Voting May Be Habit-Forming: Evidence from a Randomized Field Experiment   总被引:1,自引:2,他引:1  
Habit is a frequently mentioned but understudied cause of political action. This article provides the first direct test of the hypothesis that casting a ballot in one election increases one's propensity to go to the polls in the future. A field experiment involving 25,200 registered voters was conducted prior to the November general election of 1998. Subjects were randomly assigned to treatment conditions in which they were urged to vote through direct mail or face-to-face canvassing. Compared to a control group that received no contact, the treatment groups were significantly more likely to vote in 1998. The treatment groups were also significantly more likely to vote in local elections held in November of 1999. After deriving a statistical estimator to isolate the effect of habit, we find that, ceteris paribus, voting in one election substantially increases the likelihood of voting in the future. Indeed, the influence of past voting exceeds the effects of age and education reported in previous studies.  相似文献

This article builds on a Transparency International (TI)‐sponsored research study funded by the Dutch Government into the National Integrity System (NIS) in practice. The NIS is a framework approach developed by TI that proposes assessing corruption and reform holistically. The NIS not only looks at separate institutions or separate areas of activity or separate rules and practices, but also bases its perspective on institutional and other inter‐relationships, inter‐dependence and combined effectiveness. The study involved 18 countries, using in‐country researchers and an overview report. This article assesses the findings of the study to consider how the approach can work in practice, and what the approach can reveal about the causes and nature of corruption as well as the implications for reform. Abstract. The paper applies a structural perspective to the analysis of political preferences. Examining two British surveys, the 1987 cross–section of the electorate and a panel survey that covers the 1983 and 1987 elections, the research explores the bases of persistent voting for the same party, location on left–right scales, and the probability of holding the same policy views on a host of different issues over time. A set of structural variables rests at the heart of the paper's theory: discussion networks, patterns of interactions with members of political parties, social class networks, and location in the social structure. Several hypotheses guide the analysis: The effects of the structural variables on the probability of casting a ballot for the same political party in any one election and in adjacent elections will remain, even after controlling for party identification; political party socialization; location on left–right scales; positions taken on any and all political issues; age, and past levels of electoral stability. The effects of structural variables on left–right position will remain, even after controlling for locations on alternative left–right scales. Finally, reinforcing attitudinal context provides the only consistent determinant of stable policy positions, after controlling for a host of alternative explanations including level of education; age; interest in politics, and a general propensity to offer stable answers to political questions.  相似文献

High-performing economies in the Asia-Pacific region together with only mediocre economic development in Latin America prompts the question of what explains differential economic growth rates among developing countries. Combining a statist perspective with Olson's theory of interest group formation, this research hypothesizes that nations with weak distributional coalitions will more likely experience high growth and state intervention will be effective. Using a longitudinal research design, this secondary analysis involves a comparative and interactive examination of eight Asian-Pacific and twelve Latin American countries. By considering the role of the state in interaction with distributional coalitions in society, the results indicate that approximately two-thirds of the variance in national economic growth is explained.  相似文献

Resource decision making for the Department of Defense (DOD) is one of the most challenging tasks in all of public financial management. DOD coordinates national security threat assessment, long‐ and intermediate‐range planning and programming with annual budget formulation and execution. Between 2001 and 2004, Defense Secretary Donald Rumsfeld changed the system significantly, simplifying, and synchronizing it with presidential terms of office. We assess Planning, Programming, Budgeting System (PPBS) reform through application of applied budget theory. We review system evolution, document recent reforms, explain why change was necessary, and assess implementation feasibility. Only preliminary evaluation is possible because change implementation will require five or more years.  相似文献

Carto-philatelic imagery illustrates that the “mental map” of China underlying territorial policies of the People's Republic of China is constructed, contingent, and impermanent. Although it has claimed Taiwan by asserting primordial sovereignty, declaring the island to have been part of China “since ancient times,” the ruling Chinese Communist Party (CCP) has not always viewed the island as part of China. Although it recognized the independence of Mongolia in 1950, before it came to power as the government of the state the CCP envisioned Mongolia as part of China. Postage stamps issued in territories governed by the CCP before 1949 juxtaposed to stamps issued by the Republic of China government affirm what documents suggest: that China's boundaries have not been immutable and have been highly contested by Chinese political elite. This should prompt readers to view with skepticism categorical claims about China's sovereignty and “territorial integrity.”  相似文献
