Minimal democratic audit of Islamic and other identitarian regimes

Empirical evidence overwhelmingly shows that democracy in Muslim societies is poorly institutionalized. Many scholars of democratization studies critique that the methodology of Western institutions that audit democracy and freedoms worldwide employs normative metrics which are insensitive to cultural particularisms and thus biased. This paper presents a minimal framework for democratic audit of electoral Islamic regimes that while being normative, answers to this criticism. It is also shown to be in the self-interest of modernizing elites in such regimes. This framework is premised on the transference of the burden of legitimacy from ‘majority consent’ to ‘minority concern’ by basing itself on the substantive ‘political equality’ proviso of Dahl. This is achieved without constraining the democratic capacity of the majority. Structured as a guarantee of rights and two guarantees of justice in a system of fairness, the framework can be used for democratic audit of a much larger set of electoral regimes.

The impact of MGNREGS on child labour and child education: an empirical analysis

This article addresses the persistent claim that the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) has a negative impact on the availability of labour for agricultural operations, which has significant implications for the induced demand for child labour as a cheaper substitute for unskilled adult labour on agricultural farms in peak seasons. The study contributes to this debate by examining three issues: (i) effects of seasonality on child intensity of labour; (ii) impact of MGNREGS on child intensity of labour; and (iii) impact of seasonality and MGNREGS on human capital formation.     

Urban Proximity and Spatial Pattern of Land Use and Development in Rural India

Using non-parametric methods and India Human Development Survey 2004–2005, this study analyses the effect of urban proximity in terms of distance and connectivity on spatial pattern of land-use and development in the context of rural India. We find that, in urban surroundings, rural areas have diversified economic activities, intensive agriculture with higher spending on various inputs, higher economic wellbeing in terms of wages, income and consumption expenditure. We also document that transport and tele-connectivity are important for improved rural-urban linkages and changing rural landscape. These findings suggest that urban settlements are keys to development and inclusive growth in rural areas.     

Strategic Culture,Representations of Nuclear (In)Securities,and the Government of India: A Critical Constructivist Perspective

In this article, I use Alastair Johnston's concept of strategic culture re-visited through a critical constructivist perspective to analyze the representations of India's strategic culture and nuclear policy choices. In doing so, I explore how the representational practices of (and the mutually-constitutive relation between) India's nationalist identity/Self and its strategic environment, facilitated via its political leaders’ ideological lenses, have produced shifting representations of India's strategic environment to justify the nation's nuclear policy choices. In exploring this representational linkage between India's strategic environment and its nuclear (in)securities, I am cognizant that anarchy is a challenge facing India's task of nation-making and thus realism serves as a partially valid explanation for understanding the logic proliferation. Yet, my study demonstrates how culturally guided interpretations of what constitutes the Indian Self have divergently re-interpreted India's strategic environment and (in)securities to define the nation's nuclear policy choices.
