Based on 10 weekly telephone interviews with first-year college students (N=202; 63% women; M=18.8 years, SD=.4), within- and between-person associations of positive and negative affect with alcohol use were examined. Multi-level models confirmed hypothesized within-person associations between weekly positive affect and alcohol use: Higher positive affect weeks had greater alcohol consumption, more drinking and heavy drinking days in the same week, and less plans to drink the following week. However, between-person, average positive affect did not predict individual differences in alcohol use. The negative affect—alcohol use association was complex: Within-person, higher negative affect was associated with less drinking days but between-person, with more drinking days; lability in negative affect was associated with greater average alcohol use and more drinking and heavy drinking days. Health promotion efforts for late adolescent and emerging adult students are advised to recognize these paradoxical effects (e.g., promoting dry celebratory campus-events, strategies to manage negative mood swings).

The relation between elections and the economy in Latin America might be understood by considering the agency of candidates and the issue of policy preference congruence between investors and voters. The preference congruence model proposed in this article highlights political risk in emerging markets. Certain risk features increase the role of candidate campaign rhetoric and investor preferences in elections. When politicians propose policies that can appease voters and investors, elections may have a limited effect on economic indicators, such as inflation. But when voter and investor priorities differ significantly, deterioration of economic indicators is more likely. Moreover, voter and investor congruence is more likely before stabilization, when an inverted Philips curve exists, as opposed to following stabilization, when a more traditional Philips curve emerges.  相似文献

To extend research linking pubertal timing and adolescent health outcomes, this study examines boys’ pubertal timing and subsequent interpersonal success and health behaviors in mid adulthood. Past research has shown that boys’ pubertal timing is associated with both positive and negative developmental outcomes in the short term, and so it is unclear how pubertal timing is consequential for adjustment across the long term. Data from 460 boys from the Terman Life-Cycle Study were examined over a 39-year period to relate age of pubertal onset to later marital success, career success, and adult health behaviors. Boys who reached puberty earlier than their peers achieved greater success in their careers and experienced more satisfaction in their marriages. Early-developing boys were not found to be more likely than their peers to smoke cigarettes or drink alcohol as adults. China's reform of government procurement aims to promote greater prudence in expenditure management through introducing transparency, accountability, and competition into the procurement process. The reform can also be construed as China's effort to fulfill its commitment to the WTO. This paper examines the evolution of the reform and measures the success of the reform against three indicators: the amount of cost reduction, the coverage of procurement activities, and the degree of harmonization with the WTO Agreement of Government Procurement. This paper argues that the success of the reform has been limited by an array of factors, including the misconceptions of certain procurement officials and their malpractices in procurement processes, the poor capacities of some local governments in enforcing reform, structural deficiencies in the budget management system, and the lack of political will of both central and local authorities in spurring trade liberalization.  相似文献

This article examines the stability of street-level bureaucrats' negative perceptions regarding a newly implemented managed care system on quality of care and service delivery in a publicly funded behavioral health care system. Overall findings indicate that the generally negative perception of managed care did not differ between staff in the two programs, indicating a weak effect on attitudes of frontline workers. More proximal variables to the caregiver, such as service type and job title, show more influence on attitudes. The conclusion discusses the implications of these findings for practicing administrators and academic researchers.  相似文献

The literature on the implications of electoral "bureaucracy bashing" for public management is thin. This is partly because of the difficulty of defining basic terms and measuring results in meaningful ways. Using focus group data, this article explores how senior federal managers perceive campaign bureaucracy bashing and assess its consequences. The participants perceive that candidate-based bashing affects federal management on two levels: one emotional, the other programmatic. The emotional impact is pronounced, producing frustration and hostility from senior managers toward political candidates, political appointees, and the media. Senior managers report that bashing adversely affects policy implementation through low morale, poor recruitment, and training and by fostering an environment of distrust toward bureaucracy. Grounded in a diverse literature relating to public administration, the presidency, campaigns and elections, and political communication, this inquiry finds that senior managers confirm many of the speculations these works raise about how bashing affects public employees and public policy.  相似文献
