Transforming Public Service in a World without Boundaries

In July 1995, the American Society for Public Administration's Endowment Board established the Donald C. Stone Fund to honor the memory of this public administration legend. Income from this fund is used to sponsor a lecture or symposium at ASPA's national conference, which reflects Stone's varied interests and contributions to the field. This year marked the ninth Donald C. Stone Lecture. On March 30, Adam W. Herbert was ASPA's Stone Lecturer and gave the following speech.     

Police research technology: Functional relations between juvenile citations and criminal offenses

In a multiple-reversal time-series design, additional plainclothes youth guidance officers were assigned to patrol and to issue juvenile warning citations in one of two target areas during school hours on weekdays. The presence and activity of these officers resulted in modest but consistent reductions in the number of criminal incidents reported in the target area. An untreated control area showed no consistent changes in the rates of criminal incidents. Issuance of juvenile citations appears to be a modestly effective crime control technology which may be implemented in a cost-efficient manner.     

Significance of the ear in the determination of age

The morphology of human ear conch is said to be rather individual, but a perfect person-identification by this mean is not possible. It is demonstrated by photographs-made in a 15 years' interval-that ear conch and auricular area can be typically marked by proceeding age and specific diseases.     

Tax policies in a globalized world: Is it politics after all?

In a panel dataset of 17 OECD countries over 1970–1997, we provide empirical support for the joint existence of the efficiency and the compensation effects of globalization. Our regression analysis shows that higher economic integration—and the associated external risk—lead to a need for social security policies that require higher taxes. The latter take the form of larger social security contributions that are part of taxes on the immobile factors (labor). The tax burden on the relatively mobile factor (capital) is affected negatively by increased economic integration.     

A Statistical Model of Bilateral Cooperation

In most situations of bilateral cooperation we can observe onlywhether or not potential partners actually cooperate. Yet weoften want to know what factors lead the actors to enter intoand continue cooperation. The model we develop—a dynamicversion of bivariate probit with partial observability—permitsone to estimate the probabilities that either of two partieswould want to cooperate and to identify the factors that affectthese probabilities. As an illustration, we focus on agreementsbetween national governments and the International MonetaryFund. The model should have a wide applicability.
