关于公平与效率的几点看法

在现代经济中公平与效率应是统一的;要历史地看待效率优先、兼顾公平;政府要坚持公正,保持公平,促进效率;要重视和处理好当前分配中出现的问题。     

Production efficiency versus bureaucratic self-interest: Two innovative processes?

This article reports on a study of technological innovations in state and local government agencies. The study was based on an aggregate analysis of 140 previously published and unpublished case studies, in which a closed-ended questionnaire was used to extract information from the case studies. The main hypotheses and findings of the study concern the possible existence of two innovative processes, one that emphasizes service improvements but that does not necessarily lead to enduring incorporation of the innovation (production efficiency), and the other that emphasizes incorporation even where the innovation may not have produced a demonstrable service improvement (bureaucratic self-interest).This study was supported in part by a grant from the Office of R&D Assessment, National Science Foundation, though the author alone is responsible for the views expressed here.

20世纪80年代以来,随着公共治理理论在各国改革实践的广泛运用,公共治理已经成为学界分析和研究中国问题的框架.中国共产党是长期执政的执政党,研究中国的公共治理问题就不能回避中国共产党在治理和善治中的责任和地位."政党治理"问题就是对公共治理理论及实践的积极正面回应.执政党必须在政党与政府、市场、社会关系中寻求各自的行为边界,并要遵循科学治党、民主治党、制度治党的原则思路,寻求科学的政党治理结构和方式.     

变革思维方式实现可持续发展

正确实施可持续发展战略,就必须首先实现思维方式的转变,以系统思维代替传统线性思维,这是可持续发展的前提。系统思维是可持续发展最佳思维方式,是可持续发展道路上解决复杂问题的最有效、最客观、最严谨的思维方式。系统思维给可持续发展理论重要启示,也是可持续发展理论的重要内容。     

我国集体土地征收制度改革的路径选择

集体土地征收制度改革的关键在于保障农民的土地财产权,分配好土地在征收出让过程中产生的增值收益,在各方主体的利益需求与矛盾冲突中寻找一种新的制度平衡。本文在分析现行集体土地征收制度不协调的内在机理的基础上,构建了我国集体土地征收制度改革路径模型,提出了以集体组织为交易主体的农村建设用地直接入市和政府职能转变并举为重点的四种路径选择,探讨了改革面临的土地增值收益分配难点问题,为推进我国征地制度改革提供了可借鉴的思路和建议。     

关于加强高校党外代表人士队伍建设的思考

加强党外代表人士队伍建设是新时期党中央巩固统一战线的重要战略任务,也是关系最广泛的爱国统一战线的巩固和发展的基础工程,意义重大而深远。高校的党外代表人士相对集中,是统一战线培养、选拔代表人士的源头和重要基地。因此,大力加强高校党外人士队伍建设是高校统战工作一项十分迫切的任务。本文着重对高校党外代表人士建设的重要性、特征、存在的主要问题、建设途径等方面进行思考、探索、阐述。     

论商法在中国社会主义市场经济法律体系中的地位和作用

在我国社会主义市场经济法律体系中,民法是前置性法律,经济法是保障性法律,而商法则是市场运行法,特殊的功能成就其不可替代的独立地位。商法产生于市场经济并且直接服务于市场经济,两者具有深刻的依存关系,以效益为契合点,通过反映市场经济内在要求的技术性规范,保障市场主体营利自由,进而促进社会财富的增加,实践的品格使其具有高度灵活性。现代市场经济立法主要表现为商事立法,没有健全的商法制度,就没有完备的社会主义市场经济法律体系。在经济危机频繁爆发的当今世界,我国商事法律制度的建设依然任重而道远,需要理性面对法律部门功能纯化、法律移植合理化和商事习惯法律化等问题。

Self-control strength in prison inmates with antisocial personality disorder

The present study aimed to examine the difference in self-control strength between individuals with and without antisocial personality disorder (ASPD) in a Chinese male prisoner sample. Thirty-seven male inmates who met the criteria for DSM-IV ASPD and 38 who did not were asked to watch a four-minute silent videotape of an interview, and ignore the words displayed on screen during the videotape to deplete their ego strength. A handgrip task was conducted both before and after watching the videotape, with participants’ time squeezing the handgrip being the dependent variable. Result showed a significant interaction between group (ASPD/no-ASPD group) and time (baseline/post-manipulation measure). The post-manipulation result was significantly worse than the baseline result for the ASPD group, but not for the no-ASPD group. These results indicate that tasks that contribute to ego depletion lead to a deficit of self-control strength in prisoners with ASPD.
