Political Islam at the crossroads: From hegemony to co-existence

Politically, Turkey constitutes an unusual case where Islamists have been allowed to share power, as a dominant partner in a coalition government, in a broadly open and a strongly secularist political environment. Hence, it provides an interesting context in which to investigate the complex issue concerning the relationship between Islamism and liberal democracy. This article investigates the processes leading to the transformation of Islamists in Turkey from 'moderate fundamentalists' to a milder and more liberal posture in the recent period and attempts to assess the consequences of this phenomenon for the future of the democratic order. A major objective is to highlight some of the paradoxical developments encountered in the process, attempting to consolidate democracy in the current international order within the parameters of neo-liberal globalization.

Neoliberal globalisation,the nation-state and financial crises in the semi-periphery: A comparative analysis

The process of neoliberal globalisation has been associated with successive financial crises in the context of the 1990s, raising serious doubts concerning the sustainability of rapid growth in an environment of uncontrolled movements of short-term capital. The article probes into the origins of the financial crises in the semi-periphery through a structured comparison of three key recent crises in the world economy, namely the Mexican and Turkish crises of 1994 and the Asian crises of 1997. Whilst the magnitude of the capital flows and the dimensions of the subsequent crises are strikingly different, there are nonetheless important elements common to all three cases studied. One such common element involves the overdependence of the countries concerned on the short-term financial flows, in a setting characterised by premature capital account liberalisation in the absence of adequate regulation. It is striking that, contrary to the conventional IMF wisdom, financial crises have occurred in spite of 'sound fundamental', namely fiscal equilibrium and low inflation. The recent financial crises highlights a paradoxical situation: the need for effective regulation at a time when the capacity of the nation state to undertake the type of regulation needed severely circumscribed. Hence, the establishment of an effective regulatory framework at the global level emerges as a major requirement if successive financial crises, with significant economic and social cost, are to be avoided in the future.     

Implementing national food policies to promote local family agriculture: Belo Horizonte's story

Policies in Brazil promoting family agriculture such as the Food Acquisition Programme (PAA) and the 30% minimum procurement law for the National School Meals Programme have had varying success across the country. To understand why these policies work effectively only in some areas, the implementation processes must be clarified. This exploratory, ethnographic study identifies the causal mechanisms involved in implementing PAA and the 30% law in the city of Belo Horizonte. The findings reveal that although beneficial, large supply volumes and transportation costs are challenges faced by farmers in the implementation process.     

Exploring the survival of patent licensing: some evidence from French foreign agreements

This paper aims to determine the factors that impact on the duration of technology licensing contracts. Using a transaction costs framework, we derive some propositions related to the influence of the contractual safeguards and of institutions on the failure rate of such agreements. We conduct an empirical investigation based on a new dataset of 250 contracts from the French National Institute of Intellectual Property. We show that the actual duration of licensing agreements (a) is positively associated to their profitability and to the level of technological competition, (b) is positively associated to the presence of a renegotiation clause, and (c) is independent of other contractual or institutional safeguards.     

Schooling Opportunities and Intergenerational Educational Mobility in Turkey: An IV Estimation Using Census Data

We estimate the intergenerational transmission of education in Turkey using micro-data from the 1990 and 2000 censuses and an instrumental variable (IV) approach. We construct a historical series of provincial enrolment rates by gender to isolate the environmental effect on parental education. The results reveal that intergenerational educational mobility increases over time through a stronger decrease in the transmission of paternal education. The improvement is larger for boys, and the transmission is higher for mother-daughter pairs and in the case of poorer educated parents.
