公安院校《道路交通控制》课程的内容设置研究

《道路交通控制》课程已被列为公安院校本科交通管理专业培养方案专业课程。公安院校的交通管理专业培养的是实用型人才,其《道路交通控制》课程应与普通院校交通工程专业课程有所不同。只有紧密联系公安交通管理业务实际需求,才能让学生学有所用、学以致用。     

加入WTO与中国经济法制建设

我国已成功加入WTO,为适应新规则,我国的法律将作很多修改,我国还要制定为实施WTO规则所需要的国内立法。加入WTO将极大推动我国经济法制建设的进程,使我国经济法的立法与执法渐趋完善与提高,从而真正实现我国市场经济法制的现代化与国际化。     

流动人口犯罪主体预防对策

搞好流动人口犯罪的主体预防工作 ,减少流动人口犯罪的危害性 ,对于促进社会“两个文明”的协调发展 ,具有十分重要的意义。流动人口犯罪的主体因素具体表现为 :(一 )流动人口中许多人法制观念淡薄是造成违法犯罪的根本原因 ;(二 )不健康心理是导致流动人口犯罪的重要原因 ;(三 )文化素质低是流动人口犯罪的主要原因等五个方面。要从根本上解决流动人口违法犯罪问题 ,应从加强文明教育 ,树立正确的世界观 ,加强文化控制 ,弘扬主体文化等三方面入手     

"三个代表"的方法论功能

对江泽民同志“三个代表”重要思想的方法论功能的研究,是亟待开拓的理论视域。文章从“三个代表”方法论功能的哲学根据、“三个代表”方法论功能的理性梳理、研究“三个代表”方法论功能的方法论意义进行分析,指出它根植于深邃的马克思主义哲学,具有政治洞察力、理论辨析力、价值判断力、工作指导力等“伟大的认识工具”的功能。

家庭暴力是发生在家庭成员间的侵害对方身体、性和精神的伤害行为。针对已成为社会问题的家庭暴力 ,我们应采取如下对策 :强化婚姻家庭领域道德与法律的共同调控功能 ;尽快制定有关制止家庭暴力的专门性法律 ;扩大社会支持 ,预防和制止家庭暴力     

关于民事简易程序的适用问题及改革构思

由于长期受集中型的经济管理体制的影响 ,在司法的程序设计方面偏重于国家的干预 ,以及缺乏对行政权在司法机构内部运作中的限制和规范 ,我国简易程序制度还存在着一些缺陷 ,表现在许多重要的程序规定仍然缺乏 ,某些程序的设计仍然不合理。基于民事诉讼的基本理念和所要达到的目标 ,改革我国的简易程序制度 ,使之发挥更大的功效 ,已属当务之急。     

Interministerielle Netzwerke: Formale und informelle Koordinationsstrukturen bei der Vorbereitung der deutschen Verhandlungspositionen zur Regierungskonferenz 1996

How do German ministries manage the preparation of national negotiation positions for EU intergovernmental conference? After a survey of the debate on organizational deficits of the interministerial coordination in Germany, we are consulting decision- and organization-theoretic approaches in IR. Drawing on organizational economics we concretise and supplement these older frameworks. We conceive the management of a governmental organization as a specific aggregation of heterogeneous preferences and information. Applying social network analysis we take into account formal as well as informal aspects of coordination channels. The objective of this article is to make visible the complex structures and processes that constitute foreign policy making, and to provide a preliminary assessment of its efficiency.

The War on Terrorism and the Administration of the American State

Conditions of war lead to a style of teleocratic governance and administration that is at odds with the idea of civil association reflected in the American constitutional state. As a result, war can put our traditional notions of humanity, pluralism, and limited government at risk. In order to defend the values of civil association, public administrators should understand and appreciate the principles undergirding our constitutional system of governance and administration.
