Potential Health Outcome and Vulnerability Indicators of Climate Change for Australia: Evidence for Policy Development

There is a growing need to develop health‐related indicators for climate change to assist in policy, planning, and evaluation of preventive measures. To date, no environmental health indicators of climate change have been developed specifically for Australia. We conducted a review of the Australian literature relevant to climate change health impacts to find out which exposure–response relationships could be readily used as indicators. The bulk of the literature relates to direct health‐related outcomes of extreme heat, and indirect outcomes associated with air pollution and infectious disease agents. Based on this information, evidence‐based indicators were chosen using the modified Driving force‐Pressure‐State‐Exposure‐Effect‐Action framework. Three groups of health outcome indicators are proposed: direct heat related, air pollution related, and climate‐sensitive infectious diseases. Indicators of human vulnerability to these outcomes are also included. The potential usefulness of and barriers to their use are discussed in the context of relevance for policy makers.     

The Asian economic crisis and bureaucratic development: a veto player analysis

The Asian economic crisis ravaged numerous economies in thelate 1990s. Significant social and political disruption followedthe fall in Asian currency prices. The newly industrializedstates of Asia were particularly hard hit, yet some also experiencedswift turnarounds, reaching pre-crisis currency rates and economicoutput. The enduring puzzle of the crisis is the role of bureaucratic-businessties as a background cause of the crisis and determinant ofgovernmental policy responses. In this paper, we adapt Tsebelis'veto player model to include bureaucracy as a formal actor inthe adjustment process. We argue that states that minimizedthe control of developmental bureaucracies over finance anddirect managerial decision-making weakened the institutionalcapacity of bureaucrats to veto adjustment policies, both beforeand after the 1997 crisis. Moreover, we find that a traditionof strategic regulatory guidance is associated with favorableeconomic performance, provided that bureaucrats had subjectedprivate firms or state-owned enterprises to competition (oreven business failure) historically, and where the risks associatedwith financial decisions were not socialized by the state.     

Committee Assignment Politics in the Danish Folketing

Committees are the backbone of nearly every modern legislature. Yet there is relatively little knowledge about how committee assignment politics occur in the multiparty parliaments with minority coalition governments that so often are the case in many European countries. Is there a pattern to which MPs are assigned to which committees? In this article the Danish case is used to address this question. A dataset of all committee assignments in the Danish Folketing from the period 1994–2007 has been collected; added to this are data on each MP. The data are analysed using a quantitative approach, and drawing on the literature on committee assignments in the United States Congress and the European Parliament, complementing the vast qualitative studies, and updating the few quantitative studies, of the Danish parliamentary committees. The results show that which variables have an influence on committee assignments varies across parties and that no uniform pattern is found.     

Policing disorder: Calgary Transit peace officers and the Alberta law enforcement framework

An analysis of current trends suggests that the delivery of policing services in Canada is fundamentally shifting. In 2011, the Province of Alberta established the Law Enforcement Framework, which includes Calgary Transit peace officers who are responsible for the safety and security needs of transit customers and employees. This article examines the role of Calgary Transit peace officers and makes recommendations for their incorporation into a broader model of nodal governance in order to ensure that the Calgary Police Service maintains a legitimate, coordinating role for the provision of public safety in the City of Calgary.     

The Myth of Female Credit Discrimination in African Manufacturing

Abstract

We examine credit constraint differentials between male and female manufacturing entrepreneurs using firm data from 16 sub-Saharan Africa countries. Small enterprises owned by female entrepreneurs are less likely to be credit constrained compared to their male counterparts, while this is reversed for medium-sized enterprises. A generalised Oaxaca–Blinder decomposition shows that the gap is predominantly a pure gender effect. We argue that this finding is mainly due to female favouritism in loans to micro and small firms because the gap is reversed for medium-sized enterprises and because we find no sign of superior female entrepreneurial performance in observable indicators.     

The Experience of Parents of Children in Care: The Human Rights Issue

There is a growing body of international literature about birth parents' negative experience of child protection services. This article reviews some of this literature and adds recent Australian materials to it. It is then argued that the over-reliance on “the best interest of the child” construct is the base from which these negative experiences emanate. The argument is that in adopting this construct parents' rights have been removed in favor of children's rights. This violates parents' human rights. Such an approach lacks balance, as human rights are inalienable and cannot be the exclusive property of only one party.
