Is the Chinese ‘entrepreneurial welfare state’ an industrial policy in disguise?

Abstract

What has driven China, a developing country that has only recently saved itself from nationwide poverty, to increase its investment in social welfare so rapidly and extensively in the past decade? Drawing on extensive field research in a prefecture-level district in southwest China between 2014 and 2017, the authors argue in this article that local governments in China provide welfare housing programmes as a veil for developmentalist industrial policies aimed at industrial upgrading and the improvement of dynamic efficiency. The article demonstrates the unique incentive structure behind the local Chinese governments’ role as the front-line investor in social welfare benefits, and how the local state has cunningly used the façade of welfare provision to (1) divert the earmarked budget to implement development-oriented industrial policy; and (2) fake a discursive congruence between the heavily interventionist local practice and the overall neoliberal central-level policy discourse that features deregulation, small government and a laissez-faire developmental pathway. Exploring this set of strategic dynamics underlining the manoeuvres of the Chinese welfare operation helps us understand the variability of welfare state forms and trajectories of developmental strategy in the Global South.

Gunshot wound with asphalt related pseudo-soot, pseudo-tattooing, and pseudo-scorching

Artifacts which mimic the tattooing and soot deposition of close range gunshot wounds have been described as "pseudo-soot" and "pseudo-tattooing." The origin of such findings includes glass, intermediate targets, insect bites, medical manipulation, graphite, and sutures. The authors present a case of pseudo-soot and pseudo-tattooing as a result of asphalt pavement, and describe the associated entity of pseudo-scorching.     

Colonization of diatoms in and on porcine bone substrate and considerations of diatom ecology for forensic science

The presence of diatom algae in bone marrow has been used as forensic evidence of drowning for several decades; however, these studies are based on known or suspected recent drowning events. This study addresses the potential for diatoms to enter the bone marrow of skeletal remains, that is, de-fleshed long bones post-mortem. In laboratory and field experiments, bones were either inflicted with two access points by a cut and acid pitting or left intact. The bones were submerged in water for at least 1 week and up to 3 months. Samples of the bone surface and marrow were inspected for diatoms. The analysis considered the time required for diatoms to enter marrow and whether genus characteristics like size or mobility affect entry. The presence of an access point influenced diatom entry in that bones without an introduced access point had zero to one diatom present in the marrow, whereas a bone with an access point had >150 diatoms present in the marrow. The results of both laboratory and field phases suggest that diatoms will reliably colonize bone in as quickly as 1 week, establishing and maintaining communities for at least 3 months. However, the bone surface assemblages differ from the source community. Bone marrow displayed even more restrictive access to diatom colonization, resulting in communities dominated by small raphid diatoms. Based on these findings, we suggest some caveats on the use of diatoms as trace evidence in forensic science with recommendations for future avenues of research.

In allen Großstädten der westlichen Industriestaaten zeichnet sich die Etablierung eines neuen Regimes städtischer Marginalisierung ab. Im Unterschied zu den Armutsphänomenen des fordistischen Zeitalters handelt es sich dabei nicht um eine konjunkturabhängige, zyklische Erscheinung, sondern um eine langfristige und persistente Krise. Die folgende Analyse befasst sich mit den Gründen dieser ?neuen Armut“ in den Metropolen und versucht eine Systematisierung der zugrunde liegenden wirtschaftlichen, politischen und sozialen Ursachen. Der Vergleich zwischen den USA und den westeuropäischen Ländern zeigt darüber hinaus, dass die prominenten Theorien einer ?Amerikanisierung“ Europas wie auch das lamentierte Ende des Nationalstaates einer empirischen Grundlage entbehren.     

Steuerung jenseits von Hierarchie

The paper sheds new light on recent debates about governance and approaches contemporary problems of governing from the perspective of contemporary theories of power. The concept of “soft governing” is developed in order to capture horizontal mechanisms of power intentionally used to govern beyond formalised hierarchies characteristic of processes of governance. The paper describes in particular the horizontal forms of governing through discursive practices, argumentation and symbols and the ways in which they interact. The example of campaigns against female genital mutilation is introduced in order to illustrate possible forms of governing beyond hierarchy.
