The “new” global capitalism is transforming the ways in which commerce is conducted and organized. Business enterprises have to perform and compete in a largely unregulated global market economy if they are to survive, let alone prosper, and contend with higher levels of financial and political risks. Transnational Corporations (TNCs) have come to occupy a pivotal position in the world economy, commanding immense financial resources and employing tens of thousands throughout the world, and are active participants in global political and economic affairs. TNC executives—the global corporate elite—crisscross the planet as they manage local, national, and international relationships, and represent and advance their global interests in myriad international conferences and meetings. TNCs are now interacting with states and international governmental organizations on a broad array of issues and problems (many far removed from the core business). As global actors with distinct and clear interests, they have had to develop their own representational mechanisms to manage the complex relationships that mark today’s global system.  相似文献

With the end of the Cold War international relations began anew without the bipolar constraints of two ideologically opposed superpowers. The Iraqi invasion of Kuwait on 2 August 1990 represented the first challenge to the nascent post‐Cold War Persian Gulf security environment. Within the region, France is once again increasingly active in the economic, political and military fields. The re‐evaluation of Washington's ability to remain engaged at its current levels within the Gulf may be attributed in large part to a growing sensitivity in Riyadh and other Arab capitals to the visible US presence coupled with an American foreign policy which is, at times, inconsistent. The net future effect of contemporary trends may be one in which the Gulf Sheikhdoms welcome French ascendancy and US decline. France has experienced its own foreign policy transformation marked by the leadership of President Chirac. Where President Mitterrand sought the role of power broker in regional affairs, President Chirac seeks increased influence and importance.  相似文献

The question addressed in this study is: ‘How accurate and meaningful are quantitative measures of the degree of democracy in Israel?’ With the increasing use of such measures in studies of democracy, an answer to this question becomes increasingly important. The Freedom House and Polity IV measures of democracy in Israel contend that there is a very high level of democracy, but their characterization is contradicted sharply by the views of many scholars. In seeking to account for this contradiction, we will assess the accuracy and meaningfulness of the two quantitative measures. We find that both empirical and conceptual problems affect the utility of the measures. Empirical inaccuracies are suggested by three findings: the role in Israel's democracy of the largest minority group, the Israeli Arabs, is ignored or substantially discounted; the discrepancies between the two indices suggest that at least one of them is not capturing empirical reality accurately; and neither index seems very sensitive to democracy-related events in the country. The degree to which these empirical findings are indicators of inaccuracies is dependent upon the conceptualization of democracy. Conceptually, the indices differ from each other and from the concepts used by many others who examine Israeli democracy. Two conclusions are reached: the indices measure imperfectly what they call Israeli ‘democracy’. Furthermore, a prima facie look at the scores characterizing democracy in other countries suggests that the ‘democracy’ they measure in Israel is not the same as the ‘democracy’ they measure elsewhere. The implications are several: on the academic side, the accuracy of general knowledge developed using these measures becomes questionable. On the practical side, the indices contribute little to knowledge that may be applied to overcoming the complex problems democracy in Israel is facing or the building of democracy in other countries of the Middle East. Immunohistochemistry (IHC) technique is an alternative toxicological analysis to detect drugs in insects of forensic importance, but it requires thorough histological procedures. In this study, we tested different fixatives—phosphate‐buffered paraformaldehyde 4% (PP), Carnoy's fluid (CF), Kahle's solution (KS), ethanol in different concentrations, and ethanol associated to PP and CF, time of fixation and histological processes for dipteran larvae's tissue, aiming to develop a sample preparation protocol for IHC application. A suitable fixation was achieved using PP for 12 and 24 h, CF for 3 h, 70% ethanol for 19 days, and 70% ethanol/CF for 2 h/3 h. Postfixation using negative pressure, two immersions in xylene for 30 min each, and one in xylene plus paraffin for 45 min increased tissue preservation. An immunohistochemical test for cocaine detection was performed using monoclonal benzoylecgonine antibody from mouse, peroxidase‐conjugated anti‐mouse IgG and visualized by 3,3′‐diaminobenzidine method showed these histological procedures didn't compromise antigenicity.  相似文献

This study assesses the effects of IMF loans on economic liberalization in Latin America. Specifically, we are interested in whether the Fund receives greater cooperation from Latin American borrowers in the initiation of some economic reforms over others. Using a two-stage treatment effects model as well as panel-corrected standard error (PCSE) regression for 15 Latin American countries from 1980 to 2003, we find that IMF participation tends to lead to greater trade and capital reforms and less reform in privatization. These relationships are tempered by the country??s relationship with the United States along with domestic group pressures.  相似文献

In the Grutter case, Justice O’Connor suggested that universities could justifiably try to enroll a “critical mass” of minority students. Enroll fewer than that “critical mass,” reason some observers, and minority students will feel too marginalized to perform at their highest levels. In this article, we test whether minority students perform better with other students from their ethnic group in a class or school. To do so, we assemble data on the ethnicity and performance of each student in all classes at two law schools - for three years at one, and for 16 years at the other. Although these schools enrolled a smaller fraction of African-Americans than most law schools, they are located in states with a much smaller fraction of African-Americans than in the United States as a whole. There is also a large amount of variation in the percent African-American across classes. At these schools, we find no consistent evidence that having additional students from one's ethnic group raises a student's performance. Instead, we find some evidence that having additional ethnic peers lowers performance - albeit by a very small amount.  相似文献
