Eros Effect as Emergency Politics: Affective and Networked Politics of Agonistic Humanism in South Korea’s Sewol Ferry Disaster

This article examines how people, based on their personal reception of a crisis, come together and organize themselves to readdress the status quo in a state of emergency by exploring the sociopolitical power of affect, empathy, and spontaneity as a transformative movement mobilizer. Using Bonnie Honig’s notion of Emergency Politics, this article further conceptualizes George Katsiaficas’ notion of Eros Effect by reconsidering the transformative, constitutive power of people’s plural and contingent political agency in a crisis situation. Human affect, especially empathy to the devastated, coupled with communication networks, helps consolidate and spread what Herbert Marcuse called the New Sensibility of the human species as a transformative political power. This article further complicates Bonnie Honig’s claim on agonistic humanism by revisiting a dichotomy of mourning mothers and acting fathers. As an empirical case, this article investigates how the Korean people have organized themselves in a series of protests and rallies to take care of the victims of the Sewol Ferry after it sunk, killing more than 300 passengers, mainly high school juniors, on April 16, 2014.     

A new approach to measuring time-lags in technology licensing: study of U.S. academic research institutions

This paper contributes to measurement of licensing performance of U.S. research institutions by suggesting an approach for identifying time-lags in the licensing process. Licensing is a multi-state process starting with a disclosure, and resulting in intermediate outcomes such as patents, licensing agreements, and licensing income. The time duration among these variables is critical in understanding which investment is responsible for which outcome. This study develops a statistic procedure estimating time-lag coefficients among licensing variables using an unstructured regression model (OLS). The procedure is applied to 46 U.S. academic research institutions using the licensing survey data from 1991 to 2007 by Association of University Technology Manager. The results present individual time-lag relationships between each pair of licensing variables.     

韩国文化认同和国家品牌

韩国政府在制定国家品牌形象战略的过程中,缺乏对国家品牌哲学和韩国文化美学的真诚反省。本文将探讨通过确立文化认同建立韩国国家品牌这一课题。为此,笔者将从三方面进行论述:第一,考察传统文化和国家认同的相互关系;第二,讨论关于对传统文化的再认识和将传统文化的哲学和美学符号化的方案;第三,讨论关于通过传统文化和韩流的融合提升国家品牌的方案。     

Endangering alliance or risking proliferation?: US–Japan and US–Korea nuclear energy cooperation agreements

This paper seeks to understand why the United States treated Japan and Korea differently in the revisions of bilateral nuclear cooperation agreements. On the sensitive issue of grating its allies the rights of developing enrichment and reprocessing (ENR), the United States did so for Japan in the 1977 and 1987 revisions, but did not for Korea during the 2015 revision. For the great power as a supplier state, there are two factors affecting the decision: policy-makers’ concern about alliance management prior to the calculation of security outcome, and firms’ commercial interests. In order to avoid damage to the US–Japan alliance and to maintain Japan's complementation for the US nuclear industry, Washington granted the rights of ENR to Tokyo. In contrast, because of its confidence of managing the US–Korea alliance and partly because of incompatibility of commercial interests between the two, Washington did not grant the rights to Seoul at the 2015 revision. Based on the comparison of the two cases, this paper underscores a need to alter the power projection theory regarding nuclear proliferation by explicating the alliance management as the ex ante element of power projection and by accounting for commercial interests such as fuel sale and technological partnership.     

A Grounded Theory of Korean Immigrants' Experiences of Re-Establishing Everyday Activities in New Zealand

This study explored how immigrants locate themselves in a new culture through analyzing 25 Korean immigrants' everyday activities in New Zealand. The findings suggest that they opted to either behave in Korean ways or to take up behaviors reflective of the receiving society, based on their level of control over activities disrupted by immigration. The findings supplement the concept of acculturation, explaining how 21st-century immigrants who retain transnational status engage in the acculturation process within a globalized context.
