub-Saharan Africa. Confronted with a gap between what Pogge's proposed international-level reforms are able to accomplish and what they aim to accomplish, the final part of the paper considers Pogge's three options (or some combination of them): one, settle for a more modest reduction of global poverty; two, expect greater endeavour from the poor and their governments; or (and) three, demand a deeper involvement and sacrifice from citizens of well-off countries.     

System architecture practices to facilitate Department of Defense technology transfer

This paper explores the possibilities of combining DOD technology transfer mechanisms to systems architecture techniques as a means to shorten program acquisition timelines while still providing high technology, robust tools to the women and men serving in the United States military. A literature search demonstrates that few articles have been published on the relationship between systems architecture and technology transfer. However, any DOD laboratory that employs more than 200 scientists and engineers is required by law to have a full time Office of technology transfer, so why has so little research been performed on the synergies between the two DOD disciplines? This paper will describe the ways that the systems architecture tools and practices, and technology transfer transactional mechanisms available to all DOD laboratories, can be utilized to increase knowledge sharing with small business and industry partners to shorten acquisition cycles.

Public Smart Service Provision in Smart Cities: A Case-Study-Based Approach

ABSTRACT

In view of the multitude of challenges urban public administration is struggling with, more and more cities are turning towards smart solutions using information and communication technology. Such Smart City approaches revert to data provided in the urban space by sensors, by citizens or by the archives of the authorities aiming at providing public services that increase the quality of life for citizens, optimize mobility within the city or enhance flexibility and responsiveness of public authorities. This article identifies such SC approaches as well as their basic technical requirements for the cities of Vienna, Singapore, and San Francisco and, by compiling the public service portfolios of these cities, creates an integrative, strategic overview of a SC’s range of services. This approach thus helps to create a scientific basis for the evaluation of SC services and to provide a strategic modular toolkit for public managers to plan and design SCs.
