The study reported in this paper explores how effective Public Private Partnerships (PPP) have been as critical providers of capital assets within the state education sector in the UK. Specifically, the research investigates the impact on educational provision of the UK government's contentious £43 billion Private Finance Initiative (PFI). The inquiry focuses on 27 English Local Education Authorities (LEAs) currently or recently involved in PFI. The investigation examines the effect of PFI's on LEA decision‐making processes and discusses these authorities assessment of the UK government's current PFI strategy. An evaluation of PFI as a source of sustainable finance is reported as well as recommendations made for LEAs currently considering adoption of PFI. Through such analysis, this study seeks to de‐layer and ascertain the influence of complex external environmental influences and stakeholders that need to be taken into account in order to make PPPs work. The self-concerns and social expectations that are part of the identity development process may lead adolescents to think that others survey them for signs of individuality. The novelty of identity development may also lead to feelings of uniqueness and invulnerability. The imaginary audience and personal fable may therefore stem from identity development and not from the emergence of formal operations. In this study high school and first-year university students (N=255) completed measures of adolescent egocentrism, identity development, and formal operations. Egocentrism was moderately associated with higher scores on identity crisis and identity achievement, and with lower scores on identity diffusion. There was no significant relationship between egocentrism and the emergence of formal operations.Received his M.Sc. and Ph.D. from the University of Victoria. This article argues that the adverse impact of Medicaid on state budgets alleged in various public debates has been overstated, in some measure because of the inaccurate and misleading manner in which Medicaid expenditures are appropriated in state budgeting systems. Data on Medicaid and mental health spending in the state of New York is used for analysis. The first section provides a Medicaid spending and budgeting background. The second section discusses Medicaid and mental health in New York. We investigate how associative (X is similar to Y) and disassociative (X is different from Y) analogies may affect judgments of political target stimuli they are employed to embellish. In an experimental study it was hypothesized that the judgmental relevance of the analogy-target relation is an important determinant of the effect of the analogy on subsequent judgments. It was reasoned that for irrelevant analogies the (dis)associative relation would be less efficiently encoded and utilized than the evaluative tone of the analogy itself, resulting in relative assimilation to the connotation of irrelevant analogies, even where the analogy was actually disassociated from the target. Where the analogy-target relation was relevant to judgments of the target, these judgments were predicted to follow the specified analogy-target relation for both associative and disassociative analogies. The predictions were supported. The relation of these results to social judgment models and to the rhetorical devices used to influence political judgment is discussed. 相似文献

Abstract: The objective of a national statistical system is to provide relevant, comprehensive, accurate and objective (politically untainted) statistical information. There are multiple uses for the information collected, but generally statistics are invaluable for monitoring the country's economic and social conditions, the planning and evaluation of government and private-sector programs and investments, policy debates and advocacy, and the creation and maintenance of an informed public. This paper discusses ten broad criteria for evaluating the efficiency of a national statistical system: the broad framework, including the legal one, as well as the rank and standing of the chief statistician; professional core values; non-political objectivity and the means used to ensure this; systems and approaches used to assess and meet federal priorities; systems and approaches used to assess and meet provincial (state) priorities; systems and approaches to assess and meet other users' priorities; mechanisms for the coordination of the statistical system; balancing priorities against available resources; serving the needs of different client groups; and generating a supportive environment. Sommaire: Le systéme statistique national vise à fournir des données pertinentes, complètes, exactes et objectives, ?est-à-dire à l'abri de l'ingérence politique.
