I develop a general model of multiparty competition in which parties model voters' choices by means of probabilistic choice rules. The model is specified in terms of an issue salience coefficient which varies with the importance voters attach to issues, as opposed to unmeasured nonissue motivations. I show that when the policy salience coefficient is sufficiently low, then both vote-maximizing and rank-maximizing parties have a dominant strategy: to adopt the “most popular platform,” which maximizes voter utilities over the entire electorate. This most popular platform therefore represents a convergent equilibrium when all parties are vote- or rank-maximizing. Numerical estimates suggest that this equilibrium result holds for degrees of issue voting which exceed the parameters behavioral researchers have estimated for various historical elections.  相似文献

Abstract

This study explored some of the factors involved in parking violations, using as a framework the model of tax evasion developed by Weigel, et al. (1987). Two groups of parkers were observed, offenders (N = 121) and non-offenders (N =128). Two questionnaires were employed. An initial questionnaire was used at the time of the observed behaviour to ascertain situation-specific factors followed by the main questionnaire which measured attitudes, moral beliefs, social norms and controls, perceived risk and severity of punishment and personal characteristics. Results revealed that the Weigel et al. model was a good predictor of parking violation with both economic and psychological factors being important determinants. There was also a significant correlation between observed and self-reported behaviour. Implications for understanding rule-breaking behaviour in general are also discussed.  相似文献

Both internationally and within Australia public policy is experiencing a rush back to the idea of community. After 15 years of discourse about the new public management and economic rationalism a much older discourse is slipping back into public policy. It is a normative discourse about changing relations between state democracy, market capitalism and civil society in which the idea of community is a central ‘new’ relation used to manage both state and market failures. Already new policy tools emerging from this discourse can be seen with innovations based on concepts such as partnerships, place management, and a raft of community consultation mechanisms. Much of the rhetoric about community as a new foundation for public policy, however, remains confused. The result is a muddle of ideas in which this potentially useful concept is in danger of becoming just another public policy reform fad. This article looks at what policy makers are saying about community, identifies problems in this current usage and offers ways of thinking about community with a view to establishing its policy utility.  相似文献

Abstract. In the standard Downsian model, voters are assumed to choose parties based on the extent of ideological proximity between the voter's own position and that of the party. Yet it is also well known that there are rationalization and projection effects such that voters tend to misestimate the policy platforms of candidates or parties to which they are sympathetic by overstating the correspondence between those positions and the voter's own preferences (see, e.g., Markus & Converse 1979; Granberg & Brent 1980; Granberg & Holmberg 1988; Merrill & Grofman 1999). Here we follow insights in the psychological literature on persuasion (Sherif & Hovland 1961; Parducci & Marshall 1962) by distinguishing between assimilation and contrast effects. Assimilation refers to shortening the perceived ideological distance between oneself and parties one favors; contrast refers to exaggerating the distance to parties for which one does not intend to vote. Using survey data on voter self–placements and party placements on ideological scales for the seven major Norwegian parties, five major French parties, and two major American parties we show that both assimilation and contrast effects are present in each country to a considerable degree.We also investigate the possible effects of randomness in party placement and scale interpretation – effects that can easily be confounded with assimilation but not so easily with contrast.  相似文献

The international trend towards economic and financial management reforms is well documented with most governments now being involved in public sector restructuring programs, which have at their core the aim of improving the quality of administrative functions through a more responsive approach by state agencies (OECD 1996). In nations with administrative systems derived from British models these efforts may be generally referred to as 'the de-Sir Humphreying of the Westminister model' (Hood 1990:105). In essence this approach has had three aims. First, it has attempted to diminish the role of thestate and make the bureaucracy more responsive to political leaders. Second, it has aimed for greater efficiency through the use of private sector management techniques. This study contends that components from two theories-labeling and differential association-should be incorporated into a general social learning perspective of crime and deviance. Data from waves one, two, and three of the National Youth Survey (n=1725) are used to test the proposed model. Results indicate that labeling effects are mediated by associations with delinquent peers when looking at a 24-item delinquency index. Theoretical implications and directions for future research are discussed.  相似文献
