The barriers to terminating federal research and development vary with the type of program (manpower resource creation, basic or applied research, hardware development) and the functional sector in which it is lodged (defense or civilian). Each has a public/private constituency of sponsors and performers. Some constituencies are much more potent than others. Hence, to kill an R&D program, one must weaken the constituency behind it. Gender and gender-role orientation differences were explored on adolescents' coping with peer stressors. Eighth-grade and ninth-grade public junior high school students (N = 285) completed the COPE, reporting the strategies they recently used to deal with a stressful peer-related situation. Measures of gender-role orientation (Bem Sex-Role Inventory) and demographic information also were obtained. Factor analysis of the COPE revealed 4 distinct coping factors: active, avoidant, acceptance, and emotion-focused. The most frequently reported stressful event was arguments/fights with same-sex friends. Girls reported more arguments/fights with opposite-sex friends. Boys reported more physical fights and threats. Students' ratings of how much the situation mattered were used as a covariate in a MANCOVA to compare coping by gender and gender-role orientation, to control for perceived stressfulness of situations. This study examined the nature and correlates of different patterns of perceived control in adolescents' relationships with their best friends. Participants included firstborn adolescents (M = 14.94 years), their younger siblings (M = 12.44 years) and both their mothers and fathers in 163 families as well as a best friend of each adolescent (M = 15 years). Data were collected from family members during home visits regarding adolescents' family relationships, friendships, and psychosocial adjustment; time use data were gathered during a series of 7 nightly phone interviews. Information was obtained from best friends during a brief phone interview. We developed a typology of 3 different patterns of perceived friendship control based on the combination of adolescents' and their best friends' ratings of relational control. Patterns of control in adolescents' friendships were associated with the distribution of control in both parents' marriages and adolescents' sibling relationships. Further analyses, designed to test developmental predictions, revealed connections between friendship control and other qualities of adolescents' friendships (i.e., intimacy, conflict, perspective-taking). 相似文献

Theories of democratic government traditionally have relied on a model of organization in which officials act impartially, accept clear lines of accountability and supervision, and define their day–to–day activities through rules, procedures, and confined discretion. In the past 10 years, however, a serious challenge to this ideal has been mounted by critics and reformers who favor market, network, or "mixed–economy" models. We assess the extent to which these new models have influenced the work orientations of frontline staff using three alternative service types—corporate, market, and network—to that proposed by the traditional, procedural model of public bureaucracy. Using surveys of frontline officials in four countries where the revolution in ideas has been accompanied by a revolution in methods for organizing government services, we measure the degree to which the new models are operating as service–delivery norms. A new corporate–market hybrid (called "enterprise governance") and a new network type have become significant models for the organization of frontline work in public programs. 相似文献

Do redundant bureaucratic arrangements represent wasteful duplication or a hedge against political uncertainty? Previous attempts at addressing this question have treated agency actions as exogenous, thus avoiding strategic issues such as collective action problems or competition. I develop a game‐theoretic model of bureaucratic policy making in which a political principal chooses the number of agents to handle a given task. Importantly, agents have policy preferences that may be opposed to the principal's, and furthermore may choose their policy or effort levels. Among the results are that redundancy can help a principal achieve her policy goals when her preferences are not aligned with the agents'. But redundancy is less helpful if even a single agent has preferences relatively close to the principal's. In this environment collective action problems may cause multiple agents to be less effective than a single agent. Redundancy can also be unnecessary to the principal if the agent's jurisdiction can be terminated. 相似文献

abstract This article asks whether the rising number of women in the paid labor force over the last half-century has been accompanied by a parallel trend of increased recognition of a breadwinning status for women, or if traditional role conceptions have persisted in spite of women's changed economic and social circumstances. I theorize that employer-provided benefits are a unique form of compensation that, by helping parents balance work and family, directly affect parents in their capacities as breadwinners. As such, assessing women's and men's access to these benefits over the period of women's rising labor force participation can be very revealing of the acceptance of women as breadwinners. To acquire a general picture of women's and men's access to employer-provided benefits, I compare access to benefits from 1940 to 1990 in a modal women's occupation ("professional nurses") to a modal men's occupation ("automobile mechanics and repairmen"). Through the studied time span, these occupations are the largest comparably sized women's and men's occupations that are also similar in pay level and extent of unionization. This allows me to control for pay level and unionization, important alternative explanations for women's restricted access to benefits. I hypothesize that nurses have had more restricted access to employer-provided benefits than have auto mechanics. I find a disadvantage for nurses relative to auto mechanics through most of the time period, which nonetheless diminishes and then reverses slightly at the end. Taking into consideration subtleties, as well as patterns masked in the data as presented, these findings suggest at best a rather slow rate of acceptance of a breadwinning status for women, and at worst, a continuation of traditional gender norms. 相似文献

This article analyzes the relationship between the different forms of direct democratic participation and the size of the tax state in the Swiss cantons for the period from 1983 to 2000. The analysis distinguishes between the different effects of the financial referendum and the initiative. Theoretical arguments suppose that the financial referendum curb the tax state, whereas the initiative is expected to contribute to its growth. Pooled time series analyses show that legal conditions of direct democratic participation in general and especially the legislation on financial referenda are much more important than the frequency of plebiscites for the explanation of the different sizes of the tax states in the cantons. As an additional result of the analyses, the impact of direct democracy on the tax state turns out to be much larger in the 1990s compared to the decade before. 相似文献

Abstract. Opposition to the European integration project can stem from many different sources, but one that appears to be fairly fundamental is the threat that the European Union (EU) poses to long-established national identities. This contention may in fact appear to be so trivial as to make it uninteresting to the social science community. However, this article analyses the degree to which EU citizens do indeed feel their national identities to be under threat by the EU and the effect of such fear on general feelings about the integration process. The impact of fear of loss of national identity due to integration is then compared to the impact of other potential sources of variation in support for the integration project. The results indicate that while large proportions of EU citizens do indeed fear that the EU is threatening their national identity and culture, the effect of this fear on attitudes toward the EU is not all that substantial and other factors play an equal or greater role in explaining individual-level opposition to the EU. 相似文献
