This paper considers how the Alash movement, the Kazakh national movement led by Russian-educated Kazakh intellectuals in the Russian Empire at the beginning of the twentieth century, redefined Kazakh ethnicity into the Kazakh nation. Aimed at modernizing Kazakh society by declaring itself a nation, the movement used the myth of common descent. It is not surprising, then, that the movement took on the name of Alash, a mythical figure believed to have been the father of all three Kazakh zhuz (tribal confederations). This paper examines the discourse around Kazakhness and its distinction from its Muslim neighbors with respect to five factors; the “true” myth of common descent of Kazakhs, Kazakh history as one of common fate, a nomadic way of life, the weak links to Islam among Kazakhs, and, finally, the legitimization of the Alash leaders as the legitimate speakers for the Kazakh nation. This analysis, in turn, may provide a better understanding of the ways in which social and intellectual movements can redefine belonging, depending on historical circumstances and opportunities and constraints in the social sphere. 相似文献

The current global political economy is characterised by the intensifying economic interaction of BRICS and ‘near BRICS’ economies, with emerging powers increasing their influence in neighbouring regions. The growing partnership between Turkey and Russia constitutes a useful case study for examining this transformation, in which Western supremacy and US hegemony are under increasing challenge. Turkish–Russian relations shed light on broader themes in global political economy. First, significant economic interdependence may be generated among states with different political outlooks, in the form of loose regional integration schemes driven by bilateral relations between key states and supporting private actors or interests. Second, growing economic interdependence may coexist with continued political conflict and geopolitical rivalry, as indicated by the Syrian and Ukrainian crises. An important strategy that emerges is the tendency to compartmentalise economic issues and geopolitical rivalries in order to avoid negative spill-over effects. Do local governments learn from their successful peers when designing public policies? In spite of extensive research on policy diffusion and learning, there is still a lack of studies on how success relates to learning patterns. We address this deficiency by examining which other governments local administrative units draw lessons from. More precisely, we investigate whether public managers learn from the experiences of local governments whose citizens are satisfied with government services. Using a large dyadic dataset on all Swedish municipalities from 2010, we find that senior public managers in local administrations learn from similar local governments and from neighbours. But we also find clear evidence that they learn from local governments whose citizens are pleased with local public services. Sustainable reintegration to returning refugees in post-Taliban Afghanistan: land-related challenges
The lives of millions of people around the world continue to be thwarted with violence, obliging them to flee from their own country or community mainly for reasons of persecution and armed conflict. Resolving this problem is a complex and pressing challenge. This is because of their needs not only while in exile, but also during their return home as the situation improves, ensuring their rights to protection and sustaining their reintegration requirements. This article focuses on the return of refugees in post-war situations, and the challenges and complexities of ensuring a durable return and sustainable reintegration in the country of return. It focuses on ‘land’, and the concerns and complexities surrounding it as one of the key obstacles to the sustainability of return and reintegration. Within a general discussion, the issue of land is explored by looking at it in the context of returnee reintegration against the backdrop of various aspects such as security, politics, disputes, restitution and livelihoods. The case in discussion is Afghanistan, referring to the voluminous return of refugees and the challenges in seeking solutions to their reintegration problems since the political changes in late 2001 underlined by the US-led military intervention, the ouster of the Taliban regime and the Bonn Agreement. 相似文献

In the run-up to South Africa's first non-racial election in 1994, extremist right-wing organizations, and their sympathizers in the state security forces, posed a real danger to the country's future democratic order. After 1994, violent, right-wing extremist activities virtually dissipated. However, during a single night in late 2002, eight bomb blasts rocked Soweto, South Africa's largest black township. An unknown organization, Boeremag (Boer force/power), claimed responsibility for the bombings. Some two dozen alleged Boeremag members, including serving military officers, were subsequently arrested and charged with terrorism-related offenses. The Boeremag makes an interesting case study of how the extreme white right in South Africa mixes politics and religion, and seeks to exploit popular grievances to garner support for the creation of a secessionist Afrikaner state. The South African white right does not have the resources, capacity, or support to successfully execute a coup d'état. The Boeremag serves as a reminder, however, that the extreme right can create instability and destruction on a significant scale in South Africa. 相似文献
