Johann Huizinga, the great Dutch historian, wrote: ‘We are living in a demented world. And we know it’, pointing to the Schmittian nationalist irrationalism. Nevertheless, this expression might be accommodated to stress a contemporary form of dementia: the dementia of marketing. We are obsessed, made demented, by consumption, and we know it because we go and hunt for it. Classical economics in its neoliberal shift becomes, now, bio‐economics. The institutional venue where this kind of bio‐political commitment has been strongest is that provided by the European Union. The European Union has failed to halt the process of depoliticisation underway in the government of public affairs, contributing, on the contrary, to its encouragement and acceleration. The picture that emerges seems to have thrown us back 100 years, overrunning the defences of the Welfare State against the excesses of the free market and financial capitalism.  相似文献

In the 20 years since a president committed federal government agencies to achieving environmental justice (EJ), states have been at the forefront of policy development. But states have varied in the nature and extent of their EJ efforts. We use Guttman Scaling to measure state EJ effort and test hypotheses regarding the relative importance of problem severity, politics, and administrative variables to variation in state policy development. Our analysis offers a novel characterization of state policy intensity and demonstrates its scalability. Income‐based problem severity, environmental group membership, and nonwhite populations were important predictors of state EJ policy intensity during our study period. The political geography of EJ policy also displayed a distinctive southern pattern and the EJ policy intensity model contrasted significantly with a model of environmental policy innovation. The findings suggest that state EJ politics are more indicative of redistributive policy than regulatory.  相似文献

Secure provision for women in both the Criminal Justice System and the Health Service has evolved in the last decade, in line with emerging gender-specific policy. Notable gains have been the approach to self-harm in prison and a reduction in the inappropriately high levels of secure hospital care. Although treatment pilots in UK settings are in progress, much practice remains poorly described and insufficiently evaluated. Recent strategic initiatives by both the Ministry of Justice and the Department of Health, as well as the commissioning changes that have followed the Health and Social Care Act 2012, provide a basis for reconsideration and a further paradigm shift. Suggestions for a reinvigorated model of gender-sensitive provision are made, relying on principles of resilience and autonomy.  相似文献

Case files from Forensic Science South Australia and the Swedish National Forensic Database were reviewed over a 6‐year period from 2006 to 2011 for cases where hypothermia either caused, or significantly contributed to, death. Data were analyzed for age, sex, time of year/season, place of discovery, circumstances of death, and underlying medical conditions. Despite the considerable demographic, geographic, and climatological differences, hypothermic deaths occurred at very similar rates in South Australia (3.9/100,000) and Sweden (3.3/100,000). Deaths from hypothermia in South Australia occurred predominantly indoors at home addresses, involving elderly females with multiple underlying illnesses and limited outside contacts. In contrast, Swedish hypothermic deaths generally occurred outdoors and involved middle‐aged elderly males. These data show that hypothermia may be a risk in warmer climates particularly for elderly, socially isolated individuals.  相似文献

Retrospective review of cases of suicide involving helium inhalation was undertaken at Forensic Science South Australia over a 25-year period from 1985 to 2009. No cases of helium-related suicides were identified in the first 15 years of the study, with one case between 2000 and 2004 and eight cases between 2005 and 2009. Australian data were also reviewed from 2001 to 2009 that showed 30 cases between January 2001 and June 2005, compared to 79 cases between July 2005 and December 2009, an increase of 163%. A review of Swedish data between 2001 and 2009 showed no cases between January 2001 and June 2005, compared to seven cases between July 2005 and December 2009. Thus, all three areas showed recent and striking increases in cases of suicide involving helium inhalation. Given the availability of helium and the recent promotion of this method of suicide, it is quite possible that this may represent a newly emerging trend in suicide deaths.  相似文献
