In the following article, Kurt M. Campbell, senior vice-president and director of the International Security Program (ISP) at the Center for Strategic and International Studies (CSIS), Washington, DC., and Yuki Tatsumi, ISP research associate at CSIS, explore the changes that have taken place in US foreign policy since the terrorist attacks of 11 September 2001 and how such changes might be reflected on its policy toward the Asia-Pacific region. They point out that the US will shift its focus to security at home and war on terrorism abroad. In the short-term, US focus will deviate from Northeast Asia to Southeast, Central and South Asia, but as the region will continue to be strategically important, the US will remain engaged in the region. It is up to the countries in the Asia-Pacific to ensure that the US engagement in their region is not dominated by unilateralism and excessive preoccupation with the war against terrorism.  相似文献

Analysis of impurities in methamphetamine (MA) can be used to characterize MA seizures, investigate the relationship among MA seizures, and provide information on their synthetic routes. Recently, chemically derivatized MA, such as tert-butoxycarbonyl (t-Boc) MA, has been seized and attracted attention because routine forensic analysis methods may fail to correctly identify them. Chemical derivatization is a simple method for protection and deprotection of a compound, and protection of MA using t-Boc can be used to mask the MA. Although t-Boc derivatization might alter the impurity profile of MA, the actual changes in the impurity profile have not been investigated. In this study, changes in the MA impurity profile with tert-butoxycarbonylation were explored. MA and some typical impurities were derivatized using di-tert-butyl dicarbonate and water. Analysis of the impurities in five MA samples by gas chromatography showed that peaks both appeared and disappeared for the deprotected MA compared with the original MA. However, typical impurities important for characterizing MA seizures were conserved after derivatization and deprotection. Most of the new peaks were speculated to be contaminants introduced during derivatization and deprotection. A peak giving a mass spectrum similar to that of t-Boc MA was detected in the chromatograms of t-Boc MA and deprotected MA. Although the origin of this peak was not determined, it might be a marker for the MA involving tert-butoxycarbonylation. These results indicate that tert-butoxycarbonylation can alter the MA impurity profile; therefore, care is needed when interpreting results for derivatized MA.  相似文献

Volatile hydrocarbons in post-mortem blood from victims of fires were analyzed quantitatively by headspace gas chromatography mass spectrometry. The benzene and styrene concentrations in the blood were positively correlated with the carboxyhemoglobin (CO-Hb) concentration, which is evidence that the deceased inhaled the hydrocarbons and carbon monoxide simultaneously. By contrast, the concentrations of toluene and CO-Hb in the blood were not significantly correlated. This lack of correlation could be explained by two different sources of toluene, with low blood concentrations of toluene arising when the deceased inhaled smoke and high blood concentrations of toluene arising when the deceased inhaled petroleum vapor or other unknown vapors. The quantity of soot deposited in the respiratory tract was classified into four grades (-, 1+, 2+, 3+). The mean CO-Hb concentration in the 1+ soot group was significantly lower than those in the 2+ (p<0.05) and 3+ (p<0.01) soot groups. The blood CO-Hb concentrations in the 1+ soot group were all below 30%. Those indicated that the deceased aspirated smoke that contained both soot and carbon monoxide. The wide variation in CO-Hb concentrations for each soot classification could be caused by the different types of smoke produced by different materials. For example, petroleum combustion with a limited supply of oxygen, like in a compartment fire, may produce a large volume of dense black smoke that contains a large quantity of soot. Soot deposits in the airways and the blood CO-Hb concentration are basic and essential autopsy findings that are used to investigate fire-related deaths. The quantitative GC-MS analysis of blood volatile hydrocarbons can provide additional useful information on the cause of the fire and the circumstances surrounding the death. In combination, these three findings are useful for the reconstruction of cases.  相似文献

This article presents an alternative theoretical framework to account for the political transition in Indonesia in 1998. Challenging the mainstream literature, which focuses on the presumed significance of civil society, the article claims that so-called democratization in Indonesia offered a mechanism through which to reorganize the distribution of patronage within the state. The transition was caused not by assertive civil society but Suharto's excessive centralization of patronage networks, which had the effect of alienating a significant proportion of the regime elite. Against this backdrop, democratization facilitated a decentralization of previously centralized patronage networks and a redistribution of spoils within the state towards elites that had been excluded from Suharto's inner circle.  相似文献

Japanese women have been assigned to the private role of caretaker, but the Japanese government has made prominent efforts in constructing a “gender-equal” society during the past decade. This policy development has come under the context of falling birth rate. The Basic Law for a Gender-Equal Society and the measures taken by the government so far still fall short from enforcing gender equality and do not affirm equality as a human right. Since the pursuit of gender equality is a means to boost the birth rate, when there is a contradiction between these two goals, the former will be conceded.

Zopiclone (ZOP) is a hypnotic drug prescribed to treat insomnia. Due to the chiral nature of ZOP, the psychologically active S-form and inactive R-form need to be determined enantiomerically in a forensic drug analysis. In the present study, a supercritical fluid chromatography (SFC) method was designed with a faster analysis ability than that of previously reported techniques. The SFC–tandem mass spectrometry (SFC–MS/MS) method was optimized using a column with a chiral polysaccharide stationary phase (Trefoil CEL2). ZOP was extracted from pooled human serum using solid-phase extraction (Oasis HLB) and analyzed. The developed SFC–MS/MS method achieved the baseline separation of S-ZOP and R-ZOP within 2 min. The fit-for-purpose method validation indicated that the optimized solid-phase extraction achieved near complete recovery and approximately 70% of the matrix effect. Both the retention time and peak area showed sufficient precision. The lower and upper limits of quantification (LOQ) were 5.7 × 10−2 ng/mL and 25 ng/mL for R-ZOP, and 5.2 × 10−2 ng/mL and 25 ng/mL for S-ZOP. The calibration line was linear in the range from lower LOQ to upper LOQ. The stability test indicated that ZOP in serum stored in a refrigerator (4°C) degraded and about 55% remained in 31 days. The quick analysis of the SFC–MS/MS method makes it a valid option for the enantiomeric analysis of ZOP.  相似文献

In this paper, we assess the drivers of, and prospects for, further security cooperation in the Australia–Japan bilateral relationship. We argue that while balance of threat and capability gaps may restrain the pace of deepening Australian-Japan security relations, these gaps are diminishing and are, in any case, secondary to the specific shared interests we posit as the primary drivers of Australia–Japan security cooperation. These specific interests, however, are shaped not only by a commitment in both countries to liberal-based principles and freedoms at home and in inter-state relations, but also by a common awareness of the importance of continued US primacy to the ongoing maintenance of those interests. Thus, in the absence of any fundamental change in how Australia and Japan understand their respective interests and the US role in the region, Donald Trump's recent and unexpected election as US president notwithstanding, we conclude that the case for further security cooperation – via additional cross-bracing of their respective US alliance relationships – will almost certainly remain compelling for both countries.  相似文献

Experience in the Great East Japan Earthquake (GEJE) by the Japan Self-Defense Forces (JSDF) was unprecedented in many ways. In addition to being the largest mobilization in its history, it was the first time that the JSDF operated under the Joint Task Force (JTF); it was also the first time that the JSDF was faced with a complex disaster that included both a large-scale natural disaster and the worst nuclear accident in Japan's history. The JSDF took away a number of “lessons learned” from this experience. These “lessons learned” by and large validate the “dynamic defense force” concept in the December 2010 National Defense Program Guidelines. Whether they can capitalize on the GELE experience and move forward is up to the JSDF and MOD leadership.  相似文献
