Homemade Heavy Caliber Rifles—Two Unusual Firearms

Historically, in crimes involving heavy caliber rifles, only conventional factory‐made versions have been used. However, in recent years the number of homemade long‐barreled rifles is increasing. The characteristics of two such firearms that have been submitted to the Turkish Criminal Laboratory are discussed here. When the main parts of the guns were examined in detail, it was noted that nearly all of the parts had been made carelessly, with several structural defects visible. It was determined that the homemade heavy caliber rifles were unfit for efficient use and it was possible that they could have seriously harmed the shooter had they been fired. The development of these kinds of gun and the possibility of their use spreading throughout the country in terrorist attacks could cause a serious threat to national security.     

A hidden cost of war: the impact of mobilizing reserve troops on emergency response times

This paper analyzes a hidden cost of war: the effect of the mass mobilization of reserve troops on the response times of domestic emergency services to accidents. We provide a statistical examination of this linkage following the US invasion of Iraq in 2003 and find that mobilization significantly increases response times to accidents in the United States. These mobilization-related costs are exacerbated by both legal restrictions and issues of replacing highly specialized human capital.     

Economic and Ideological Corruptions of the Regulatory State

What accounts for the excesses of the regulatory state? Economists have shown that bad regulations are often due to “rent seeking” and “regulatory capture” and have provided compelling accounts of the incentives that drive these processes. However, there remain many unwarranted regulations, such as recent gun control measures, that cannot be explained by an economic rationale. Rather, it is essential to understand the distinctively ideological origins and functions of such regulations. This paper examines both the economic and ideological corruptions on the regulatory state, suggesting that those concerned with the growth of state power will have to address both of these phenomena.     

Wordsworth and the old men

In the 1830s the poet William Wordsworth bought government annuities on the lives of old men from the Lake District and elsewhere. This episode is recounted for the light which it throws on the history of the government's life annuity business in the early nineteenth century. An account of this business is given, and an explanation offered for the fact that the government suffered heavy losses at the hands of life assurance companies and other speculators, including Wordsworth and the banker friend who led him into the investment. Wordsworth's financial dealings are also considered from the perspective of a literary historian, for the insights which they afford into Wordsworth's understanding of a poet's public and private responsibilities.     

Predicting the Postmortem Submersion Interval for Human Remains Recovered from U.K. Waterways*

Abstract: This article aims to increase accuracy in estimating the postmortem submersion interval (PMSI) for bodies recovered from rivers in the United Kingdom. Data were collected from closed case files, crime scene reports, and autopsy files concerning bodies recovered over a 15‐year period from the River Clyde, Scotland, and the River Mersey and canals in northwest England. One hundred and eighty‐seven cases met the study criteria and were scored by quantifying the overall amount of decomposition observed in each case. Statistical analysis showed that the duration of a body’s submergence in water and the temperatures to which it was exposed, as measured in accumulated degree days (ADD), had a significant effect on the decay process. Further analysis indicated that there were no significant differences in decomposition between the waterways. By combining the data from all study samples, it was possible to produce a single linear regression model for predicting ADD from observed decomposition.     

Development and Practical use of an Emotional Readiness Assessment for Support in Family Justice Processes

The ability to make effective co‐parenting agreements and reduce conflict following divorce depends on a person's emotional state or readiness. This article outlines OnePlusOne's development and piloting of an Emotional Readiness Assessment and subsequent digital tool, in collaboration with the University of Sheffield. It comprises a summary of a literature review to identify the key emotions experienced during separation and their influence on making effective childcare arrangements, item development derived from the review and expert consultation, feedback from separated parents regarding sources of support, practitioners’ feedback regarding the tool's feasibility, and concordance between mediator comments and clients’ scores on the tool. Ways of using this tool in practice and implications for further development are also discussed.
