Using a general equilibrium model with endogenous policy, we explore how heterogeneity affects wasteful lobbying by sectoral interest groups. With the help of a simulation approach, we first investigate the impact of information heterogeneity on how lobbies react to a shift from a soft to a strict government budget constraint. Next, we examine how lobbying is influenced by heterogenous perception of the general equilibrium implications of lobbying effort. Finally, we explore the consequences of heterogenous specialization in households' asset portfolios. We conclude that social heterogeneity in information, perceptions, and portfolio compositions increases incentives to lobby.  相似文献

At the present time, optical examinations are not used in routine to analyze the gunshot residues, except for the counting and the localization of particles. Indeed, the sequence of examinations often starts immediately with destructive techniques, contrary to the widely accepted law saying that we should progress from general to particular and from non-destructive to destructive and which is recommended for all the fields of forensic sciences. When a cartridge is shot, and before the projectile leaves the gun, all the powder grains should must be completely burnt; however, if this ideal case does not happen, it is possible to find unburnt and/or partially burnt gunpowder particles [H.H. Meng, R. Caddy, Gunshot residue analysis-a review, J. Forensic Sci. 42 (1997) 553-570]. The goal of this paper is to study the morphological characteristics of the powder before and after the shot, to establish if it is possible to determine which type of ammunition has been used on the basis of these characteristics. A set of 181 cartridges of different calibers was considered and various tests carried out to evaluate the technique. On the basis of the observation of the gunpowder particles found on the target, a list of potential cartridges can be established with the actually shot cartridge always found among them. It is important to underline that a maximum of eight cartridges were proposed for each experiment. Consequently, the method can be judged very discriminating. A database was then created, including information related to the morphological characteristics of the gunpowder before and after the shot as well as to the class characteristics of the analysed cartridges.  相似文献

This article shows that the economic analyses of rescue laws developed in the ‘70s are the outcome of a long-term process that began at the end of the 1950s with the passing of the first legislations intended to promote and control rescue behaviour (the so-called “good Samaritan” legislations, acts or statutes) and that finally results in the economic models of rescue developed by Landes and Posner (The Journal of Legal Studies, 7(1):83–128, 1978a; The American Economic Review, 68(2):417–421, 1978b). The article investigates the context that made the occurrence of the economic analysis of rescue law possible and the controversies that it fueled in both the legal and economic fields. It also highlights the influence of the economic analysis of altruism on this particular field of law and economics.  相似文献

Within the epidemiological studies of the integrated European research project DRUID (Driving Under the Influence of Drugs, alcohol and medicines), 13 laboratories from across Europe will analyse whole blood, oral fluid (OF) or urine from the general driving population and injured drivers. To ensure the comparability of toxicological results from the different studies, the collection of samples, analytical methods, target analytes and analytical cut-offs have been standardized for all laboratories involved.Target analytes were selected based on suspected impairing effects and prevalence. Twenty-three drugs are included in the ‘core list’ for which analysis is mandatory: ethanol, amphetamine, MDMA, MDA, MDEA, methamphetamine, cocaine, benzoylecgonine, THC, THC-COOH, 6-acetylmorphine, diazepam, flunitrazepam, alprazolam, clonazepam, oxazepam, nordiazepam, zolpidem, zopiclone, lorazepam, morphine, codeine and methadone. Additionally, 28 other drugs will be analysed in 1–12 countries.All whole blood samples are collected in glass Vacutainer-type tubes containing sodium fluoride and potassium oxalate. Based on a comparative study of 10 collection devices, it was decided to collect oral fluid using the Statsure™ device. Since only a small sample volume is available (5–10 mL blood and 1 mL oral fluid), all laboratories have to develop methods for simultaneous detection of the target analytes. All laboratories agreed to use either LC–MS–MS or GC–MS in SIM-mode. Proficiency testing for both blood and oral fluid are organized.Analytical cut-offs were established for the core list based on those used in ROSITA-2, SAMHSA cut-off values for oral fluid and recommendations from an expert meeting in Talloires.Because of practical and legal considerations, different sample types are used: whole blood, serum/plasma and oral fluid. Literature on correlation between analyte concentrations in these body fluids is limited, which makes several comparisons of study results difficult: (1) comparison of epidemiological (blood, oral fluid and urine) and experimental studies (serum and plasma) performed in DRUID and (2) comparisons within the epidemiological studies themselves (most countries: oral fluid in road-side survey, blood in hospital studies).A combination of literature findings, new findings from DRUID and semi-quantitative results will likely have to be used to solve these problems.  相似文献

This paper presents a quarterly macro econometric model of Kazakhstan. The main goal is to provide a stylized representation of the Kazakh economy in order to simulate the consequences of several economic policies viewed by the authorities as essential during the period of transition to a market economy. The policy simulation potential of the model is illustrated by five types of simulations: interest rate shocks, foreign direct investment shocks, world oil price shocks, foreign demand shocks and nominal wages shocks. These sets of simulations show the importance of foreign direct investments in terms of theirs global positive effect, as well as the demand effect of an increase in the wages. We also find that effect of the tight monetary policy is not unambiguous; we argue that in some cases it is not the most efficient policy instrument to sustain the economy.  相似文献

This article presents the initial results of a 5‐year longitudinal study of police officers’ attitudes about themselves, their profession, crime, and their role in society. The study sample was comprised of graduating classes at l'École Nationale de Police du Québec in 2003. Graduates completed an anonymous multiple choice questionnaire designed for a similar study conducted in the 1990s in France (Monjardet & Gorgeon, 1992, 1993, 1996, 1999). The complete study will track attitude change in these recruits over the first 5 years of their police careers. Results from the first year point to a change in officers’ attitudes resulting from the shock of actually working as police officers and the recruits’ preconceived notions of what police work would be like. Training and education could be adapted to better prepare police recruits for this transitional shock, including changes in mechanisms used to integrate recruits, improvements in police organizations, and increased organizational support for new members. We also suggest ways of identifying areas where continued education would improve the overall quality of police work.  相似文献

Surnames     
A meeting on surnames was recently held in Lyons, gathering searchers from different scientific horizons such as sociology, history, anthropology, demography and population genetics. We selected the six following papers because of their major interest to history of the family and history of populations. Surnames appear as an important and convenient tool for the study of marriage patterns or of geographical mobility. We also provide some general comments about the different uses of surnames in the current works in the field of historical demography and population genetics. We also mention some examples revealing the social significance of surnames in some specific historical context.  相似文献

A fully validated, sensitive and specific method for the extraction and quantification of Δ9-tetrahydrocannabinol (THC) and 11-nor-9-carboxy-Δ9-THC (THC-COOH) and for the detection of 11-hydroxy-Δ9-THC (11-OH THC) in oral fluid, urine and whole blood is presented. Solid-phase extraction and liquid chromatography–mass spectrometry (LC–MS) technique were used, with electrospray ionization. Three ions were monitored for THC and THC-COOH and two for 11-OH THC. The compounds were quantified by selected ion recording of m/z 315.31, 329.18 and 343.16 for THC, 11-OH THC and THC-COOH, respectively, and m/z 318.27 and 346.26 for the deuterated internal standards, THC-d3 and THC-COOH-d3, respectively. The method proved to be precise for THC and THC-COOH both in terms of intra-day and inter-day analysis, with intra-day coefficients of variation (CV) less than 6.3, 6.6 and 6.5% for THC in saliva, urine and blood, respectively, and 6.8 and 7.7% for THC-COOH in urine and blood, respectively. Day-to-day CVs were less than 3.5, 4.9 and 11.3% for THC in saliva, urine and blood, respectively, and 6.2 and 6.4% for THC-COOH in urine and blood, respectively. Limits of detection (LOD) were 2 ng/mL for THC in oral fluid and 0.5 ng/mL for THC and THC-COOH and 20 ng/mL for 11-OH THC, in urine and blood. Calibration curves showed a linear relationship for THC and THC-COOH in all samples (r2 > 0.999) within the range investigated.The procedure presented here has high specificity, selectivity and sensitivity. It can be regarded as an alternative method to GC–MS for the confirmation of positive immunoassay test results, and can be used as a suitable analytical tool for the quantification of THC and THC-COOH in oral fluid, urine and/or blood samples.  相似文献
