Abstract This study examines changes in legislative support for the governor's legislative agenda in Georgia during the governor's first term in office (1991–94). I analyze the factors that led legislators to support the governor's agenda, as well as how the level of support changed between election years and off‐years. I use multivariate OLS models of gubernatorial support to determine how support varied (1) between the parties, (2) between factions within parties, and (3) over time. I find that there was wide variation in support among factions in the majority party and that support varied widely between election years and off‐years. 相似文献

Abstract: This paper is concerned with an analysis of legislation, public administration and government expenditure decisions on policing activities. These three dimensions of government can be used as mechanisms of social control. Whether they are or not is an empirical question that has to be determined in each case. It is shown that there are no strict relationships between the three dimensions of government activity: separate decision-making is undertaken for each of the three dimensions. It is indicated that there are eight possible combinations of the three dimensions, assuming that the three dimensions of government activity are bivariate and discrete. The empirical analysis relates to the state of Queensland and it is concluded that Queensland can be described as a case consisting of authoritarian legislation, public administration contrary to the rule of law, and low policing expenditures. 相似文献

This article considers two recent books in the history of childhood, youth, and the law: Holly Brewer, By Birth or Consent and Stephen Robertson, Crimes Against Children . It argues that these works mark the emergence of age as a category of analysis in sociolegal studies. It calls for further investigations in the legal history of childhood and youth, outlines several areas of interest, and suggests that attention to age will alter how scholars look at the law by complicating key concepts such as innocence, authority, and citizenship. North American research on the policing of ‘domestic violence’ has been very influential among policy makers in Great Britain.
In particular, research which purports to verify the deterrence value of arrest has prompted the establishment of over thirty
domestic violence units in London and similar initiatives elsewhere in Britain. The paper will outline the nature of the traditional
police response to ‘family violence’ in London and the nature of the experimental innovations. Changes in police practice
with regard to this type of violence will be put in the context of the organizational constraints and possibilities of policing.
Finally, changing police responses to domestic violence will be evaluated in terms of the debate over the possibility of using
