The growth in the use of collaborative governance arrangements has been accompanied by burgeoning scholarship in the field of public affairs that seeks to understand the benefits of engaging diverse stakeholders in common venues. However, few scholars have formally assessed the role of government actors in facilitating outcomes for individual participants in such efforts. Moreover, little work on collaborative governance examines how individual incentives and barriers to collective action are formed within the nested nature of these contexts. We contribute to the study of collaborative governance by formally investigating how the relative centrality of government actors in collaborative policy‐making venues affects individual relationship building and learning for participants therein. We find that government actor centrality is positively associated with relationship building and learning. However, in testing two different conceptualizations of “centrality,” we find that the definition of this construct clearly matters. 相似文献

It has become commonplace in introductions to Indian philosophy to construe Plato’s discussion of forms (εἶδος/ἰδέα) and the
treatment in Nyāya and Vaiśeṣika of universals (sāmānya/jāti) as addressing the same philosophical issue, albeit in somewhat different ways. While such a comparison of the similarities
and differences has interest and value as an initial reconnaissance of what each says about common properties, an examination
of the roles that universals play in the rest of their philosophical enquiries vitiates this commonplace. This paper draws
upon the primary texts to identify the following metaphysical, epistemological, semantic and soteriological roles that universals
play in the philosophy of Plato and of Nyāya and Vaiśeṣika:
Metaphysical: causal of the existence of x Metaphysical: constitutive of the identity/essence of x Epistemological: cognitively causal (i.e. of the cognition of one over many) Epistemological: epistemically causal (i.e. of knowledge of x) Semantic: necessary condition of speech and reason Epistemological: vindicatory of induction (Nyāya only) Metaphysical: explanatory of causation (Nyāya only) Soteriological: cathartic contemplation (Plato only)These roles provide us with motivations or reasons to believe that universals exist. As we examine these motivations, we find pressures mounting against our assimilating Platonic forms and the universals of Nyāya and Vaiśeṣika in the discourse about common properties. It is especially when we appreciate the utterly different contribution that universals make in securing our highest welfare that we realize how Plato and the two sister schools are not so much talking somewhat differently about the same thing, but talking somewhat similarly about different things. Despite the veritable influence of the peer context on the elaboration of adolescent aggression, few studies of relational aggression have directly identified and measured peer groups, limiting our ability to draw formal conclusions about the level and nature of peer influence. The current study used a developmental framework to examine peer group influence on individual levels of physical and relational aggression over a year with 6th and 7th grade students (n = 346, 51 % female). A multilevel network approach was used in which peer groups were identified via social network analysis, and peer group influence was evaluated with hierarchical linear modeling (HLM). HLM analyses indicated that peer group aggression (physical and relational) at time 1 was predictive of individual aggression levels at time 2 after controlling for other peer group characteristics as well as other individual risk and protective factors. Although both forms of aggression were embedded in peer networks, findings suggest that physical aggression is relatively less endemic to peer networks, and is more likely to occur in smaller, predominantly male networks. The current study highlights the importance of understanding the influence of peer group membership on adolescent aggression and points to important implications for prevention. 相似文献

Beginning as early as 1498 when Grenada had its initial contact with metropolitan forces, this island state has experienced
little of the political democracy U.S. President Reagan pledged to restore to the country as part of the 1983 intervention.
Yet, for the 1984 elections that followed the toppling of the remaining vestiges of the 1979–83 revolution, the United States
and selected Caribbean allies attempted to amalgamate a party as an alternative to the Grenada United Labour Party (GULP)
and the remaining revolutionary forces. The resulting New National Party (NNP) was electorally successful in 1984 but by 1987
defections from the Party had produced a base for the National Democratic Congress (NDC). In 1989 the NNP again divided. It
was thus predictable that the 1990 elections would not return either wing of the National Party and instead would result in
a coalition government led by the NDC. Chances for real political democracy in Grenada are improved but will not be easily
realized in the face of severe economic crisis and a potentially weak government. The economic crisis could well promote current
movements toward increased regional integration. It is important that the 1983–1984 pledge of the United States to promote
democratization in Grenada be honored.

Tulsa. He is past president of the Midwest Association of Latin American Studies and a founding member of the Caribbean Studies

Can education policy be health policy? Implications of research on the social determinants of health
Research on the social determinants of health has demonstrated robust correlations between several social factors, health status, and life expectancy. Some of these factors could be modified through policy intervention. National-level public policies explicitly based on population health research are in various stages of development in many Western countries, but in spite of evident need, seemingly not at all in the United States. Because research shows such a strong association between education and good health, we offer evidence to show that at least two pressing problems in American society, namely the uneven distribution of educational attainment and health disparities linked to socioeconomic position, may be ameliorated through policy initiatives that link quality early childhood care, child development programs, and parental training in a seamless continuum with strengthened K-12 education. 相似文献
