This article contributes to the steady flow of critiques of the big society idea contained in The Political Quarterly. It focuses chiefly on two sets of parallels. The first is between the big society and the policies pursued by the Thatcher government which, despite their obvious rhetorical differences, contain many striking similarities, including their neoliberal origins, application of the ‘crowding out’ thesis and uncritically idealised notions of community. The second is between the big society and a policy with the same name pursued doggedly by the Chinese Communist Party for nearly 20 years until being abandoned as a failure. Lessons for the Prime Minister's flagship policy are drawn from the Chinese experience. The article concludes with a welcome for the rediscovery of the social by public policy and some suggestions as to how a more participative and democratic state could follow from this breakthrough. 相似文献

This article examines the social-selection and social-causation processes that generate criminal behavior. We describe these processes with three theoretical models: a social-causation model that links crime to contemporaneous social relationships; a social-selection model that links crime to personal characteristics formed in childhood; and a mixed selection-causation model that links crime to social relationships and childhood characteristics. We tested these models with a longitudinal study in Dunedin, New Zealand, of individuals followed from birth through age 21. We analyzed measures of childhood and adolescent low self-control as well as adolescent and adult social bonds and criminal behavior. In support of social selection, we found that low self-control in childhood predicted disrupted social bonds and criminal offending later in life. In support of social causation, we found that social bonds and adolescent delinquency predicted later adult crime and, further, that the effect of self-control on crime was largely mediated by social bonds. In support of both selection and causation, we found that the social-causation effects remained significant even when controlling for preexisting levels of self-control, but that their effects diminished. The notion that informal sanction threats influence criminal decision‐making is perhaps the most important contribution to neoclassical theory in the past 15 years. Notably absent from this contribution is an examination of the ways in which the risk of victim retaliation—arguably, the ultimate informal sanction—mediates the process. The present article addresses this gap, examining how active drug robbers (individuals who take money and drugs from dealers by force or threat of force) perceive and respond to the risk of victim retaliation in real‐life settings and circumstances. The data's theoretical implications for deterrence and violence contagions are explored. Budgetary incrementalism argues that three institutional actors—agencies, executive budget offices, and legislative committees—dominate budget outcomes. The complexity and interdependency of public programs expands this expectation to include the influence of exogenous budget factors. Findings from a survey of state agency heads reveal that budget environments do influence state agency budget outcomes. However, the institutional budgetary participants, especially governors and legislatures, envisioned in classical incrementalism retain their principal and primary influence on state agency budgets. The UK Child Trust Fund (CTF), which came into effect in January 2005, appears to be an exemplary instance of ‘asset‐based welfare’, of the redistribution of wealth rather than simply income. However, this article shows that over the course of its development, and in its final implementation, CTF policy became ever more focused on generating a ‘savings culture’ and enhancing financial literacy. In explaining this outcome, it is argued that it may be characteristic of New Labour for which, it is further argued, welfare policy should seek to push individual aspirations and outlooks in certain directions. The article takes an interpretive approach to the study of policy and politics, arguing that we should look carefully at the processes of argument and selection by which ‘objects’ of policy are specified. This article addresses a long‐standing question in public budgeting: What factors influence bureau/agency budget request decisions? Empirical results confirm the complexity of variables that explain different levels of budget requests by over 1,000 state administrative agencies. The expected significant influence of administrator (agency head) aspirations was clearly present. But other important sources enter into the decision of agencies to satisfy rather than maximize. These include the strategic roles, activities, and priorities of governors, legislatures, and interest groups.
