2020年白俄罗斯“大选抗议”原因与影响分析

2020年白俄罗斯总统选举期间出现的大规模抗议活动持续多日,并从一般选举抗议转向国企工人罢工。根据媒体的相关报道,抗议原因有"审美疲劳"、选票作弊、粗暴执法、对卢卡申科政府的一些政策不满等,也有反对派势力强大以及外国支持的因素。对白俄罗斯"大选抗议"的态度,外部基本上以西方和俄罗斯为主采取两种立场。由于卢卡申科执政20多年来白俄罗斯在市场社会主义理论指导下经济社会建设取得突出成就,以及有序高效的社会管理体系的建立,此次抗议没有动摇白俄罗斯的社会根基。不过,抗议给国家经济、政治、外交等都带来了较大消极影响,也对政府提升社会治理水平、进行经济政治改革、完善民主法治建设提出了新要求。     

关于城市规划中公众参与的思考

目前我国城市规划中的公众参与无论从理论到实践均不容乐观,这显然与社会主义民主政治的要求不相吻合。从我国公众参与历史现状来看,建立开放的公众参与的城市规划制度有重要的价值和意义。
